My name is Paul Harrell.
This is the Millstone Report.
As always, we cannot do the program without you watching every single day.
We really do appreciate it.
I've got to tell you, I just had a great time.
I was just on the insurrection for the whole last hour, insurrection with Michael Lauber and Derek Evans.
We had a great time running down the stories.
As somebody who's a journalist, somebody who's in the media, somebody who does a talk show, it is like Christmas morning every day in terms of the amount of news that's going on, the amount of stories that's going on, particularly with Washington, D.C., Donald Trump.
Robert F. Kennedy Jr. has now been confirmed.
Kash Patel has been advanced out of committee, which a lot of people are thinking we may actually get to see the Epstein client list, right?
Ghislaine Maxwell, Jeffrey Epstein arrested for trafficking to nobody.
So there's just so many things that are going on.
We've got a great show for you, but we're going to start today with more on USAID, the amount of money that has been absolutely wasted.
On nonsense has just been startling to the average American.
And it's even worse when you consider that this is less than 1% of the federal budget.
And yet the amount of...
The bellyaching, the whining that you're seeing, what will happen when you actually turn off the federal spigot.
I was just saying earlier, you know, the left may not have any principles after all.
It turns out, it may in fact be the case, that the left only has principles when they are being paid to have those principles.
All of the virtue signaling, all of the, you know, how dare you, when the money dries up, they may not feel...
We may get a lot less vocal.
One of the stories that has come out is the amount of money From USAID that has gone to Christian charities.
Now, we've covered this before on the program, specifically last year when we were talking about the Catholic charities, some Lutheran charities, I think the Hebrew Immigrant Society, Aid Immigrant Society, facilitating the border crossings, facilitating the invasion of this country via the Darien Gap in Panama.
Now with the USAID disclosures, we are just looking at some gargantuan numbers that are going to support these so-called ministries.
And you're hearing a lot of the media all of a sudden is now on the side, all these Christian ministries.
And the question is, if your ministry depends on federal funding, is it really a ministry at all?
There's been people asking those questions, right?
With all of the feigned moral outrage that's going on.
So for more on this, I wanted to talk to Michael Hichborn because he is a Catholic.
He is the founder and the head of the Lepanto Institute, which covers a lot of this stuff concerning the Catholic charities.
And he joins us now.
Michael Hichborn, welcome to the Millstone Report, sir.
Thank you so much for your time.
Thanks so much for having me back on.
It's great to see you again.
Yes, sir.
Absolutely.
So what can you tell us?
Christian charities have basically been exposed as fleecing the taxpayer.
Where do you fall down on all this?
What are your thoughts?
Well, you know, the problem with USAID and various other funding agencies that are doing what they call aid work, it's not aid work, it's actually international development work, which is completely different.
The problem is that USAID was created specifically as a population control program.
Let me read to you from its original 1961 charter, which was the Foreign Assistance Act of 1961. It says, in order to make possible consistent and informed judgments in this respect, meaning respect to the programs that are going to be funded through USAID,
the president shall assess The commitment and progress of countries in moving toward the objectives and purposes of this chapter by utilizing criteria, including but not limited to the following.
And item C under this list is control of population growth.
So in other words, as a predicate for receiving any kind of funding through USAID, The country that receives that funding has to report back to the U.S. president, this is what we're doing to reduce our population growth rate.
This is what we're doing to put a limit, to put a cap on the fertility rate of our citizens.
That's grotesque.
But if that's the predicate, then what business does any Christian organization have?
In receiving funding to implement these USAID programs.
One of the things that people have got to realize is that USAID is the largest supplier of contraceptives and condoms in the world.
And when you look at their idea for population control and the fact that they're supplying contraceptive...
Contraceptives and condoms primarily through their aid programs.
And then what happens is organizations like World Vision and Catholic Relief Services, Adventist Relief Services, Lutheran Relief Services, all of these different agencies, they're told by USAID, these are the programs we want you to implement.
And if you want the grant money, this is what you're going to do for us.
So they go in, they implement those programs.
In Catholic Relief Services, they're the ones that say, oh, we don't want to have anything to do with contraception.
