| Tell our audience how Congress works, but I particularly want to go to this outrage where the Democrats tucked in a $34,000 pay raise in an administrative thing that nobody read and nobody focused on. | ||
| Is that the way the system rolls when the Democrats are in charge? | ||
| Yeah, unfortunately, that's the way it rolls when anybody's in charge. | ||
| I think we're coming up on a historic moment where that may change. | ||
| That rules package And the 20 who stood their ground on behalf of the American people to make things transparent may be the change we've all been waiting for. | ||
| Significant ways for everybody to take their place on the House floor and put bills in that have one purpose and then convey what's going on up there to the American people. | ||
| But yeah, the pay raise, I was in a unique position. | ||
| I'm one of the few guys that went to Congress and got a pay raise. | ||
| A lot of these people are doing fine and dandy. | ||
| And so, I mean, it is just kind of shocking when the American people are getting pummeled with inflation and real wages haven't gone up for 40 years and productivity is low and we're coming out of recession, that you give a 25 % pay raise to folks who make, you know, three, four times the national average. | ||
| Without means testing it or anything. | ||
| The underwriting, there's $34,000 about travel and all that. | ||
| I don't even know if people would have a problem if it was publicly debated. | ||
| What they did is in the dark of night, they slipped in one line. | ||
| This is the way the apparatus works. | ||
| I want to go to Paul Ryan. Paul Ryan yesterday is on, I think Jake Tapper is on CNN. He's literally going off on Trump in the Trump movement. | ||
| I want your experience. | ||
| Tell us what happened to you at the end of your time, because you were one of the few truth-tellers when Paul Ryan was a speaker, because he got everybody else in line. | ||
| They even kicked you out of the members' dining room. | ||
| What pressure came under Dave Brat to keep his mouth shut and stop talking about this stuff, sir? | ||
| Yeah, well, it never worked. | ||
| You know, Paul was nice on a personal basis, but I was always out on the TV cameras because after I beat the person who was going to be speaker, the tight team up there, I wasn't especially loved. | ||
| And so I got no money to run, zero, right? | ||
| Vega, who just ran for the seventh, similarly, wouldn't bend the knee and make commitments to leadership, etc. And by the way, that's why term limits will not work fundamentally the way people would hope, because they just go to the people running in the primaries and get the commitments then. | ||
| So you can take out the senior folks, put in younger, but if the younger are pressured right off the bat, you're right back at it. | ||
| Their allegiance is to the Speaker. | ||
| That's why these rules of votes made so much difference. | ||
| But yeah, after I think it was back during the Boehner period, I got kicked out of the House dining room, tried to make reservations. | ||
| And so, you know, that's a trivial, humorous point. | ||
| But the no money, no committees. | ||
| I had a PhD in economics, not utilized at all by the Congress. | ||
| So the main point is they're not making these decisions on the best interests of the American people. | ||

| They're making it on the basis of holding power. | ||

| The best illustration I could give to people back then was I was on the budget committee, and it didn't matter if it was Bain or Paul Ryan or whoever. | ||
| They would basically say, hey, the number you're going to hit in six months is this number. | ||
| There's going to be a $1.1 trillion deficit. | ||
| You guys have fun talking and discussing all the critical issues of the day. | ||
| But that's the number you're going to report, right? | ||
| So a handful of people determine everything. | ||
| And another, people think I just tell these little stories, anecdotes, for no apparent reason. | ||
| But Gary Palmer and I found $40 billion we're paying to dead people. | ||
| We went to Paul Ryan and said, hey, Paul, can we put that toward the deficit? | ||
| He said, I'll check. We said, you're the speaker. | ||
| No one to check with. You're the boss. | ||
| So he checked. The answer was no. | ||
| And the reason is because all the revenues have already come in, right? | ||
| So if the revenues are in, everybody can look those up. | ||
| The answer is they've got to take $40 billion from somebody to put it over toward the deficit. | ||
| So it's going to come away from some favored person or group, and you've got to take $40 billion away from somebody in order to put it toward the American people. | ||
| That right there. And then I go home to my Tea Party friends and say, hey, let's do a Let's do a balanced budget amendment. | ||
| I said, did you guys hear the $40 billion story? | ||
| You think they're going to move $1.1 trillion from here to there when they can't even move $40 billion? | ||
| And they got it. | ||
| But it was just teaching. | ||
| And I didn't know any of this stuff until I got up there. | ||
| But that's the swamp we all know about, and those aren't the more devastating stories. | ||
| What do you have to do to change it now? | ||

