See, NASA and the government didn't say that they believe a solar flare will shut down the internet. This is just online bullshit that Alex is pretending is news. So there was a 2021 study that was done by NASA that looked at the possibility of solar storms affecting internet cables, mostly like the ones that are underwater, across the ocean and shit. This was a hypothetical study looking at ways to be prepared for any potential situation, which, of course, was picked up on by conspiracy theorists in Fox News and turned into a dire warning that solar flares are going to cause an internet outage.
