Alan Keyes argues that violent acts like burning police precincts are not protected by the Constitution and qualify as insurrection.

The rights that's protected in the Constitution is a right that says Congress shall make no law abridging the right of the people peaceably to assemble. Peaceably. So if people are out there and they're burning down police precincts and destroying malls and assaulting people and so forth and so on, they are not protected by the Constitution of the United States. What they are actually doing qualifies as insurrection.
