Kaylin Georgescu is in no way the rightful president of Romania. You can make a decent argument that the Romanian courts shouldn't have thrown out the results of the first election, but even if that argument is correct, he didn't win the presidency. He won the first round of voting, and there was still going to be a runoff. It's fine to believe that he would have won that runoff, but it never happened. So by right, he never won the presidency.
