Washington Journal Rep. Jim Costa D-CA

Rep. Jim Costa (D-CA), a third-generation Fresno farmer and ranking member on the Agriculture Subcommittee and Foreign Affairs Committee, criticizes President Trump’s $12B farm bailout announced while Congress returned from recess, citing transparency concerns. Caller Rep. Pete Sessions (R-Texas) debates releasing military operation videos publicly vs. committee review, stressing bipartisan need for full operational clarity. Costa’s push highlights tensions between executive overreach and congressional oversight amid procedural interruptions like H.R. 3857 motions, underscoring deeper distrust in Washington’s decision-making processes. Speaker Time Text

They feel comfortable about, well, not just about the rules of engagement, but the knowledge of what is happening.
We have had 100,000 Americans that die each year.
mimi geerges
That's just specifically on the question of that one specific video, you want it released only to committee and not to the American public?
pete sessions
I think that this committee would have an opportunity to see it and to change if they would choose that policy that's related to it.
unidentified
I tend not to put all the videos out.
pete sessions
We have strong bipartisan agreement in Washington that both sides should know the exact story.
mimi geerges
All right, that's Representative Pete Sessions, Republican of Texas.
Thanks so much for joining us today.
Welcome back to Washington Journal.
We are in open forum, but before we get to your calls, we're going to talk to Representative Jim Costa.
He's a Democrat of California.
He sits on the Agriculture Subcommittee.
He's a subcommittee ranking member, and he's also on the Foreign Affairs Committee.
Congressman Costa, welcome to the program.
unidentified
Well, thank you very much, Rimy.
It's always good to be on C-SPAN and have an opportunity to communicate with your viewers.
mimi geerges
As I said, you are on the Agriculture Committee, and just on Monday, President Trump announced a $12 billion farm bailout program.
What was your reaction to that?
mike bost
Well, it's frustrating.
unidentified
Let me put it very simply.
I'm a third-generation farmer.
I still actively farm in Fresno, outside of Fresno, California.
And, you know, we've been through these.
The House has been in recess, but is now gaveling back into session.
We take you there live here on C-SPAN.
mike bost
Ordering the previous question on House Resolution 936, adoption of the House Resolution 936, if ordered, and the motion to suspend the rules and pass H.R. 3857, if ordered.
