Ted Lieu's comment that firing Mueller would likely lead to civil unrest is not a threat but a prediction of logical consequences.
He doesn't call for fires, and he doesn't actually call for anything. He just says that if Trump fires Mueller, it would likely lead to civil unrest and protest. Great. That's not a threat.
