Welcome to Rudy's Common Sense.
I'm Rudy Giuliani, and today we're going to touch on a very sensitive subject.
And we want to do it carefully and responsibly, but it just has to be done.
And that's the situation with the president's, what appears to be, cognitive incapacity.
There's just too many examples and they're too prominent, although ignored or downplayed by the mainstream media.
They are not being ignored by our adversaries.
In fact, I would say over the last week, our adversaries have learned how to weaponize this cognitive impairment of Biden's.
And I think I'll show you exactly how and make some suggestions about Last week was a bad week for Biden, and there haven't been too many good ones, if there has been a good one.
But last week, in addition to all the other things that happened, the not-so-secret big secret kind of got blown up.
Big time.
The first one to seem to have picked this up was Russia's Putin, and that is weaponizing the Biden impairment.
And he did it directly, as we'll see.
But the CCP representatives in Anchorage, and Kim Jong-un and his sister, did it in a somewhat more passive-aggressive way.
It's a little hard to say how much of it was their agenda, how much of it was opportunistic, but there was a little of both.
So, it might be useful if we do this.
Let's take a look at what happened or some of the incidents that happened since Joe Biden has become president.
Because the Russians, the Chinese and the North Koreans and the Iranians will see it differently than many of you get to see it, because you get to see it through the lens of a, frankly, you know, totally Biden in love press corps.
They either ignore or downplay.
So let's see what they would be seeing through their eyes, which are a lot more realistic.
Very early on, while he was signing his many executive orders, President Biden seemed to say through his mask, I don't know what I'm signing here.
Immediately, the fact-checkers came in.
The fact-checkers I think must be all former members of the Democratic National Committee, because they always come out for Biden and against Trump.
But the fact checkers said they couldn't hear it.
The recording was too indistinct.
So that one, Joe escaped that one early on, and maybe they were, you know, like giving him a mulligan at the beginning of a golf game.
But Joe made it easier a little later.
On February 17th, He very clearly said, and I don't even know why he was referring to this, I think he may have said it twice, that he had never been up to the residence in the White House during the Obama administration.
Like, this was the first time he was getting to see it as the president.
It just so happens he was up in the residence many times during the Obama administration, and it's memorialized by photographs of him walking around the personal residence when the Obamas were there.
Then the next day, the very next day, Biden claimed that the COVID vaccines were not rolled out until now, his administration.
That is a really strange one, because he got his COVID vaccine on December 21st, 2020.
Trump was still the president.
And so did his vice president.
What do they call it when you seem to forget all the time?
What is that?
Why don't you look it up?
Be a little challenged.
Put down, 78-year-old man seems to forget that he was in the residence, personal residence of the President of the United States many, many times.
Seems to forget when he got a vaccine that was one of the centerpieces of both Trump and his administration, one of the most important things he's doing.
What do they call that?
I'm not going to say it.
You look it up.
Then on February 27 of this year, he said in the middle of a speech, kind of out of nowhere, what am I doing here?
Uh, Shirley Jackson Lee, Al Green, Sylvia Garcia, Lizzie Pinelli, uh, uh, excuse me, Pinell, and, uh, what am I doing here?
I'm going to lose track here.
And, uh, uh.
No, no, that wasn't in the snake.
The fact checkers couldn't get them out of this.
What am I doing here?
I'm going to lose track here.
Can you imagine the reaction of Putin and Kim Jong-un and Xi Jinping?
What am I doing here?
I'm going to lose track here in the middle of a speech?
So it was too clear to deny, but it received very, very scant, modest coverage.
And I'm sure I'm sure that they did everything they could to just... Ah, just another one of Joe's gaffes.
I don't know.
These are getting pretty serious, aren't they?

It really kind of blew up on March 17th.
In answer to a reporter's question, I believe it was, he said that Putin, and agreed and said that Putin was a killer, and that Putin would pay a heavy price for interference in the 2020 election.
That's a big statement, that the head of a country with nuclear weapons is a killer.
It may be true.
It is true, actually.
I have no problem with that and I have no problem with him as the President of the United States saying that.
The problem I have is I don't think he assessed what the response was going to be because I don't know if he has the ability to assess anymore.
Putin saw the opening immediately.
Putin didn't go into a diatribe or a loss of temper or he just said that I wish—the president is in good health.
That was the jab.
And then the left hook was, let's have a debate.
He didn't have to say anything else, did he?
Wish him good health.
Let's have a debate.
The concept of Joe Biden, who, you know, gets lost in the middle of a speech, doesn't remember being in the residence of the president of the United States many, many times, and can't remember that he got the COVID vaccine, not right now, but, you know, two, three months ago when Trump was the president.
The thought of him debating Putin, Putin's not corn pop, you know?
