A famous shooting in New Zealand more than 20 years ago allowed authorities to confiscate semi-automatic and bolt-action firearms.

I'm saying we need to pull back and investigate every part of this because there was a famous shooting more than 20 years ago in New Zealand that... Allowed them to confiscate all semi-auto and then all basically bolt action where all you could have was single-shot shotguns and rifles with special licenses.

The 1992 amendment to the New Zealand Arms Act did not ban military-style semi-automatic guns but only increased registration requirements.

The legal actions he's talking about happened in 1992, when an amendment was made to the Arms Act. And all it did was create greater registration requirements for gun owners. Among the changes were adding photographs to gun licenses, requiring that license holders reapply after 10 years to have a new license reissued, making it so only licensed gun owners can buy ammunition, that sort of thing. The amendment also created a new category of gun from a legal standpoint that was the military-style semi-automatic, but it didn't ban them at all.
