Voter fraud occurs when someone votes using a deceased person's ballot or votes twice knowingly.

Voter fraud basically means that somebody got dead mama's ballot and they voted it, knowing mama was dead. Now, that is fraud. Or they voted twice and they knew they voted twice. That is fraud.
