America’s Mayor Live (680): Remembering My Friend & America's Cop, Bernard B. Kerik

Good evening.
This is Rudy Giuliani, and this is America's Mayor live on a, again, still a sad night for me.
This is about 24 hours after I learned of the passing of my best friend, my good friend, my friend for 35 years, and my soulmate, Bernard Carrick.
but We're one day along and we've had time to reflect on his life and have long talks with his family and with Mayor Adams and things are moving well toward a very fine funeral and the kind of commissioner's funeral that he deserves.
A great hero of New York, a great hero of America.
I'll just outline real quickly my friend's career, which astounds even me.
He grew up in very difficult circumstances.
Never let that stop him.
He wrote a great book about it.
And why don't you get a copy of the book out so we can show a picture of it.
And he also wrote some novels that were very good.
So if you want to see how talented this man is.
Well, he began his life in the military.
Became a security, one of the main security people for the royal family of Saudi Arabia after he had served in the Middle East.
Came back, worked in New Jersey, was head of a jail in New Jersey, and then decided that his goal in life, what he always wanted to be, was a New York City police officer.
And I think he was like in his late 20s or early 30s when he decided to make the switch to the PD.
And immediately he was, well, I'm going to tell you in the period of time that he was a police officer and detective working in the, this is when I first actually met him, but didn't get to know him really well.
when he was working in the federal joint terrorism task, uh, Sorry, he worked for the Terrorism Task Force, too, by the way.
As a U.S. attorney, they worked to a large extent with me, as well as with the Special Narcotics Prosecutor.
We would divide up their cases and figure out where they would best be tried.
The reality is, I don't know how to say this, but he was one of the most decorated police officers in the history of New York City.
100 decorations, 40 for valor, one the highest decoration in the department, another involved the saving of his partner's life by putting his life at risk.
When I took him out of the police department to become The number three person at the corrections department.
I was taking away one of our best cops, but I knew his record in New Jersey in corrections, and I had the worst jail in America.
60 Minutes had just done a piece explaining that Rikers Island was the worst jail in America.
I didn't like having the worst anything in America.
I had the worst city in America.
2,000 murders a year in which people in my city were getting slaughtered, particularly black people and the black politicians of the city didn't give a damn.
They didn't do a damn thing about it.
The ones that could, I mean, the ones that represented Harlem, left it that way for years until I came along.
And you can tell all the lies you want.
You can do all the bullshit you want.
I'm the one who turned around Harlem, none of them.
And I didn't pull out millions of dollars doing it.
I got the reward in here for it.
I saved more black lives than any mayor in history.
Bernie Kerrick is one of the reasons for it.
He went into the corrections department and about five years later, he was the commissioner.
Mike Wallace wanted to come back to show how things had improved marginally and what he found out with the revolution had happened.