So they go to some other agency like Population Services International, and they say, you do the contraception part of this program.
We're not going to do it.
So our hands are clean, right?
It doesn't quite work that way, but that's the problem that we're facing.
And so I see this up here over at the Lepanto Institute, Catholic Relief Services asked Congress to fund major contraceptive pushing agencies.
And of course, I'm not a Catholic, but this flies in the face of what Catholics believe about contraception.
And what's fascinating is...
The population control aspect of this is really just anti-biblical and demonic, in my opinion, Michael.
I mean, you know, this idea that the elites, you know, our overlords for so long have promoted this idea that we have an overpopulation problem in this world and that it's based on that idea, which is false.
That we need to somehow cull the population.
So it's dehumanizing.
It sees people like you and me and our families as cattle and not actual human beings created in the image of God.
No, you're absolutely right.
And the thing is that when you start to study, and I have read hundreds and hundreds of reports coming out of USAID so that I can understand what the programs are.
I can see what they're trying to set up.
One of the things that people don't understand about USAID is that it has no commitment to United States interests.
What it has a commitment to is the establishment of a globalist form of governance.
They want to create a worldwide system of governance that supersedes national boundaries and adheres to a more international form of law.
Let me read to you something.
This comes from 2013, USAID and the President's Global Development Policy.
And it says, as we enter our 50th year as the principal U.S. development agency, providing assistance to improve the lives of millions worldwide, USAID is pleased to play a leading role in implementing President Obama's vision for global development.
And then it says, committed to the President's policy's priorities, USAID's new approach to high-impact development is built on four core areas of focus, priorities that reflect the overriding objectives of the U.S. global development policy, global development.
The core areas include, and number one, is recommitting ourselves to the Millennium Development Goals by building sustainable governance and delivery systems to support healthy and productive lives.
This has since changed to the Sustainable Development Goals, but what it speaks to is the fact that USAID has an allegiance and a programmatic ideology that is united with the United Nations.
If you go through the Sustainable Development Goals of the United Nations, which used to be called the Millennium Development Goals, they're Marxist goals.
They are communist goals.
They're built around the planks of communism.
They have this globalist sense of governance that supersedes everything that the United States actually stands for.
They have no sense of sovereignty whatsoever.
So the politicians that are screaming and crying and clawing about the loss of aid funds and all of their agencies that are creating this globalist system, what they're really upset about is the fact that President Trump basically deep-sixed their deep state.
That's exactly right.
100%.
That's exactly right, and that's exactly what's going on.
So you mentioned USAID essentially...
Having these globalist goals, having these Marxist goals.
I just want everyone to know, yesterday on the program, towards the end, we covered the 2008 statement by Pastor Rick Warren.
Now, Rick Warren, Michael, was in the news because he posted something on X. Saying that because Jesus was on the middle cross, that he was in the middle of political issues.
I kid you not.
That was the exegesis done.
It was just nuts.
So what I did was, by the way, Southern Baptist, you were very wise to remove him from your denomination.
So we were talking about Rick Warren, and that in 2008, he went to Davos.
He went to the World Economic Forum.
And there's a very viral clip of him almost lamenting that the World Economic Forum has the government right, they've got the business right, government and business working together, but they're not utilizing churches, specifically Christian ministers, who have a strong trust relationship between them and their congregation.
And I just...
I think that we saw that play out in real time with the closure of churches, for sure.
I think in 2020, I think there's still elements of that now.
There is now, I think Megan Basham wrote a great book called Shepherds for Sale, where we have so many parachurch ministries or churches themselves, there's a safe space that it seems to be carved out for Marxists, where a Christian minister used to be, it was just a default situation where they were considered right of center.
And now today, And now today, I think most, a lot of them, especially the ones that get put into public positions and promoted with good publicity, are all center-left.
What are your thoughts on that?
And then I want to get to this quid pro quo article.
So let's remember that Karl Marx was the one who said that religion is the opiate of the masses.
Now, a lot of people take that to mean that, well, you know, it's just kind of a stupid thing.
It makes people stupid.
Well, no.
What he's talking about is the pacification of people through the use of religion.
