The denial of bail to Palowski was based on his past pattern of behavior indicating a high likelihood of re-offending, not a presumption of guilt.
So the courts in Canada are not presuming Pawlowski guilty of the offense that he was arrested for. They used his past pattern of behavior to decide that he was a person with a high likelihood, almost a certainty, of re-offending if released, so he's denied bail. That's not presuming him guilty before trial.
