I think the only thing to do is to replace the top 3,000 people in the government with ex-military from SOCOM or the Marines. You have to start with people you can trust.

So I'd fire 50,000 people right off the rip and replace it with loyal patriots.

I do not need 75,000 people in the State Department. I barely need a few ambassadors in a time when I have the internet and virtual diplomacy. You can just email a global embassy overseas wasting millions and millions of dollars. I don't need six intelligence units that repeat what they do, and I don't have an integrated human capability.