| What has to happen to change it now, to make sure this is serious and not performative? | ||
| Yeah, well, getting the three members on the rules committee, right? | ||

| They're going to find 30 or 40 Republicans to go along in the moderate seats and vote for debt ceiling increase. | ||
| And there goes your only point of leverage there. | ||
| And so buckle up and get ready for that one. | ||
| But the key is the speaker does everything. | ||
| So the hope now is there really are some checks and balances that restore power to the members. | ||
| And even there, it's not down to the mainstream members, right? | ||
| It's just to some of these key members that have fought the fight. | ||

| Welcome back. We have a very special guest, Brigadier General Scott Perry, Congressman from Pennsylvania 10. | ||
| Congressman Perry, first off, give us an assessment. | ||
| You were the leader of what we call the other nine that made up The 20 that sent the letter to then pre-Speaker of the House, Kevin McCarthy, to say, hey, look, these things have got to be covered. | ||
| We need this. And then you guys fought the good fight. | ||
| Walk us through last week. | ||
| And what did you think you achieved? | ||
| Well, Steve, thank you so much for having me on. | ||
| Look, last week actually started last summer. | ||
| You know, we saw what was coming. | ||
| We didn't know if it was going to be a red wave or not, but this is going to be an opportunity to change things. | ||
| And so we started a conversation last summer saying I went to Kevin McCarthy. | ||
| I've known him since young Republicans. | ||
| And I said, look, we've got to change some things around here so rank and file members can actually represent the district that they come from. | ||
| And so that we're standing up for the little guy. | ||
| And quite honestly, look, you know, power concedes nothing without a demand. | ||
| That's a quote from Frederick Douglass. | ||
| And so nothing, you know, patted on the head, sent packing, stayed throughout the fall, kept going back. Really no conversation until the day after election. | ||
| And it was a little back and forth, you know, some little things, Steve, like, well, we're gonna, you know, okay, we'll get rid of the proxy voting, we'll get rid of the magnetometers. | ||
| That doesn't do anything for the American people. | ||
| So, you know, we just kept pushing and pushing on some really structural reforms. | ||
| Structural reforms that look like a single-subject bill, Steve, so that the American people can see how their representative votes on something. | ||
| You know how this goes. There's a huge package with all this stuff on it, and everybody's able to say, well, I wasn't for that, but I voted for this, and I had to vote for all that to get this. | ||
| People are so sick and tired of that. | ||
| The 72-hour rule that's actually 72 hours to read a bill, not only for members of Congress, but for the American people, so they can see what the heck we're getting. | ||
| Look, these things shouldn't have been a fight. | ||
| So we were coming into the Speaker's race. | ||
| We didn't have any agreement on any of this stuff. | ||
| And on Monday night, a couple of us, myself included, went to Leader McCarthy and we said, look, we think we can get you to 218, but this is what we're looking for, some of these things, including this new weaponization of the federal government committee. | ||
| We shook our hands and said no and sent us out the door. | ||
| The next morning in the Republican conference, we're all berated. | ||
| We were being told we were being kicked off our committees, you know, the usual coercion and strong arm tactics. | ||
| And quite honestly, Steve, all that did was make us stronger. | ||
| We said the American people wouldn't stand for this. | ||
| We're not standing for us. And so we went out. | ||
| We did exactly what we told them we were going to do. | ||
| They said, you're going to blink. Well, we didn't blink. | ||
| And we just kept going. | ||
| And then they really wanted to start having a real conversation, which is where it happened. | ||
| And I know you've had some guests on that said, oh, this stuff was worked out a long time ago. | ||
| These guys were just grandstanding, getting stuff for themselves. | ||
| That's absolutely not the case. | ||
| As a matter of fact, you know, we said we want conservative representation on committees because right now the really the most impactful and important committees are all represented by the left side of our party. | ||
| And we kept saying that. | ||
| And finally, the guy says, okay, we'll put some names on this. | ||
| So you know what? We said, okay, we'll put some names on it. | ||
| Immediately, we put some names on it. | ||
| He goes out and says, these guys are just asking for things for themselves. | ||
| We gave him what we wanted. | ||
| Who are the real conservatives you want on these committees? | ||
| Well, we told him and he used it against us. | ||
| Again, that just galvanized the effort even more. | ||
| Look, it was one ugly pressure cooker, everybody working on us every single day, and we took it right to the edge because, look, Steve, you know politics. | ||