And there's a reason why the KGB in the 1960s developed something called liberation theology, and they implemented it in South America.
As a vehicle for spreading Marxist ideologies and making people into good communists.
They were using the church down in South America to make good communists by wrapping up these communist ideologies in Christian thought and in Christian terms.
So people were saying, oh gosh, I guess it makes sense that Jesus was a Marxist revolutionary, so I'm going to be a revolutionary too.
It's great.
But that's where we are, and that's the real inherent problem of having any of our Catholic agencies or Christian agencies having anything to do with these Marxist organizations like the United Nations and like USAID and everything else.
I was amazed by the fact that Catholic Relief Services specifically, I'm going to pull this up here to where we can see it.
We may not be able to see all of it.
But Catholic Relief Services reportedly preparing for massive cuts to its staff and programs amid President Donald Trump's gutting of the U.S. Agency for International Development.
Catholic Relief Services received $4.6 billion in USAID funds and was among the agency's largest grant recipients.
I mean, that number is just absolutely gargantuan.
Then we go over to your website, Lepanto Institute.
This headline...
Quo with funding agencies.
Now, this is an article people really need to read and they need to camp out here to really understand what's going on.
Since 2016, the Lepanto Institute has written about the quid pro quo lobbying efforts of both the United States Conference of Catholic Bishops and Catholic Relief Services on behalf of federal aid and development agencies.
Feel free to expand on that.
And you may have already covered some of it, but just feel free to expand on that, Michael.
Sure.
The bottom line here is that Catholic Relief Services and the U.S. Conference of Catholic Bishops every year would go up on Capitol Hill.
They would write a letter to various congressmen that are responsible for the Appropriations Committee, for the funds that would go to these various granting agencies.
And they would say, we would like for you to expand funding in these areas.
Now, because the U.S. bishops have tended to be some of the most effective lobbyists on Capitol Hill, What wound up happening is that USAID, PEPFAR, the Global Fund, and various other agencies like them saw that Congress was listening and started injecting more and more funds into their budgets.
And as a reward, USAID started paying Catholic Relief Services their prime, their premier.
Grants, their biggest projects.
And so what we saw is that USAID went from about $100 million a year organization to a billion dollar a year operation in a fairly short amount of time.
And I mean, their CEO is currently making $640,000 a year at Catholic Relief Services to help the poor, which is absolutely grotesque.
But there it is.
Poverty.
Poverty is a big business then.
We already know this.
As a wise priest once told me, a lot of people start off doing good and end up doing well.
That is certainly true.
If it were up to you, what needs to happen here?
Religious charities that are going against the interests of the American people.
I mean, are you for just abolishing this?
And if there is going to be something...
I mean, really, should Christian charities be dependent on taxpayer dollars?
Does that kind of go against the whole idea of mission work and ministry work?
Absolutely.
In fact, you're not allowed to proselytize while you're on Uncle Sam's dime.
That's written right into the government documents.
If you're going to use your programs to proselytize, to talk about Jesus, to have your religious ceremonies, to have prayer meetings and that kind of thing, you have to do it at a separate location and with only volunteers who are not identified with the project.
And at a time and a place that cannot be identified as having anything to do with the funding that they receive from USAID. So the idea that they are conducting these operations, but they're not allowed to proselytize, they're not allowed to pray, they're not allowed to even quote scripture and to hand out Bibles, not allowed to do any of that.
They've effectively stripped what's Catholic or Christian from the agency itself, which means they're nothing more than an extension of the federal government at this point.
So why even call them Christian or Catholic?
There's no point to it.
And we also have plenty of evidence out there that much of this USAID is a front of the intel agencies, a front of the CIA or the intel oligarchs, too.
And so they have an incredible amount of interest.
And having people work at these agencies that are actually Intel assets or CIA assets, I mean, we have to at least admit that's the case.
I mean, or a possibility.
But, I mean, come on, it's a strong, it's a guarantee at this point, right?
I mean, because we know it happens with other NGOs, so why wouldn't it happen to NGOs that claim the name of Christ?
And so it's really sick.
I mean, this is sick, sick stuff, Michael Hichborn.
Well, yeah, it absolutely is.
