Okay, breaking news here in the War Room.
House Freedom Caucus sends letter to Senate Minority Leader Mitch McConnell urging him to use, wait for it, all procedural tools at his disposal to deny timely passage of the continued resolution unless it prohibits funding for vaccine mandates.
Okay, this is, they're trying to make this very confusing and that's why we're bringing in Russ Vogt.
Russ was the Director of Office and Management and Budget in the government for President Trump in the last year of his first term.
OMB is the single most important job in the government next to the Chief of Staff of the White House and the President of the United States.
Kind of goes out of order.
President of the United States, Chief of Staff, OMB.
That is how the executive branch Organizes itself is around that center of gravity.
So anybody that knows programmatically every penny where it goes, but also how it goes and who it goes to, it'd be Russ Vought.
So, Russ, now we're at the thing that they haven't.
There's no continued resolution up here.
The government shuts down in 48 hours.
Russ, what would you be doing for President Trump if we were 48 hours away from a government shutdown?
How many hours a day would you be working, sir?

Yeah, we've been working pretty extensively to prepare for the reality of being able to manage the government in the absence of a funding measure like this, and we did it for the longest period of time in history.
It can be done.
The OMB knows how to do it.
Right now, we are in a critical moment for the country in that you have a couple of senators who are fighting.
You have the House Freedom Caucus fighting to block the continuing resolution because it funds the government and makes no effort to try to rein the Biden administration in.
We have vaccine mandates to fight. We have critical race theory to fight. We have money for refugees that need to be fought. There's $7 billion on the continuing resolution for that.
And so right now, Republicans can stand in the way. It's not about how they vote at the end of the day. They'll all vote against it, or some of them will vote against it. The issue is, do they stand procedurally against the continuing resolution and not give them unanimous consent to move it quickly between now and Friday?
That's really the leverage point and that's where we need senators to step up and support those three.
And right now it's Mike Lee, Ted Cruz, and Roger Marshall who are fighting this.
There may be some others privately.
But we need more people to join those three and rally to stop this thing with the leverage point that we have right now between now and Friday.

But let's get the Senate numbers and Mitch McConnell's direct line.
OK, just so we break this down for people, because folks there, according to their plan, the Democrats, they want to prove essentially seven trillion dollars in the next 10 days.
Right.
And then take the cap off the debt ceiling.
So walk us through what a CR is.
Because this is really about it's kind of a fancy term or it's a piece of nomenclature.
It's really about funding the federal government on an annual ongoing basis.
Leave the bill back better aside.
That's extra.
The debt ceiling is a different topic.
I think they converge.
But just to continue resolution in a normal way, a government works.
This would all should have been done no later.
than midnight on the 30th of September, sir, correct?
Because the fiscal year is not the calendar year.
The fiscal year for our government starts October 1st.
We should have had this debated.
We should have had these appropriations bills passed.
We should be going on the normal course of business.
The reason we're not is the Republicans allowed these guys to spend all this time on this phony infrastructure bill, which they supported, all this time on Build Back Bankrupt.
And didn't take care of business.
And here we are in a situation.
And Russ, correct me if I'm wrong.
Isn't it the annual deficit right now?
Roughly a trillion to a trillion and a half dollars?

Yeah, it'll be bigger right now in the midst of the work that we're the off ramp from COVID.
But before COVID, we're looking at trillion dollars every year as far as the eye can see without spending reform.
And Congress is supposed to do budgeting. Congress is supposed to pass, under the law, they're supposed to pass budgets early in the year.
That's supposed to be done February, March. And then they consider these 12 annual appropriations bills for everything that is considered discretionary.
Not your entitlement checks, not things like that, but the funding of the bureaucracy is supposed to be done throughout the summer towards the end of the fiscal year.
That routinely never happens.
They have a pile-up.
These bills are supposed to be considered, debated, go through them with a fine-tooth comb.
That never happens.
And now members are being asked to just extend last year's funding into the next fiscal year. This CR would do it as a short-term basis into February.
But again, this is the only leverage point or one of the few leverage points that the Republicans have to take the Biden administration and redirect them in a different, more freedom-based direction.
And this is game time, folks.
This is the opportunity that the Senate has to be able to push back and provide accountability.
It's not about waiting for elections.
It's not about waiting for the courts.
Those will have their place.
But everyone needs to pull the oar, and Senate Republicans need to pull the oar today.

And this is what I'm saying, the war imposter, you have a voice in this, you have a vote in this.
We've got to light these phones up.
You've got to have the back of the senators that are trying to slow this thing down.
In the Senate, to get this through, you have to break – it's not just a 51 vote, right?
You have to get 60 to move it forward on the Senate side?

