On the one hand, from everything I can tell, he definitely believes that McVeigh was involved in the bombing, and has even said that he's spoken to sources that place McVeigh at the scene. But on the other hand, he's still a bit of a conspiracy theorist, and as much as he alleges a gigantic conspiracy was behind the bombing, with wide-ranging players that he definitely doesn't establish.