And this was the issue you didn't get to see clearly when he was running for president, because they covered it up.
And if this happened in front of the cameras and we get to see it, imagine how often it happens in private.
Democrats would know that.
The Biden campaign would know it.
The Biden family would know it.
You're the first ones in the family that know an illness like this, aren't you?
But we didn't have to wait long to see that actually Biden made a wise decision in not taking up the challenge for a debate, because the very next day he Made it clear that he had a big problem going on.
He's walking up Air Force One, going to Georgia, and he trips.
And he trips again.
And he trips again.
Now, you know, anybody can trip.
But after all those other... After all those other things?
After all the forgetting and... After... I don't know what I'm doing here.
Then you trip like—I mean, it wasn't like one stumble.
Stumble, get up, stumble down, and then almost look like you're going to hit his head.
But unlike when President Trump very carefully walked down a ramp to make sure that he didn't trip and get embarrassed, Which led to two or three days of all kinds of phony pundants coming out on CNN and MSNBC and NBC and New York Times.
What's wrong with him?
Is he sick?
Is he impaired?
Is he unstable?
It was like, he actually just walked down the stairs.
He didn't fall.
He didn't say, what am I doing here?
Instead, look at the way the mainstream media covered this.
Some of them didn't cover it at all.
The ones who did cover it just minimized it.
Everybody falls.
You see, but here's the problem.
During the election, that kind of worked because they could fake out a lot of the American people.
I don't know that many of you knew what you were voting for.
You certainly didn't know how big a crook he was because they kept the hard drive back.
I don't know if you understood the The depth of it, or maybe it's gotten worse.
I'm going to go back to those doctors that I interviewed in the podcast, and I'm going to ask them, has this situation gotten worse?
Because it seems to me it has.
But the issue now is that we can't hide this any longer.
This isn't like a family secret.
The people who want to supplant us, our country, Have it.
They got the picture.
You're not gonna fool them.
You can say, yeah, you can say he's fine and everything and they keep seeing him fall and forget and forget and forget and get lost in the middle of sentences.
They can go look at the symptoms just like I can.
And the symptoms take you to a conclusion.

China jumped on it at the summit on March 19th in Anchorage.
This was a meeting between the top diplomats, the first one of the United States, and the top diplomats of Russia, and it really turned into a lecture on what's wrong with America.
The meeting between Anthony Blinken, who's our Secretary of State, and Jake Sullivan, who's our National Security Advisor, and State Councilor Wang Yi, and Foreign Affairs Chief of the CCP, Yang Yixi, turned out to be a major propaganda opportunity for China and the CCP.
And then with a rather weak, almost too apologetic response by America, And you wonder how much of that is influenced because these two gentlemen are trained diplomats.
You wonder how much of that is influenced by not having any leadership, really, any clear direction.
I mean, China had an agenda coming into the meeting.
And the agenda was, by the end of the meeting, very, very clear.
To show that the Biden administration is weak, that it can be pushed around, and that North Korea should see that, and Putin already had gotten his lick in, and Iran should see that.
And let's see.
We'll push as far as we go until there's a response.
I don't just mean a military response.
I mean a firm verbal response, and then economic response.
So, Secretary Blinken opened with a rather short statement.
I've forgotten how long it was.
Four, five minutes, six minutes?
It was diplomatic.
It was cordial.
It was good in the sense that it brought up the human rights violations, the concentration camps, the horrible things they're doing in Hong Kong.
It did leave out the CCP virus, which I thought should have been mentioned right up front and shoved down their throat.
But Blinken's opening was a, you couldn't really object to it.
He was raising things that should be raised.
As soon as Blinken finished, the foreign affairs chief of the CCP, Yang Jiechi, took over the meeting.
And from then on, it was uphill for China and downhill for the United States.
He didn't speak just diplomatically and cordially.
He was forceful, he was powerful, and he was angry.
I'm going to read you some of what he said.
Of course, this is a translation of the Chinese.
China is strongly opposed to U.S.
interference in China's internal affairs.
On human rights, we hope that the United States will do better on human rights.
China has made steady progress on human rights.
And the fact is that there are many problems within the United States regarding human rights, which is admitted by the United States itself as well.
Where does that come from?
That comes from the Democrat Party, doesn't it?
Huh?
Biden said that we've got a problem with systemic racism in this country, or our police are systemically racist, or both.
And you know that's all they talk about, is racism, the 1619 program that The New York Times put out, that slavery and racism has immorally destroyed America.
That's what he's—he's shoving it right back in Blinken's face.
This statement could have made.
There are many problems within the United States regarding human rights, which is admitted by the United States itself as well.
But just in case he was being too subtle, boom!
The challenges facing the United States in human rights are deep-seated.
They did not just emerge over the past four years, such as Black Lives Matter.
It did not come up only recently.