In fact, you mentioned the fact that there are various government agencies that are, you know, intelligence agencies that are involved with these organizations.
One of the things that I found, and this was just kind of a very odd article that I discovered a couple of years ago, Catholic Relief Services was caught spreading false information in Liberia.
About the destabilization of the country there.
And as I was reading through the article, the people of Liberia were saying, what are you talking about?
There's no destabilization.
We're not facing some sort of revolutionary crisis.
This is ridiculous.
And they actually started reporting in the news, hey, CRS is spreading false information.
And at the time, I thought it was, well, maybe CRS is just trying to look for another way to get more funding.
But then, now that I hear how USAID has been involved in the destabilization of various governments through the intelligence communities, now it's starting to make sense.
I wonder if CRS was a willing participant in that process there in Liberia.
Let's talk about the border for a second.
Why do you think there is this idea among so many...
Whether it's the charities, people in leadership, from what I'm seeing, and I'm seeing this across the board, why is this idea that borders or enforcing immigration law is somehow the greatest evil of our time?
We have people out there that believe that the government...
You know, deporting people who are here in violation of America's laws, that that is somehow the greatest evil of the modern age.
And people, you know, will claim that, you know, somehow we're being unchristian if we are okay with the government enforcing laws that are perfectly moral.
How did we get here?
You know, I find it ironic because these same Karens that are screaming about this kind of thing are the ones that would say, you cut in line, so now I have to wait longer to get my mocha latte at Starbucks.
They don't like line cutters when it affects them.
But when they have people cutting in line, coming across the border in illegal manners to get access to American...
You know, polity, whatever it is that they're here for.
People that come into this country legally are the ones who are now cut.
They're the ones who are being penalized because the people that came across the border illegally are being coddled.
And, you know, it's duplicitous at best for them to sit there and decry deporting people who are effectively line cutters.
And then...
At the same time, be upset that somebody's going to cut in line in front of them at the DMV or at the airport or whatever.
I think that there's another layer to the problem, though, and that's that the United States is one of the most generous countries in the entire world when it comes to the sharing of resources.
We have a very generous welfare system.
We have a very generous health care system.
And when people come into this country illegally, never having paid a dime into any of these systems, now have full access to them.
And they have access to them by virtue of the fact that we recognize that refugees and people that are entering this country should have access to certain emergency services.
It's just the generous nature of Americans.
But at the same time...
You owe it to the country to be a participant in the process before you start receiving these benefits.
And so I think Christians don't have a proper understanding.
A lot of Christians don't have a proper understanding of the order of things and why the order exists and how it is unjust for these people to be here illegally.
And they should be deported.
Well, you mentioned the order, so I'm going to bring it up.
J.D. Vance.
Talking about the order amoris, I think I'm pronouncing that right.
Order of loves, rightly ordering your loves.
Talking about your family and talking about your extended family and then talking about the love that you would have for your city, your county, your state, your nation.
This is a proper order.
There's nothing wrong.
That is to say, it's almost as if you think about how...
You talk about, well, we need to love our neighbor.
Well, is it loving your neighbor to allow third-world hordes of barbarians to come in and essentially make everything less safe, murder our women, our children?
Lake and Riley is one aspect of that.
I guess another way to put it would be, is it sinful that I love my wife in a particular way?
I don't love other women the way I love my wife.
Is that somehow sinful?
No, it's a proper order of loves.
Can you speak to that a little bit?
What's ironic is that when Pope Francis wrote his correction letter to the U.S. bishops and obliquely referenced J.D. Vance's Ordo Amoris, The Order of Love, he identified the Good Samaritan The Order of Love, he identified the Good Samaritan as the proper way of approaching this.
Now, who did the Good Samaritan serve?
The person that he encountered in the street.
This wasn't somebody that was on the other side of the world.
This wasn't somebody that was even on the other side of the city.
It was somebody he happened upon as he was walking across the road and saw him lying there in need.
So, the order of love has to do with the people that are around you.
The people around me are my family.
I have an obligation to my family.
I have to raise my family.
I have to provide for my family.
And if somebody happened to come to the house and said, look, my kids are starving.
