This last bill is SB 70, which requires background checks for all gun transfers, except, again, there are a bunch of exemptions. For instance, gun transfers between family members are exempted, as are gun transfers at gun shows and gun ranges. The reason for exemptions for gun ranges and gun shows is because this is not about gun sales. This is about literally handing someone a gun. The bill is about transferring of possession of a gun to another person, and it would be kind of impossible to require that everyone at a shooting range, you know, they have to go through a background check before being able to shoot at some targets.