So he's taking He's taking those people in the United States who bitterly criticize the United States, who put on the display of taking a knee during the national anthem, who burn our flag and go around yelling for cops to be killed, and he's shoving it right, really, in Biden's face because Biden hasn't done anything to stop that.
In fact, he's agreed with a lot of it.
Very, very smart strategy by an extraordinarily amoral, if not immoral, human being.
But you can have very strong feelings about this murderous, homicidal regime, but don't ever underestimate their intelligence.
Don't.
Not if you represent the United States and American lives are at stake, if you make that mistake.
Then he went on to say, very condescendingly, on human rights, we hope the United States will do better with human rights.
China has made steady progress with human rights.
And the fact is, there are many problems, which he hears about on CNN every night, right?
Within the United States regarding human rights, which is admitted by the United States itself as well.
Probably he watches ESPN, if he can get it, and any of those nightly news and commentary shows will be half how terrible America is.
You know that.
And then everything gets moved over to racism.
Secretary of State Blinken then was really thrown on the defenses, and he made a really big error.
And I attribute this to being caught off guard, not being properly prepared, and again, not having proper leadership and direction at the top from a president who knew where he wanted to go.
Don't think this would have happened with the president I work for, Ronald Reagan.
Would not have happened with my friend, President Trump, either.
And possibly with some Democrat presidents as well.
John Kennedy, for example.
Here's what Blinken said in response.
There's a constant quest, as we say, to form a more perfect union.
And that quest, by definition, acknowledges our imperfections.
Acknowledges we are not perfect.
We make mistakes.
We have reversals.
And we take steps back.
But what we've done throughout our history is to confront those challenges openly, publicly, transparently.
Now that's a true statement.
Of course we're not perfect, and of course we've made mistakes, and of course we have things that we have to fix, and there's a certain amount of guilt that's appropriate.
But this was not a time for an Obama apology tour, when your country is getting the heck kicked out of it, and being accused of being a violator of human rights on a scale So that China can criticize you.
This was a time to go on the offensive if you had the right instincts, if you knew how to protect your country.
The answer should have come out like that.
Like when Stevenson said, oh, sit here until hell freezes over.
This is one you can think on your feet and some people can't.
The answer should have been, you're lecturing me on human rights?
You?
China?
The CCP?
The Communist Party of China?
You know, you have the distinction of having killed more of your own people than any country in the history of the world, as far as we know.
You got Hitler beat, pal.
You killed 60 million of your own people, and that's all that we can count.
How about all those years you killed little girl babies?
Who kills little girl babies?
You're lecturing me about human rights?
How many people do you have in concentration camps?
We count three million.
But come on.
Come on, Yang.
Between friends.
What is it?
Six million?
Eight million?
And how many do you kill every day that we don't know about?
Oh, and by the way.
You found out that that virus was lethal.
And you closed down China, and you bought up all the PPP, and you sent Chinese people out all over the world to be merchants and ambassadors of death.
So don't lecture me about human rights.
And the next time you do it, I get right up and I walk out of here, the way Reagan walked out of Reykjavik and then got his deal eight months later.

Stand up to bullies.
And when you're representing people, you've got to do that.
Peace through strength.
We needed strength there, not an apology tour for the United States.
We didn't get it.
And boy, that sent a signal to China.
It's going to take a long time to overcome it.
The Global Times, the China Daily, Which basically, the Chinese rags, similar to the New York Times or the Washington Post, which are Democrat rags, this is Communist Party rags.
Oh, they were just glowing.
They applauded the two Chinese officials for being firm, expressing sincerity, and offering vigorous counter blows to the Americans.
They applauded Wang.
China State Councilor and Senior Politburo Member Yang for delivering vigorous counterblows to condescending U.S.
representatives.
They assessed the opening remarks as a great victory for the CCP, for communism, and for socialism.
And then they finished up by complaining that the choice of Anchorage As a diplomatic host city, it was very, very bad because it was too cold.

Let's continue with our analysis of this issue.
Along with Russia and China pushing as far as they can, please notice at the same time, coordinated with all of this, is what North Korea is doing.
North Korea has resumed its threats and admonitions to the United States.
This time, the threats are being lobbed not by Kim Jong-un, but by Kim Yo-jong.
Kim Yo-jong is Kim Jong-un's sister.
And quite a powerful force in North Korea.
There was a thought actually, when Kim Jong-un was ill, that she would can take over the country.
But they seem to be on the same wavelength right now.
And she made a number of statements and warned the Biden team not to cause a stink at its first step.
And her problem are the military exercises between China and North Korea.
And she threatened To dismantle military agreements with South Korea, which would end up giving very little opportunity for North Korea and South Korea to meet with each other.
And she blasted the United States for basically moving things toward war.