Bernie Kerik reduced violence in Rikers Island by 90%.
It went from the worst jail in America to the best.
It became the model for some years until the Democrats got control of it again.
You really should look into that.
It really is the reason why our cities deteriorate.
It is really true that Malcolm X is correct.
The worst thing that ever happened to poor black people are liberal Democrats.
And the reality is that that jail went from the worst to the best, like New York City did.
We were the rotting of the Big Apple, 1990, and in 2000, And Bernie was a very big part of that.
He took over for two great police commissioners.
The question was, oh, he was younger, not as experienced.
He would never be able to exceed what Bratton and Howard Safer did.
He didn't exceed it.
He matched it.
Maybe he did.
We can argue about it.
There are some areas in which Bernie brought down crime more.
Some others where it was more difficult for them, but boy, I was extraordinarily lucky.
I had the right police commissioner at the right time in the right place.
The one who was going to reform it, the one who was going to institutionalize it, and the one who was going to make it reach everyone, including the minority communities.
And the cops in the street.
He did that right away, right out of the box.
He went ahead and arrested four people on his way to work.
Did it four more times.
You have any idea what that does for the morale of the police department?
Bernie didn't do it as a grandstand.
Bernie couldn't do anything as a grandstand.
He's a real cop.
He went in and led the arrest like he was the captain in charge.
He probably was one of the most capable of the group with him.
He was a black belt karate guy.
Man, did that take the morale right up to the top.
And then we had September 11. I rushed down to him, got out of my car.
First plane had hit, second hadn't.
Went right below the towers to see Chief Gansey with my police commissioner, with my chief of staff, and Bernie joined my side then, and he never left it.
We made decisions together.
Shut the terrorists out of the city.
We got ready for other attacks.
We went through anthrax.
We went through another plane crash.
And we went through keeping our people alive in the most dangerous rescue mission that ever existed.
We went on Saturday Night Live, as you see right there, to tell people to come back.
Come back.
Time to come back.
I don't know where we were there, but I was sure upset about something.
Looks like Bernie wasn't too happy either.
Oh, I see what you mean.
It could be a funeral.
It could be a memorial service.
Who knows?
There were just so many times like that.
That was a memorial service, of course.
There he is.
Man had balls.
And you could call on him anytime.
And it never wavered.
We were reported as missing and thought by the governor to be dead.
Bernie helped me keep everyone, all 40 or 50 that were with us, calm and able to use their wits so that we could figure our way out of a difficult situation and then figure our way to the top and figure our way to keep the city going.
As we were losing one thing after another, I couldn't have had a better soulmate, and I had two others also.
The police commissioner, Tom Von Essen, and the unfortunately departed, Richie Shearer, and my counsel, Denison Young.
Just Tom and me now.
Well, we went on from there to do a security company.
It was enormously successful.
We worked in Mexico.
We worked in Qatar.
We worked.
We worked in jungle.
And then he went off to Iraq to be the acting minister of security.
And I would call him at night to see how he was.
And I'd call him at night for the joint projects that, And we're getting gunfire in the back.
I say, Bernie, how close is that?
He said, I don't know.
Not close enough to hit me.
You can't believe how brave this guy was.
You just can't.

Because we're celebrating, not Labor Day, Memorial Day!
We're celebrating Memorial Day week in honor of those who died to keep us free.
So let me finish the last thought that I had.

Bernie's funeral right now, and I think it's pretty well settled with his wife, Howa, and the mayor, Mayor Adams, and very, very kind, I must say.
I have nothing but...
The wonderful statement he made about Bernie, because we know Bernie is a fellow police officer.
So he knows what Bernie's made of.
Well, the funeral will be at St. Patrick's Cathedral.
It's called the name in New York, a commissioner's funeral.
It is a very solemn and beautiful event used for some tremendously great heroes.
Some of our great heroes of September 11 as well.
And the wake will be, I'm not certain yet about that, probably in New Jersey in part for the day or two before, but we'll keep you informed of all of that.
You know, he has a son who's a police officer and a decorated police officer at that, a police officer who also, I believe, in a shooting incident saved the life of his co-worker.
Joseph, his name is.
And two beautiful daughters who are my goddaughters and who are, of course, crushed but have the strength of their dad and how is holding up brilliantly.
And we miss him.
The president had Elon Musk in the White House today.
I thought that was a very nice thing because, look, Elon Musk was scheduled to leave no matter what.
He's a temporary employee.
I think he may be at the actual statutory end of the time he can work for the government.
The man took unbelievable...
People say it's hard to feel sorry for the richest man in the world.
Of course it's not hard to feel sorry for the richest man in the world.
Notice that word, man?
Human?
We all have feelings.
I'm sorry.
And we all are entitled to just treatment.
The richest and the poorest.
Isn't that what we're about and what the commie bastards aren't?
What they did to this man is just a sign of how much Marxism and communism and hatred and insanity in the Democrat Party has infected the press.
And all he tried to do and all he did was try to find out how we can straighten out this completely out-of-control government where we could lose our freedom over our inability to deal with our wealth or lack thereof.
And the things that he pointed out that the president did a very, very good job of explaining today, they weren't even debatable.
The fact that he didn't completely reach goals yet, those are goals for four years.
He got off to a heck of a start and he got us pointed in the right direction.
And as the president said, Doge is now a way of life.
It's like Buddhism.
I don't know if it's like Buddhism, but it's like a way of life.
And this is a guy that's made so many contributions to us.
I mean, his space program is better than Russia, China, maybe even ours.
It had to save ours, didn't it?
So let's take a look.

