The China packet capture evidence presented by Mike Lindell was a setup consisting of random code that was not real.

This China packet capture you got is a classic setup, and it's run by an individual that even set up the Pentagon. And I said, you really ought to move away from that. And Lindell said, no, you'll see the proof. And I said, okay, all right, I'll see the proof. And so that's now overshadowing that it was just random code and wasn't even real code.

The code shown in Mike Lindell's documentary is not valid packet capture data but rather hexadecimal code resembling publicly available Pennsylvania voter rolls.

The Washington Post, among others, pointed out that these scrolls of numbers are not packet captures, and they're not even in the right format that that information would be found in. This sort of data that's transmitted over the internet is generally in binary, whereas this is all hexadecimal code. So it just doesn't even make sense what the claims that are being made. That's going to be a tough hurdle for him to jump at the Supreme Court, but if he's got this kind of proof, I don't know. The Post took a look at some of the code and translated it into readable letters. Mike Lindell is a piece of shit. It appears to be the Pennsylvania voter roll, which is publicly available information.
