| In 1989, within the Socrates Project, we identified China as a threat. | |
| We identified what they were doing to become a superpower faster than any country in history to President Reagan, okay? | |
| And we were on track to contain them because what we had in Socrates could have easily contained China. | |
| As a result, President Reagan had an executive order drafted to give us the ability to do that by creating a new federal agency. | |
| That whole organization was supposed to be put in place before he left office. | |
| Wasn't enough time to get it coordinated, so what happened is it waited for Bush. | |
| Bush turned around and abolished the whole thing. | |
| It was very obvious what was going on. | |
| China was executing a national technology strategy, which basically was playing worldwide, a very adroit game of worldwide offensive-defensive technology exploitation chess. | |
