He didn't break the bank. The bank did it to themselves and he profited off of it. He had nothing to do with getting into the ERM. He had nothing to do with the rate that they ended up nailing the pound to as it relates to the mark. There is nothing that he is responsible for in this other than when he had a crass capitalist speculation.
