There's very clear evidence that SARS-CoV-1 from 2002 was actually their first bioweapon, and this is an updated version. A bioweapon isn't something that you want to kill people. A good weapon doesn't kill the enemy. It slowly but surely demoralizes them and harms them. In this case, damages their society and their economy and causes slow, malicious diseases.
