Another voice criticizing the plan is Dr. Mike Ryan, the head of the World Health Organization's Health Emergencies Program. Ryan makes the very solid point that there are tons of people in the developing world who are in need of vaccines and that prioritizing boosters was like, quote, planning to hand out extra life jackets to people who already have life jackets and leaving other people to drown.