Correct.
But even more so, Steve, because they're up against the timing crunch and the Democrats waited to the very last minute on this, they actually have to get unanimous consent to be able to move this.
So, you know, we should have what we need to be able to force this fight with the very few senators that we have currently.
But those senators are going to come under extraordinary pressure.
It already began at the Senate lunch yesterday, and to the extent that more conservatives are joining together with Mike Lee, Ted Cruz, and Roger Marshall, that group will grow, and it'll be harder for them to be able to get this thing through.
And then you're right.
Even with all the time in the world, they're going to need to have 60 votes to move a continuing resolution through the Senate.

Correct me if I'm wrong, in 2013 it was Mike Lee and Ted Cruz over Obamacare, remember?
And people said, oh my gosh, you shut the government down, it's the worst thing we're going to lose.
We picked up seats in 2014, I think in the Senate, in the House.
Government shuts down.
Look, it's Biden's administration they're shutting down by Nancy Pelosi and Chuck Schumer.
They couldn't deliver.
They couldn't deliver.
They should have thought about this earlier.
They should have thought about this earlier, or they ought to be open.
You're just not going to rubber stamp what they did last year.
That's what's so ridiculous about this.
I think it's ridiculous to kick this into February.
They shouldn't be given any time because it's opportunity costs.
The more time they have to spend on this, and the debt ceiling, the less time they have on Build Back Broke.
And if Build Back Broke kicks into the first quarter of next year, it doesn't happen.
It doesn't happen.
It's not going to happen in election year.
Time is our friend here.
Time is our ally.
And you're seeing people who know how to use leverage who have been here before, Ted Cruz and Mike Lee in particular.
So Russ, walk us through, if you were advising them, the logic of what Russ Vogt would be telling them to do right now.

Right now, use your leverage.
Block the continuing resolution, make there's to be a national debate right now on all of the issues that I mentioned, the vaccine mandate, preventing the refugee funding for unvetted security risks, all of the above in terms of pushback on Biden.
Don't make this about the just funding this into February.
Republicans have night terrors about the prospects of being blamed for government shutdowns.
They shouldn't.
we routinely have an opportunity if we frame the issue the american people to win because we're focusing on the issues that they care most about and so fight these things right now and be able to consume the political action around this and and don't allow it to be spent by washington dc trying to figure out where they have the votes for bill back broke the logic of the show today because is always an internal logic the reason i start with maloney talked about germany and said europe's always about

Mandatory vaccination on 1 February.
Ladies and gentlemen, that's less than 90 days, okay, in Austria.
If you want to stop that, Russ, you have a full, robust debate now in December about this, correct?
And it's about money.
They can't go forward.
This is a forcing function.
You force them to the table that we have a national debate at a very high level.
You agree?
In order to say, hey, if what happens in Germany and what happens in Austria happens here, we at least fought and had a debate about this early on.
It just didn't allow it to happen.

Precisely.
This is about having the debate that's necessary.
And to be clear, senators are relying on the fact that there's been courts that have provided injunctions against the vaccine mandate.
Well, that's only against the enforcement provisions of the vaccine mandate.
The work on the vaccine mandate that the bureaucracy does continues.
And so it is vital to be able to cut that funding off now, have that debate now, and be able to bring the American people to the point where they can have a say on this critical leverage point today, tomorrow, in the United States Senate.

The second no, by the way, we've only got a couple of minutes for Russ, he's got to bounce.
The second no is the debt ceiling, right?
The debt ceiling.
I just want to go, when you did your work when you were there as a mixed deputy, Mulvaney's deputy, and then later when you took over, we would go through this exercise, when I was there for the first year, we'd go through this exercise with you about the waterfall effect, the cascade.
The $3.5 trillion still comes in, correct?
And I understand you've got payments that are kind of off that, but in the timing of when it comes in, There's a way that you can prioritize paying off the government securities, at least for a while, that this whole thing that you're going to blow up the capital markets, that's another lie and spin of Wall Street.
Is it not, Russ Vought?

It is.
The debt limit is fundamentally different than a government shutdown situation because you have tax revenues that are coming in and you have the ability to use all those tax revenues to pay for servicing the debt and a sizable number of other commitments as well.
The reality is that the bureaucracy and to some extent those in charge of the bureaucracy do not want to make those political decisions about what gets paid versus what doesn't.
So they put out a lie To the American people, to the capital markets, and they say that every dollar that we owe, whether that is a dollar for bonds or whether that is a dollar for HUD grants, is the same.
And that's not true.
And there is an ability for prioritization.
We've been calling for it for over 10 years as these debt limits have really begun to fight.
And the bureaucracy can do this.
They refuse to do it.
But it is certainly something that they have the ability under the law to do.

