Joe Arpaio admitted his guilt by accepting the pardon.
And there is an argument that can be made that by Joe Arpaio accepting the pardon, because it is a choice. You can reject or accept a pardon. I'm guessing he's going to accept it. Yeah, he did already. By accepting it, he admits his guilt in the matter at hand.