| At the other side of this, the risk is that there's a coalition of the left side of our party that works with a coalition of Democrats And we saw in Pennsylvania, we have a Republican majority by the Democrat Speaker. | ||
| Ohio, the same thing. | ||
| I've seen these things happen. | ||
| They can happen. | ||
| And that's the risk you take. | ||
| But we took it right up to the line because we knew it was just important to get some victories for the American people out of this struggle. | ||
| Okay, I want to make sure I want to reiterate, and this is for Sean Hannity and all my brethren, that Sean had Gates on Friday night, right, for the thing, and said, hey, I have no problem now with I see you doing it, but, you know, why didn't you, you should have just done this behind closed doors. | ||
| This is a culmination of 12 years from the Tea Party revolt, the 12 years culmination, and we fought for these things early and we're dismissed. | ||
| Not just that. That's the longer-term arc. | ||
| From last summer, these men and women were in there saying, hey, we're going to need these things. | ||
| And McCarthy's guys thought, no, we'll call their bluff. | ||
| On Tuesday morning, a guy stood up, Roger stood up and said, anybody goes out and votes. | ||
| After they heard everything, he said, hey, we heard everything. | ||
| We're walking to the floor now. Anybody votes against McCarthy, we're stripping you of your committee. | ||
| You're going to be like MTG. So that's what the profile occurs. | ||
| If I put it in three buckets... | ||
| Both content, like the border bill, the IRS agents, the debt ceiling, the term limits, all that. | ||
| You got content, you got process, there's huge things, then you got investigations. | ||
| Right now, those three buckets, tell us what progress we're going to make on all three of those, if you can just take a second. Because you got content, you got process things, you just talked about process, and then you got investigations. | ||
| They agreed to all of this. | ||
| How are you going to ensure that they can't fight rearguard actions? | ||
| Whatever he's concerned about, it's still the cartel is still kind of in charge. | ||
| How are you going to make sure that you're not bait and switch in general? | ||
| So the one thing is, of course, as you know, Steve, we fought for the single person motion to vacate, which is accountability for the most A powerful guy in the building, which is the Speaker of House. | ||
| Look, if he wants to play games, we told him. | ||
| We all looked him right in the eye and said, Kevin, we mean it. | ||
| If you don't come through, we're going to hold you accountable for this. | ||
| So that's hanging out there. | ||
| On the content, we're going to run these bills through regular order. | ||
| They're probably not going to be exactly what we... | ||
| We want that Texas border bill. | ||
| That's the one we want, but it's got to go through the process. | ||
| We're for the process, but we have a commitment to get it on the floor. | ||
| I think that's going to happen. | ||
| You can't make people vote on it, but at least people are going to see how people vote on the weaponization of the federal government committee. | ||
| Again, we wanted a little more. | ||
| We wanted a little more independence, but it's under the care of Congressman Jim Jordan, which we have a lot of faith and trust in. | ||
| So my role in that, among other things, is to make sure it was as expansive as possible. | ||
| We want to look at everything. We don't want the FBI, the CIA, or any other agencies hiding behind the criminal side of it or the intelligence side of it. | ||
| You know, they play hide the ball all the time. | ||
| And we want to make sure that it's robustly staffed and can go to every single place where the facts lead us. | ||
| So again, it's in the hands of Jim Jordan now, so we're very hopeful that that's going to work out exactly as it should. | ||
| And then on the process stuff, things like the single subject rule and things that are germane doesn't only apply to the House, Steve, but applies to the Senate. | ||
| So when the Senate sends us over one of these Christmas tree bills with all the ornaments on it, Kevin McCarthy now has the tools. | ||
| And look, we're going to have to make him do it because he's not going to want to, I suspect, or it's going to be difficult to do it. | ||
| But he has the tools to say to Chuck Schumer and to Mitch McConnell, this bill is dead on arrival. | ||
| Send us one single subject and then we'll deal with it. | ||
| Otherwise, we're going to tear this thing apart and members are going to vote subject by subject by subject so that we can pass things and so the American people can hold their representatives accountable for the votes that they take. | ||
| This audience bombarded with emails and calls all over the country to have your guys back because they thought it was the most magnificent thing they'd ever seen. | ||
| This is really the 20 stand-up. | ||
| Give us a heads-up. | ||
| How should we know that the cartel is still trying to play games, particularly in these three buckets? | ||
| What would be Scott Perry saying, hey, this is what you should look to and this is what should trigger action? | ||
