The Fifth Circuit Court ruling allows authorities to search houses or businesses without a warrant if they deem it necessary for safety.

Okay, the Fifth Circuit just says that, and this is nationwide, by the way, they were ruling on a particular case in Louisiana, and they said they're going to use it there. This just says that if they feel like it, or if it feels like it's for their safety, they can just go ahead and search anybody's house or business without a warrant.

The Fifth Circuit ruling is a narrow decision related to specific circumstances, not a general removal of Fourth Amendment rights.

The ruling doesn't say that because Gould was a felon, he had no Fourth Amendment rights and that he could be searched without a warrant. It's a very narrow ruling related to specific situation that the officers found themselves in. It's not saying that because a certain group were bad, they are punished, but that's another conclusion you might come to if the extent of your awareness of this case is skimming a drudge headline and being really mad.