Well, let me say perhaps a few words.
This is not the end of Doge, but really the beginning.
My time as a special government employee necessarily had to end.
It was a limited time thing.
It's 134 days, I believe, which ends in a few days.
So that comes with a time limit.
But the Doge team will only grow stronger over time.
The Doge influence will only grow stronger.
I liken it to Buddhism.
It's like a way of life.
So it is permeating throughout the government and I'm confident that over time we'll see a trillion dollars of savings and reduction in a trillion dollars of waste and for reduction The calculations of the dose dose team this far We expect that number will probably go over $200 billion soon.
So I think the Doge team is doing an incredible job.
They're going to continue doing an incredible job, and I'll continue to be visiting here and be a friend and advisor to the president, and I look forward to times being back in this amazing room.
By the way, isn't this incredible?
Like, this incredible – I mean, it's stunning, I think, the way that the Oval Office, how the president has just completely redone the Oval Office.
Well, he's done a great job for his country.
He actually should wear as a badge of credit.
Almost as important as the medal I'm sure the president will give him in due time.
The attacks on him.
Because it only reflects how accurate and how important what he pointed out and brought out was.
And maybe a man that isn't as rich as he is wouldn't have the independence to be able to do that.
Because he took on some of the most powerful structures in this country.
And he will continue to.
And let's just...
He would, in my view, deserve great credit for saving free speech in this country with X, which many of you are watching us on right now.
That's a singular accomplishment that could make a whole life, particularly given the attack on free speech in our country.

