The process of manufacturing computer chips is so complex that even the manufacturers do not fully understand why it works.

Really, they don't even know how they do it. Did that sink in? They don't even know how they do it. Our best people, and they've got the Taiwanese, the Indians, the Americans, all of them, try to make these chips, and it almost always doesn't work. The Taiwanese have a huge success rate, and they're like, we're not sure why either. So again, this is magic, basically. It's gotten to the level where they don't know how it's working.

New computer chip plants require bringing in thousands of experienced workers to operate them initially.

You can't come in, and I'm explaining, you can't come in, open up a massive computer chip factory for billions and billions of dollars like is being done in Arizona, and think you're going to hire people off an unemployment line to run it. They're going to have to bring thousands of people with them, and I'm going to welcome those people.
