So informants are something the FBI has been using for years, decades. Is it illegal? No. They can do it as long as they do it within the legal means. If an informant is in the cabinet taking the law, that doesn't mean that the FBI is behind it. Informants are also people who live their lives. Like, I could be an informant for the FBI. I could go and murder somebody. That doesn't mean the FBI had me murder that person.