Israel is supposedly...
I don't know if that's true or untrue, or that's just a way of creating room for the negotiations.
The negotiations are strange.
The president says they're going well, but then all we hear from Hamas is how they don't agree with whatever proposal we make.
There is a proposal that was made and it cleared the Israeli War Council or whatever they are, the group that Bibi has put together to advise him on the war, and it was sent along to Hamas with the president's approval and Bibi's approval, both on the same page.
Immediately Hamas said it wasn't adequate because It doesn't assure complete exit of Israel, a whole bunch of other things in it.
That would be totally unrealistic, since they haven't in any way demonstrated that they're not going to kill the Jews and Israelis anymore.
Nor have they guaranteed that the government will be in the hands of non-terrorists.
Nor have they forsworn terrorism.
We're still dealing with a terrorist group, which is a little tricky.
I don't know.
I'm not in the middle of it.
I'm not going to criticize it.
The accepted wisdom was never to negotiate with a terrorist group.
There's exceptions to everything.
This president wouldn't be a really good one if he didn't figure out that there are exceptions to everything.
But this may be showing us why you don't.
I mean, they just basically string you along at every minute.
But right now...
And it's their hero Hamas that hasn't.
Now, you know, we've given them any number of warnings that if they don't, all hell's going to break loose.
About time?
Governor DeSantis thinks so.
Governor DeSantis made a talk yesterday in Florida, and I didn't see this.
I hope this is not seen as disloyal.
I hope this is seen as, you know, this is a very, very important issue, and patriots can have somewhat different views on this.
And this patriot, Ron DeSantis, has voiced skepticisms about the ongoing negotiations.
on this theory that you can't trust this regime.
And also we're negotiating with this regime without...
And they've killed a lot of Americans over the course of the Iraq War, before that, hostages.
And every Friday, including, I'm sure, this one, which is, I guess, over for them, huh?
They will pronounce death to Israel, death to America, death to the MEK in Tehran.
Well, that's been going on for a long time.
Yeah, yeah, death to America.
So, reach an agreement with them?
Seems a little unrealistic.
I'm going to show you why in a minute.
The president has said that the only agreement he would agree to is one where they will remove all of their nuclear capacity.
They cannot even have the capacity for the peaceful use of nuclear power.
And he says what he really would prefer, and I've said this any number of times, if it's going to be anything less than a military attack.
It should be a regulated military attack.
Here's what I mean.
And the president has outlined this.
He said that what I'd really want to be secured is that we'd be allowed to go in.
We go to every nuclear facility.
They remove all the people from as far away as they have to so nobody dies.
And then we get rid of the nuclear facility and we assure ourselves that it's gone.
And then we move on to the next one, and the next one, and the next one, and the next one.
We'll do it with Israel, or without Israel, or Israel will do it on its own.
And then at the end, we'll have certainty that they're all gone, and then we'll have an ability under our control to inspect whatever we want.
The president has outlined that, and it seems to me that that's where we are.
Either they say yes to that, Well, we accomplished that, as the president says, the hard way, which, as far as I can tell from every bit of snooping around I do, Israel has been ready for this for a year.
And they had a little practice at it and were quite satisfied that it's going to work.
They haven't failed us so far.
I don't know if this is appropriate, Ted, to take a poll.
I didn't take this poll, but it just happened to have fallen into my hands.
So I think it's worth the American people hearing it, right?
So Rasmussen, a well-established pollster, right?
And this is an issue you generally don't poll on war and peace, right?
57% of the American people favor taking military action and taking the nukes out against Iran's will.
And 77% of Americans believe they want to establish nuclear weapons no matter what they say.
I don't know what the other 20% want.
I mean, they want to hit us with nuclear weapons, I guess.
Maybe they're just the other 20% that don't think and voted for Biden, right?
Now, that 57% is opposed by only 30% of Americans who say that they would oppose a U.S. strike against Iran.
And only 17 strongly oppose it.
That's a very small number.
And 13% aren't sure.
I mean, I guess there are always people that aren't sure of anything.
Some people aren't even sure they're people.
Right?
I mean, the people who walk around take their monkeys or whatever.
Now, you want another thing?
77 Republicans want them to hit.
I wanted to take them out with no bullshit, no agreement, no paper.
Paper is not worth the ink on it.
Of course it's not worth it.
What do we need to get hit in the head?
Like, I know my, I know my good friend, Mark Levin is apoplectic over this, but Mark, This is where he's been leading it.
We'll talk about it after it's over.
These things are coming out.
77 Republicans.
57% of Americans.
Of course, the Democrats.
What do you think the independents are?
And how about 77%?
That's almost 8 out of 10 Americans think they're going to go nuclear.
That all this stuff about the peaceful use of nuclear power is as much a lie as I have been telling you it's a lie for 10 years.
And Biden at all and Obama have been financing it.
And as I told you, Hamas has said no to the deal.
The terror group says, Steve Witkoff reports, that it doesn't meet their demands.
Since when did the terror groups have demands?
They shouldn't exist.
We shouldn't have to listen to their demands.
They want to kill us.
They do kill us.
How about the two kids that got killed?
The other day, how about the embassy they were going to bomb?
The longer this goes on, the more that's going to happen.
And I guarantee you with this, please take my word for it.
I'm good at this.
Not everything, but I'm good at this.
I'm telling you this weekend, if we took out a rant, Putin would be hiding in his bathroom, under the sink, under the toilet.
Wherever the hell he went during COVID when he was peeing in his pants.
Yeah, yeah, he may have been a COVID killer, but that doesn't mean he ever fought anybody one-on-one.