Russ, I want to have you on next week.
I know you're jammed for time, but I want to go through your recommendations.
People have talked about this a lot, and there were supposed to be agreements in the past.
We're going to raise the debt limit, but we're going to get spending reform.
But it's always the credit card gets raised, and the reform goes out the window.
People forget about it.
But there are, in your mind, real things that could happen here.
You don't raise it one penny, and the only way you would ever raise it is that the spending reforms come first.
then you raise it. Are there spending reforms that you see that get control of Leviathan here and use the debt ceiling as the hammer?

Well, there can be.
There's a lot of things that need to occur to be able to change the separation of powers or revert back to the way the separation of powers were meant to work.
But my recommendation would never be to do a long debt limit increase because I think that this is the leverage point that you need to preserve.
And this Biden administration is just not going to, you know, go along with your spending reforms.
They're going to try to violate any cap that you put in place.
So yeah, it's an opportunity to have a debate about fiscal reform.
But not to give them a very long increase, even if we got to that point.

No increase right now.
Nothing to talk about until you give us a plan.
And the plans are going to be in the CR.

You've got this jammed up for a reason.

You have put the fear of God in these people.
You got Mitch McConnell up here trying to play footsie with them.
But you have a couple of senators that are hanging tough.
And there's a lot of senators.
Remember, this is a fluid situation, but there's a lot going on.
Joe Manchin on the other side.
Don't think Joe Manchin is just alone.
There's three to five people in back of Joe Manchin hiding behind a Joe Manchin that don't want, you know, they don't want a huge increase in the debt ceiling.
Also, particularly don't want Bill back broke.
But right now it's about opportunity costs and what it is is to force them, this is a forcing function, to force them now to spend their time making a pitch to the American people about the vaccine mandates, about all this crap they've got in this budget on an annual basis.
We've got them jammed up because they haven't done their work.
We've let them off the hook more times and McConnell and the guys always let them off the hook.
Now it's time to put them on the hook.
And we've got it right here.
They'll shut down their government.
They'll go crazy.
You'll see CNN and remember to see the big crocodile tears and they'll think, oh, you're going to blow 2022.
No, you're not.
Stand tough, hang tough and just be there and get focused.
Because if you don't do it now, if you don't have this debate now, if you don't force it, don't use this forcing function to get it out there.
Remember, if we had told you three months ago that Austria was going to have mandatory vaccinations for all citizens on February 1st, that would be conspiracy theory.
That'd be a bunch of nutcases, right?
Let's take you off a couple more platforms.
If we had told you that Germany was going to lock down all unvaccinated people, you'd say, well, that can't be possible.
The Germans got the greatest research universities in the world in this matter.
They will never do that.
That's announced today.
And we keep telling you, if you look at the history of this, and we're the very first people to cover it.

And let these senators know you have their backs.
This is what a representative democracy is about.

And in fact, the ones that get weak, you should get on your Senators.

Why are you not doing this?
Why I hear it's Marshall of Kansas, Cruz of Texas, Lee of Utah.
And why does it always fall upon Mike Lee and Ted Cruz?
Why?
Why are not other Senators up there?
Ask your Senator.
Get on the phone.
Call the office.
But, you know, really get the local office in the state and call them.
And say, hey, I want the head of the office on the phone.
I can't get the Senator to give me the office.
Read him the RIOT Act.
Tell him what you think.

It's interesting times.
As we know, the current extension, the postponement of the debt ceiling expires tomorrow, 37 hours away.
As you state, the debt limit is the only leverage Republicans have this Congress.
Last time we were in this position, we were discussing the temporary extension.
McConnell stated very clearly, and this is a direct quote, he said, I will not provide such assistance again if your all Democrat government drifts into another avoidable crisis.
Yet here we are again.
McConnell is backtracking already.
He said on Tuesday he was having productive discussions with the Democrats on this temporary extension.
There's a possibility he may cave again, and I think it comes down now to the Republicans staying strong and, as you say, forcing the debate.
whatever McConnell's been doing, it's not happening, right?
It's like Groundhog Day.
He puts his foot down, nothing changes. We have these productive conversations, and we end up in the same situation. There's no strategy here.