We haven't had food in a week.
I would, out of the goodness and kindness of my heart and out of a Christian duty, do what I can to help feed that person.
But I wouldn't take food from my children's plate in order to make that happen.
The order of love starts with your family.
Well, it starts with God.
Then it goes to your family.
Then it goes to your community and so forth.
And even Pope Francis, in a previous statement in 2021, said it has to do with concentric circles in a proper order.
So Vance was right.
He was absolutely right.
Yeah, I mean, it's occurred to me as I hear you talk, I think we have a...
I think the globalism and the globalist propaganda that has advanced this side, that just diminishes the idea of the nation state, I mean, it goes hand in glove.
It goes right along with this.
So when you put all that propaganda out there and borders are racist and we've got more people now than ever that don't even understand just the concept of a nation state and the order of loves, then you get this warped form of moral superiority where...
Your neighbor has got to be.
You're in sin if you're not loving the MS-13 gang member who somehow has some right to be in our country.
It really is ridiculous.
I hope people snap out of it, and I hope the virtue signaling stops.

I'll give you the last word, sir.
Well, I think that right now we are in a very critical time, and it's important for us to support our legislators.
It's important for us to support Donald Trump and what the administration is doing because he's reestablishing the right order of things in our society.
And he's saying that we've been so overburdened with all of this pork spending that Congress has put on the shoulders of Americans, specifically the middle class.
Trump, we've got to support the administration, and hopefully, in very short time, we will see a proper ordering of things in this country.

But where are these people actually going to come from?
Are they coming from the D.C. area?
No, because there's a bunch of libs that live there.

So is there a list out there?
This was brought up.
Is there a list out there of really thoroughly vetted people that are going to come into D.C. after they clean house and actually support the executive branch and instead of trying to subvert like they did with Donald Trump?
I mean, somebody who's actually lived it, lived, he was framed for treason.
I mean, this is the reason why he's done.
I really firmly believe this.
This is the reason why he's making these big moves.
This is the reason why he's literally had to endure this.
This is a system that was turned against him.
They framed him for treason.
They shot at him.
They subverted his first term.
And maybe that's why Trump has floated this idea of a third term, because, well, for two reasons.
What happened in 2020 and...
The allegations of the stolen election.
Or maybe he's saying that my first term was literally sabotaged by traitors.
So I need a third term.
I don't know.
I'm just thinking out loud here.
But let's actually go to some of these headlines that we have.
Hang on, let me find this one.
Oh, just real quick, we didn't get to this with Michael Hichborn, but just to kind of top it off.
The USAID scam.
The American Bar Association, folks.
The American Bar Association.
Sidney Powell, haven't heard her name in a while.
The American Bar Association is a complete tool of the left.
It is a recipient of millions of USAID. Its legal challenge against Trump's USAID funding freeze should fail.
It's not entitled to a dime.
There should be a massive fraud investigation.
Then we have this.
All right, let's talk about it because this was, let me see, moving it over here.
This was, I couldn't believe this when I saw this.
We got off the air yesterday and I saw this.
Donald Trump posting on Truth Social said, I just had a lengthy and highly productive phone call with President Vladimir Putin of Russia.
I wonder if there were any Vindmans spying on his phone call.
Oh, that was with Zelensky, though.
We discussed Ukraine.
The Middle East, energy, artificial intelligence, the power of the dollar, various other subjects.
You know, what occurred to me when he says this, the value of the dollar.
You've got the BRICS nations.
Donald Trump has had strong language for the BRICS nations.
Don't dare try to replace the U.S. dollar.
Some people are saying that the BRICS nations appear to be responsive to that, receptive to that.
Is it maybe...
I don't know.
Is it all because Trump is saying, look, I'm not going to use the dollar as a weapon in a tyranny against other countries?
I don't know.
Maybe.
But it occurred to me when Tucker Carlson went over to interview Vladimir Putin, if you remember that, Putin had a long list.
Basically, the history was very interesting.
But when Putin said he tried to become a member of the West, For a very long time.
Remember that?
When he said, you know, I tried to and then they didn't, you know, I was ostracized, basically driven to this position.