My father used to say about the mafia, they're all cowards because they got to fight in groups and they got to carry guns.
No, I don't know.
Putin, tough guy.
Any guy that pretends to be as tough as he is, Bernie never pretended to be tough.
Bernie could kill you in about two seconds.
Bernie never pretended to be tough.
He just was.
So, I hope we see action on Iran and we see action fast.
This is a lot of Americans.
Americans don't like war.
Americans don't like military action.
You've got 57% of them.
You've got 77% of our people that want this country hit.
They've been going through this now, what, for four or five decades?
We've been getting killed by these people?
It's time to end the reign of terror.
The only thing worse, In this world are the Red Chinese.
Take them out.
Mr. President, you real quickly reestablish the Ronald Reagan factor.
You need that working for you with Putin.
Well, who the heck knows what's going on with the With the Supreme Court, right?
I mean, the judges, all these district judges who are appointed for a specific geographic district now think they run the United States.
And it seems like United States district judges never took a course in constitutional law.
They never learned about, like, there are three branches of government.
And the legislature passes the laws.
The executive enforces the laws.
The judiciary interprets them.
But that's it.
The duties are carried out by the executive and the congressional branch.
So we have this case.
Involving a number of the immigrants who were thrown out under the authority of the old law of 1798.
And the question is, Does the president have emergency authority to remove these people and to remove them as expeditiously and as fast and as easily as he can?
And the court originally took the view that he didn't.
Now, The Supreme Court has held that up.
And the question, you know, ultimately, some places will be one way and other places will be someplace else.
And this is going to change a bit over time.
Some districts will allow it, some won't.
But there are two big questions that overlay this, right?
One big question is, can a singular district judge issue an injunction against the whole country?
So he has a group of people, let's say from Boston, right?
Who iced throughout.
Now that was a particularly, I think they may have selected this group to make this judge look like some kind of criminal.
Because this group was some of the worst criminals I've ever seen.
I mean, most of them were perverts.
And preyed on women and children.
I mean, raped them, killed them.
And the ones that didn't do women and children, a couple did little boys.
And the judge, Murphy, was it the judge's name?
Murphy wants to bring him back.
So they were going to send him all the way to South Sudan, and they got him about halfway there to an American base.
And that's where they're sitting, and it's a ping pong ball now.
The judge says you didn't have the authority to throw him out under that act.
the president and the administration's and first injunction, then it went up on appeal.
The court is now But the question ultimately is, when that law says that the president can take extraordinary action to protect the United States when we are incurring an invasion and have a national emergency,
is he correct when he says that fentanyl was an invasion of this country?
And therefore, that applies to the tariffs that have been placed on Mexico, Canada, and China.
And then anyone else we can prove or...
And you don't have to prove it.
I mean, the question is, do you...
Or is this a sign to the good judgment of the President of the United States?
And I would say that many constitutional scholars would say, The court doesn't have available to it the ongoing day-by-day intelligence upon which to make that decision in the best interest of the country.
The court is not an enforcer of laws.
It's an interpreter of laws.
The court is not a military authority.
The president is the commander-in-chief.
All the court gets to say is, did Congress authorize you to do this or not?
And there's no question Congress authorized him to do it.
If not him, who else?
So the scope of the Supreme Court review should be rather narrow.
But these judges, these right, left-wing crazy judges, Think that they can just, they can play president.
They can review everything he decided and pick it apart.
No, it wasn't serious enough.
No, there weren't enough cases.
No, there weren't.
If you understand me correctly, the scope of the review by the court is, does the president have the authority?
Did Congress give it to him?
Answer, yes.
Case over.
Now, if the president made that absolutely insane decision, suppose he said nothing can come in here from England because drugs are coming in from England.
And suppose no drugs were coming in from England.
Would you be able to have that reversed on the grounds that there's a theory there called it's unconstitutional as applied.
Now, if he takes action that he doesn't have authority to take, it's unconstitutional per se.
If he does take action, but he does it in a way in which He defies all rationality that theoretically could be unconstitutional, but we're not there.
There is certainly enough evidence that Mexico does allow and has over the last four years allowed record amounts of fentanyl to come in and killed record amounts of Americans that Canada has and that China has.
And the court is not supposed to be weighing Was the president right and wrong in the way that he judged that?
It's for him to do that.
So I think those cases are going to come out.
I think that's going to come out all right.
Here's the second one.
Can the president do a more general restriction on immigration and, even more importantly, tariff adjustments?
Based on the fact that we've had an invasion of the United States, the likes of which we've never seen.
Now, the liberal judges say, no, we can't do that because Congress didn't say anything about tariffs.
They just said, take action.
And they would have said tariffs if they meant tariffs.
And anyway, you know, we've had illegal immigration forever.
And it's never been seen as an emergency.
Well, that's kind of a very weak argument because we've never had illegal immigration at this level.
Not even anything close.
We've never had legal immigration at this level.
So how is this not an emergency?
Now, I think the government's got to put on the table something that, for some reason, we're shy about, and those are the people we don't see.

