It is more complicated now than it has ever been.
It is now more complicated than anything we ever thought even remotely possible.
And I sometimes have to take a breather because calling it a conspiracy doesn't even come close.

It's deliberately releasing part of the truth in order to cover up or distract from the full, more damaging reality.

When operatives were caught in lies or scandals, too big to deny or outright, or to deny outright, they would hang out just enough of the story.
often the least incriminating to appear transparent and that that was all there was the goal was to satisfy curiosity mislead distract and keep the deeper secrets buried.
Classic signs of a limited hangout are admitting some wrongdoing, but framing it as a minor or accidental, sacrificing lower level figures to shield higher-ups, flooding the media with partial truths to make the public think that they've got the whole picture, changing the narrative.
