Regulating the price of internet access is a pretty attractive idea to anyone who's had to deal with internet service providers, but it's a very threatening thing to the profits of these businesses. These corporate interests know that there's no way to get normal people mad about this plan to prohibit discrimination in terms of broadband access. So in order to fight the regulation, it needs to be presented as being about something else.
