Colonies in the solar system routinely stole cargo from each other and engaged in combat actions, violating a treaty that prohibits attacks between colonies.
We routinely stole cargo from other colonies within the solar system. Space pirates! He thinks he's Han Solo. He thinks he's a space pirate! And there were combat actions that happened. There's a law that says in our solar system... That all the colonies are not allowed to attack each other. That there's some sort of treaty about that. And that wasn't the case. There were times when we would steal. And there's a lot.
