Because that is the normal course of how tyranny dictators, bullies, thugs operate. First, they tell you what to do. You don't listen, apply a little pressure. You don't listen, then they mandate. You still don't listen? They censor you. Still, take away more of your rights. That is the normal progression throughout history.
