Dictatorships allow developing countries to solidify institutions before transitioning to democracy.
I haven't read all of his articles, but the sense that I got was generally speaking that like a functioning democracy can grow out of stability and a strong institutional base. But that is something that a lot of developing countries don't generally have when democracies are attempted. Right. And so I think that how he would put it is that a dictatorship would allow these countries to solidify, create better institutions, and then from there go into a democracy.
