The Texas Department of Safety director stated that police commanders incorrectly determined the situation had transitioned from an active shooter to a barricaded suspect.
So, on May 27th, the Texas Department of Safety director and colonel Stephen McGraw gave a press conference where he explained the police decision to not barge through the classroom door. This was the result of the commander on scene making the incorrect determination that the situation had transitioned from an active shooter to a barricaded suspect, which meant deploying different tactics. That explanation included a determination that because there were so many shots fired immediately, there was likely no one alive in the classroom, and that possibly the shooter was trying to lure them in so he could commit suicide by cop.