| So if the investigation portion doesn't hire any more staff, if we see the wrong people, so to speak, being loaded up on that committee by leadership, we'll raise the red flag. | ||
| We'll let you know. If you see the speaker playing in open primaries or primaries between two Republicans that have been Forced into that circumstance by changing of seats in states. | ||
| You need to let us know, and then we're going to hold him accountable. | ||
| But part of the deal was that, as usual, Instead of supporting the conservative candidates, what they were doing was supporting candidates with millions and millions of dollars to make sure that that candidate would then vote for that person for speaker or leader or whatever. | ||
| That stuff's got to end. We got to elect people that are going to save the republic, and those are the people that we support. | ||
| And then on the process stuff. | ||
| Again, it's not just a process like single subject and germaneness and 72-hour rule, but it's putting the right people on the right committee. | ||
| We just got through the Appropriations Committee assignments. | ||
| We doubled our representation there. | ||
| One of the most important ones is the Rules Committee. | ||
| That's coming up, and we need to have the right thing happen there per our agreement. | ||
| And then we're going to let you know if they start getting squeamish and heading the other way, and then you can start blowing up the people. | ||
| Believe me, the 20 that went out are going to stay engaged, and we will let you know when it's time to ring the alarm bell. | ||
| I want to bring, because I know the hardworking people in Pennsylvania 10, right, to kind of the backbone of the country, are very concerned about the debt that we're running up for our children and this out-of-control spending. | ||
| I've already seen the French hills of the world, you know, the Wall Street lackeys, and I've seen McCarthy give a little limp leg. | ||
| They're already signaling, oh, the debt ceiling, you know, there may be some accommodations. | ||
| On the debt ceiling and spending, because a balanced budget was central to this, How real is that going to be? | ||
| How big a fight are you going to put? | ||
| Because this audience is on the trigger on this issue because they say this is the only way to stop this madness. | ||
| And you just saw where the Democrats went back door and gave everybody a $34,000 pay raise, which nobody knew about it. And if Republicans had not taken over the House, nobody would have ever known about it. | ||
| This is another thing that's coming up. | ||
| So how do we engage now for this titanic battle on the debt ceiling that's coming and not let the French hills of the world start worming out of it? | ||
| Well, we've got to set ourselves up for success, so that has to happen now. | ||
| Look, we said that the debt ceiling cannot be passed through clean, and we've got to set up tactically the provisions that lock the Senate in further down the road. | ||
| So I would say, at a minimum, with the debt ceiling, what has to be connected to that is the continuing resolution at 98 % spending so that if the Senate refuses to do their work on the future on spending, that it actually ratchets The spending down. | ||
| Doesn't hold it level, which as you know, Steve, is always an increase, but actually reduces spending. | ||
| Washington, D.C., their heads will explode if that happens, but that has to be attached to that debt ceiling boat. | ||
| And look, it's leverage, so anything else that we want, whether it's forcing More on the vax mandates, on border, whatever. That has to be hooked to the debt ceiling. | ||
| And then members of Congress, they need to hear from their constituents. | ||
| Stand on that. Hold fast to that. | ||
| Do not let Chuck Schumer and Joe Biden get a weasel out of it. | ||
| Do not let anybody weasel out of it. | ||
| Push it down their throats like they do us, and then sit on your hands and let them swallow it down. | ||
| Last question, General. | ||
| You know about compartmented, top-secret information. | ||
| Biden's now saying, oh, it's inadvertent, everything like that. | ||
| Does intent have anything to do with highly classified information, whether it's inadvertent or inadvertent? | ||
| It's a felony from the army that you come from, sir? | ||
| Steve, you wore the uniform as well, and you knew that any time you were dealing with that information, chain of custody, orders for couriers, and in the SCIF only, anything else, you were going to prison. | ||
| Those standards remain for every person in uniform. | ||
| Quite honestly, they remain for every citizen of the United States, and it doesn't matter if you're the president or the former president. | ||
| What we see is two standards of justice here. | ||
| I don't know how that stuff got in Joe Biden's garage or in the pen But I know in the Penn Center there's no Secret Service, there's no SCIF, and there's a bunch of foreign nationals running in and out of that place every day with unsecured classified information. | ||
| Somebody did it, somebody's responsible, somebody's accountable, somebody should be in jail. | ||

| Unfortunately, our fight has gone into the legal system, and we have to work under the parameters and their timing. | ||