When we were here in September and we told them no, the four no's, I just want to make sure the audience understands, to raise the debt ceiling, even to get to this point on the continued resolution and just have this night, because we have two things, the continued resolution on the annual budget, which they haven't done, and the debt ceiling, which they, it was half a trillion dollars to get here, ladies and gentlemen, $480,000.
$480 billion to get to the middle of December.
And here's why there's no penalty for it, because it's on your shoulders.
It's just printing money.
And that's not, it's not free.
There's nothing in the world that's free.
My dad used to say, if somebody's going to give you something free, run across and get on the other side of the street.
Nothing's free, right?
And $480 billion just added to the debt on your children's, grandchildren's, and your shoulders.
Philip Patrick, if we're weak on the CR and let this go, and we're weak on the debt ceiling, give us your assessment of capital markets, of the dollar, of this inferno we're going to start walking into.

You know, there's very few of us who are actually going to go out there and go against him, and I don't know if that's because we're the only ones who are unafraid.
Or what it is, but the truth is...
You know, without having law and order, you don't have a country.
And this attack George Soros is launching and his plan to remake America, it goes beyond just going and attacking the law and order system that we've come to value in this country.
It goes to all these other places like academia, entertainment.
I mean, it really encompasses every pillar of culture in our country.
And he's doing it because he knows that at the end of the day, all politics are really local and that what happens on these local levels are going to, you know, sort of transmute into the national scene over time.
And so he's localizing the issues of freeing people who are, you know, just violent criminals.
And this is something that we're seeing the effect of all over the country with people dying.
And I don't want to see the country I love become the country my family had to flee in Cuba.
So, you know, I burned down my career in Hollywood to go and make this run for Congress because we need people who understand what time it is in America.
And if we don't get smart, a lot smarter than the establishment Republicans have been, And we don't get on offense and realize we're in an ideological war, we are going to lose this country.

Why is the headline that Soros has blood on his hands?
What charge are you specifically making about George Soros and why he must be stopped?

I mean, this is very simple.
He's elected DAs all over the country by funneling millions of dollars into races that typically only have five figures.
These DAs then let people out of prison through their no bail or low bail policies.
These people then go on to offend and commit murders.
They also are just lax across the board with all types of crimes.
One in San Francisco that was funded with millions of Soros' dollars called these quality of life crimes.
So, you know, things like peeing and defecating on the street, beating people up in the street in a homeless encampment.
These are just quality of life crimes, according to them.
These things end up turning into violent crimes where they end up killing people.
And that's why we have the highest murder rates we've seen in these big cities in our lifetimes.
Because these people have gone out of control and there's no law and order.
The prosecutors have no interest in bearing this down.
Look at a place like Waukesha.
What just happened?
The terrorist attack there from an anti-white bigot who You know, went and plowed through a crowd of children for a Christmas parade.
This is somebody who was released through one of those low bail, no bail policies by a guy who essentially is an acolyte of the Soros belief system that we don't need this stuff.
Soros isn't just doing this through DAs either.
He's doing this through tons of local races.
He's also investing in projects like, you know, he put $50 million towards a no bail project at the ACLU, which has essentially become a far left organization, far past the heyday of protecting free speech and now moved on to How do you, real quickly, how do you, once you get to Congress, give me the one or two things that you're gonna do to combat Soros.
I would say on a number of fronts, you know, you've got to look at the micro issues he's hitting because this goes all over the board.
He's hitting immigration.
He's funding these NGOs.
You know that better than anybody.
He's funding all these groups that are going and pushing CRT in our schools.
So I would localize the issues to these one, two issues and try to push clean bills and then make the Democrats have to answer for why they won't, you know, pass these clean bills.
And then if we have a majority, we get them to Biden's desk.
He's going to have to answer for why, you know, let's say a CRT bill.
If we say on CRT, we're banning Any institution that takes government money, so that includes places like Lockheed Martin, you know, and Amazon with their cloud services.
If you take government money, you can't deploy your train with CRT.
That includes every school in America because every huge private university takes government funds as well.
If we take that to Biden's desk and the Democratic Party is running on this idea that CRT doesn't exist, then he's going to have to explain why didn't you sign it.
And that's going to be an incredibly popular issue in 2024 when we bring in a Republican president.
Now, on the flip side of that, you also have issues like immigration, where why don't we have a bill very clearly stating that if you come into our country illegally and you're caught, then one time you will never be allowed to come into our country legally and you will never be able to receive benefits ever again.
Make it very clear.
Change the incentives.
We need to go to battle on offense on each one of these issues in order to solve the larger issue of the money he's funneling into all these places.
The establishment Republicans on the flip side need to stop putting their money up, primarying America First candidates like me, and instead funnel that money into funding DA candidates that can beat these progressive monsters, and stop this insane practice where we're allowing Soros to invest millions in races up against Republican candidates with almost no money, or even, you know, these independent candidates.
There's some places where you can't elect a Republican DA, and there's independent candidates who are running on law and order, and they have no money.
We shouldn't allow that to become a reality in America, because what happens in those places is going to fester, and it's going to bleed out into our areas.

