[00:00:36]  Wasn't enough time to get it coordinated, so what happened is it waited for Bush.
[00:00:40]  Bush turned around and abolished the whole thing.
[00:00:43]  It was very obvious what was going on.
[00:00:45]  China was executing a national technology strategy, which basically was playing worldwide, a very adroit game of worldwide offensive-defensive technology exploitation chess.
