Shutting down travel prevents monitoring, tracking, and isolating people entering the country.
In that scenario, all of the people who come in and out of the country are unaccounted for and completely unknown variables. When you leave travel open, you're able to monitor people coming in the country and track people who are suspected of having the condition. And you can even isolate them if you need to. You give up literally all of that possibility if you shut down travel.