Sadly, they're not on the back foot anymore.
And we're in a very unfortunate situation.
Since Biden has come into office, where the Chinese Communist Party does see opportunities to move against the United States in Taiwan, against India, elsewhere around the world, but also economically as well.
The efforts of the Trump administration, which you know very well, the efforts of the Trump administration were taking to ensure that China could no longer exploit The U.S., U.S.
economy, U.S.
intellectual property, U.S.
knowledge, to the extent that they did, has been eroded by the Biden administration.
Diplomatically, we seem, we, the U.S., seem to be on the back foot with the disaster in Afghanistan, the disastrous withdrawal, and other measures that have been taken.
It's not a coincidence that the PRC has tested new military technologies recently, hypersonic vehicles, which is an illumination of how their military strength has grown.
And now they're no longer willing to hide.
There's no they feel there's no longer any necessity to disguise their capabilities. Increasingly, they're out in the open.
And that's worrisome for deterrence of aggression from the Chinese Communist Party. Steve.

We want to be aware of a consistent problem in international politics, which is the fog of peace.
The recognition that just because Taiwan was not attacked by China yesterday and wasn't today, it's not going to be tomorrow.
So we want to be aware that things can change very rapidly in international politics.
So I see definitely the Chinese regime moving against Taiwan and continuing in their all-asthma expansion.
Uh, in, uh, territorial expansion, but then also as you observed, um, they're engaged in ideological war against us and economic war.
So it certainly could come before the Olympics.
It could come afterwards.
So we really, it's imperative that the United States take active measures to deter China.
We do not see those measures yet coming from the Biden administration and they're urgently needed.

Well, we certainly are.
On the 19th of last month, Steve, the State Department actually had to issue a warning to China that it would invoke Article 4 of the U.S.-Philippine Military Treaty and use force against China.
Because China was blocking the resupply of second Thomas Scholl.
So clearly, you have to threaten to use force.
There's a possibility of that.
Also, the problem here is that the Biden administration is in disarray.
We know this because President Biden will one day say, we're going to defend Taiwan.
And then his press secretary walks it back.
His Secretary of Defense walks it back.
The State Department walks it back.
And Beijing looks at this and says that the U.S.
is not prepared to deal with force in the South China Sea or Taiwan or any place else.
And this is a continuation of what they were saying as Afghanistan was falling in the middle of August, that the United States was no longer able to win wars.
It was not able to confront China and that it would not defend Taiwan.

Gordon, you had Biden sitting there going, yeah, we're going to defend Taiwan, we're going to do it.
Then they had the four-hour mini summit, telephonically or by video.
They immediately came out and said, oh, we believe, we told Xi we're all for the one China policy.
Does China, in their, the way they look at the world, not the way that we look at it for them, the way they look at the world, do these gangsters in Beijing, do they believe right now that America under Biden is a tributary state, sir?

Well, in general, Steve, they look at everybody as a tributary state.
And we know this because of what Xi Jinping has been talking about and what his officials have been talking.
They mentioned tianxia, which is all under heaven.
This is the notion that Chinese emperors ruled all under heaven, and they were the world's only legitimate rulers.
Now, Xi Jinping knows that he doesn't have the capability to enforce others to agree with that.
But nonetheless, this is where they're going.
And so, yes, they do view the United States as not a sovereign state, but as a colony.
And one other thing, we know that the way they're dealing with us, that they don't respect our sovereignty.
So yes, they are acting upon that belief of Tian Xia.

And probably, you know, historians are not going to wonder why China was so malicious.
But they will wonder why Americans gave China the ability to kill Americans.
Because we have trade with China.
We have investment in China.
We're providing them critical technologies, often for free.
And this is I don't know the word for this, because really what we can say is that China cannot actually threaten the U.S.
without our cash, but we're so happy to supply the cash.
And that means as a matter of national sovereignty, as a matter of survival of our republic, we've got to cut off the flow of investment into China and trade with China and everything else that strengthens a Chinese regime that has declared a people's war on us.

And this is the highest form of struggle that Beijing has short of a formal declaration of war.

We have a president who won't say that China is an enemy.

The most he will say is a competitor.
Well, China is not competing with us.
They declared a people's war on the American Republic, Steve.