Now, they've been quiet and they've been hard to get a meeting with, even for Trump at the end, but they've completely ignored all of the requests made by Biden for a meeting.
They just don't answer.
And then Kim Jong-un kind of put the finishing touches on it when he and Xi Jinping just the other day put out a joint statement.
The joint statement is kind of like a duet in an opera, that they're on the same side, that they reaffirm their unity as communist countries working together to cope with hostile forces, the United States.
And to advance the cause of socialism.
Please don't forget that.
They have a goal.
And that is to make the world socialist and communist.
Know God.
The state owns your property and owns you.
That's what communism and socialism are in real life.
A lot of our children don't know that because we don't teach history anymore.
27 experiments with socialism all failed.
Numerous ones ended up in an enormous amount of murder.
So the kind of posturing by Russia, China, and North Korea isn't new.
I've lived through the Cold War, spent a lot of time studying Russia, a lot of time in the Reagan administration dealing with FISA warrants for spies.
This isn't new, this kind of posturing and this taking advantage.
But there was a vehemence to this and a stridency to this that used to only happen at the height of the Cold War.
They see an opening.
They see a very, very big opening.
And some of it, I think they see, has to do with what they regard as not only the president's general weakness with regard to China, because he's caved in on every negotiation he had as vice president, Not just the fact that they know how much money they gave him, so they kind of own him.
And if I have the hard drive, they got all the hard drives.
They know that family upside down.
So they feel, I think...
Now with all that, including the impairment, they can push and push and push until they get pushed back.
And so far, nobody's pushing back.
And Blinken and Sullivan missed a great opportunity to do that.
So the state of Biden's mental capacity is no longer a little secret that we can keep.
It's no longer a little secret that the press, the Democrat party, the Biden campaign, and the Biden family can keep from us.
Because our adversaries, who are brutal, inhumane, as Biden says, Putin's a killer, they see what you see.
And they don't write it off.
So now, we've got to find out.
We've got to find out.
We have to know.
This is our country, not his.
Not the Democrat Party's, not the Republican Party's.
It's our country.
We have a right to know how bad is his mental impairment.
How much worse is it going to get and how fast?
If it is what it looks like, it just gets worse.
It's called progressive.
So what are we looking at?
What's the prognosis?
Some doctor has to have examined this.
And don't play around with us.
Got to put the cards on the table.
This is not the usual, let's cover up, let's bring in our media allies and we'll cover up everything.
We'll cover up the crimes and we'll cover up who did them and we'll let you keep the millions.
This is about the security of the United States of America against three or four nations that specialize in homicide and murder.
China, 60 million of its own people.
Iran probably comes in second place, at least recently, in killing its own people.
Biden said it about Putin, he's a killer.
We need to know, what is this?
What's going on with Joe Biden?
We know something is going on with his mind.
If you don't know it, you're not observant.
If you don't know it, you just don't want to know it.
We don't know how bad it is.
Like when someone diagnoses, let's say, because I'm not going to diagnose this disease.
But somebody has to, and we've got to know what the diagnosis is.
Let's say it was cancer.
The president had cancer.
Well, we would have a right to know what kind of cancer, what's the prognosis.
I had prostate cancer.
I had a 10% chance of dying.
90% chance of living.
Well, that's a nice numbers, but 10% is still pretty big.
I was the mayor.
I let people know that.
We've got to know what is it?
What are they going to do about it?
What's the prognosis?
And here is the final question.
Everybody says this.
He's not making decisions.
You can tell.
You can just tell.
He doesn't have the ability to focus enough to really make some of these complex decisions.
So who's making the decisions when he decided to bomb Syria?
When he decided to say Putin was a killer and start this whole thing.
When he decided not to call Blinken and Sullivan and pull them out of Anchorage.
That could have done that, you know.
Like, has been done when we want to show strength.
Who's making those decisions?
He's not.
So there are only a few people that could be doing it, his chief of staff, could be the vice president, could be someone we don't know.
But we have a right to know it, and we will, I will, pursue it until we get the answer.
You deserve it.
We have to have the answer, because this is our country and we have to reclaim it.
It doesn't belong to them.
They are the people that we selected to serve us, not to dictate to us and not to hide significant facts from us.
That has happened long enough, and it's got to come to an end.
And we have to make the noise.
We have to apply the appropriate pressure.
And we have to see if we can shame the media of this country into, for once, putting the needs of the country ahead of the Democrat Party and bashing the Republican Party.
For once, let's forget Democrat, Republican.
He's not a Democrat.
He's not a Republican.
He's the president of the United States.
He's got an illness, pretty obviously.
What is it?
How long is he going to last?
And in the interim, who's making the decisions?
Three questions.
We need the answers.
Maybe if you had a press conference, we'd get them.
But we can't give up until we get the answers.
