The Act of 1871 just created the District of Columbia. They didn't create a new Constitution for the U.S. In fact, the District of Columbia was created the way it was, specifically because of Article 1, Section 8 of the Constitution. And by that, I mean the real Constitution, not the corporate one those sneaky Jews forced on us, which is what this theory is all about.