So I wonder if Donald Trump saw that and is thinking, I wonder if we can bring Putin into the West.
But does Putin want to be a part of the West if we are mutilating the genitals of children and calling it health care?
I don't think so.
Just a thought.
So he goes on.
We both reflected on the great history of our nations, the fact that we fought successfully together in World War II, remembering that Russia lost tens of millions of people, which I don't think we understand that in America.
20 million people, or whatever the number is, versus the United States.
Did we lose 300,000, 400,000?
Likewise, he says, He says, He says, Visiting
each other's nations.
I said this on the insurrection earlier.
Can you imagine?
After all of that propaganda, after all of the Ukraine flags and everybody's profile pics and overcoming that PSYOP. Vladimir Putin coming to the United States of America for a state visit.
The meltdowns will be absolutely insane.
So, here is a reporter upon this news.
Obviously, they don't like it.
Reporter, aren't you squeezing out President Zelensky from this process?
Are you freezing out, President Zelensky, of this process a bit?
Isn't there a danger of that?
No, I don't think so, as long as he's there.
But, you know, at some point you're going to have to have elections, too.
You're going to have to have an election.
Donald Trump is low-key reminding everybody that Zelensky is a dictator.
Like, right now, Vladimir Volodymyr Zelensky is a dictator, ladies and gentlemen.
He suspended elections.
There have been no elections since the war started.
Donald Trump, are you squeezing him out of the process?
Well, you know, as long as he's still here.
At some point, he's going to have to have elections, okay?
That's him.
And again, the idea of squeezing Zelensky out when he's gotten billions of our taxpayer dollars.
Or helped launder those taxpayer dollars to the Mexican drug cartel.
Anyway, that was a really interesting play.
Reminding everybody, oh wait, that's right.
Ukraine hasn't had an election in a very long time.
We don't even know if the Ukrainian people support the war.
They don't because it's a meat grinder.
And they're having to kidnap young men off the street to send them to the front line.
The people, this is just, it's so, the fact that, you know, people want to talk about colonialism on the left.
And that's, we've treated Ukraine that way.
We've treated, like, we own this country.

All right, so he's going to get negative coverage.
The thing about Mayor Eric Adams of New York is he spoke out about the problem.
I mean, he's taken the money, but he spoke out in the Biden administration about, and look, I criticized Abbott, Greg Abbott, and DeSantis for busing these illegals further into the country.
Remember, it was a way to own the libs.
We're going to own the libs.
And I criticized it because I thought, why would you bust them further into our country where they can put down roots?
But I get it.
I get the idea, the concept of, well, we're going to make these blue cities feel the pain of what we're feeling as border states.
I understand it.
Thought it was, you know, whatever.
History may prove me completely wrong, to be quite honest.
History may prove me wrong because the strain that has been put on cities like New York, Mayor Eric Adams in the Biden administration.
He speaks out.

These are not New Yorkers.
And then the FBI raids his house.
The FBI raids his house, like, a week after he just, it was just not, it was like a glance.
In the direction of the right and the fact that our arguments about this invasion make sense.

And they raid his house and they write him up on phony charges.
Those charges this week have now been dismissed.
This week the DOJ, under Trump, dismisses the charges, according to reports, of Mayor Eric Adams.
And now FEMA, I'm sorry, DHS, pulling back the $80 million.
Which, what does that mean?
I'll tell you what it means.
It means we're about to find out if these people have real principles or not.
Do they have these leftist principles because there's money involved?
And when the money goes away, are they going to become a little bit more, I don't know, nationalistic in thinking?
Maybe, maybe they're going to say, get these people out of here.

You are not from New York.
This is not your home.
Your home is somewhere else.
Is this a way to get Mayor Eric Adams to comply?

And then that the previous order does not bar both the president and much of the federal government from exercising their own lawful authorities to withhold funding without the prior approval of the district court, meaning, again, they can disperse the monies that they were allocated within the law, within the confines of the law.

So the thing is, like, we're going to have to have a quick turnaround here.
I mean, if they're going to continue shopping around the law fair and these judges are going to try to say, hey, they're the president.
