Tariffs are paid primarily by consumers through passed-on prices, not by other countries.
This is all such fraudulent argumentation, though, because one, tariffs are never going to replace taxes. And two, tariffs are going to be paid primarily not by other countries and corporations. Those prices are just going to be passed down to the consumer.