The best estimates of those done by Ivy League schools when they used to teach arithmetic is anywhere from 50% to 200% of the people that we see at the border come in without seeing them.
And let me give you another thing that will make it difficult.
The thinking was that the more the numbers are coming in at the border, And sort of crashing the border, the fewer resources we have to stop the ones sneaking in.
And I'll add to that, these numbers and statistics were done before the cartels were major league.
It was when the cartels were back in minor league baseball, minor league organized crime, not mafia level, Columbia cartel level.
Now they may be better than that.
Your high-value people, large numbers, are going to come in without the possibility of not being allowed in the 8 million, right?
Because they all could...

The 2 million, well, they didn't know they weren't going to get caught.
So you want to bring in a lot of them the other way.
So it could be 50%, which would make it...

And there's one study, I think, from the University of Pennsylvania.

Or Senator Van Hooperman, who went down to El Salvador to bring the wife beater and human trafficker back because he didn't hit his wife enough.

I guess when he was on the phone with them, they sounded like they'd be reasonable about it, but then they need a little more time.
And then before he even gets off the phone, they go hit four places in, this is last weekend, they go hit four places in Ukraine.
Well, three in Ukraine, one in Russia where there were Ukrainians, And they, altogether, over a two-day period, they have 600 drones and 100 missiles, and they kill a whole bunch of civilians.
Described up to that point as the biggest attack of the war.
Now, you're going toward a ceasefire, and you unleash the biggest attack of the war on civilians.
Then we have a few more talks, and apparently yesterday they unleashed possibly an even bigger attack.
If you take a look at the board, you'll see one of them.
This is in Kharkiv, the city that you know I focus on quite a bit because I helped to develop an emergency management center there, and that's a trolleybus depot.
Where civilians were hurt and possibly killed, I'm not sure.
And then if we go to this, you'll see that this is another, this is a very, very different part of Israel.
This is down by Odessa, which is near Crimea.
This is an area where they're actually, I think, trying to stretch out and take more land than they have.
This is one you may remember several times I've questioned why they didn't take Odessa.
Because it would block Ukraine off from the sea if they could take Odessa.
This happens to be perilously close to Romania.
One of those damn bombs goes over into Romania.
We got a NATO issue.

About this Ukrainian war.
I see a lot of problems with it.
I see a lot of problems with Zelensky.

They should have been bombing their cities back from the very beginning, but Biden wouldn't let them.

But they don't seem to understand secondary sanctions.
And they're much harder.
Now you're sanctioning the whole world.
You're basically saying that anybody that buys from Russia and tries to resell it, they're going to be sanctioned.
So that's going to cut out all but the countries where they can squeeze their coupons.
And not a lot, by the way.
It might not even be China.
I mean, you've got a 50-50 chance China breaks with them over this.
China's not going to go public with this.
China, for the longest time, has not been happy with this war.
It's not their war.
They don't see what Russia gains by taking Ukraine, by the way, in the kind of wars we have now.
Ukraine was enormously important when you had to march an army through Ukraine, and they could bog you down there.
I mean, so they beat Napoleon that way.
They didn't even beat Hitler that way.
Hitler came around.
They beat him because America invaded Normandy.
And they had to take a million troops out of the Russian front.
That's how they beat him, the big liars.
But it wasn't Ukraine.
He didn't even go into Ukraine.
But that's always been there.
It's always been there.
And psychologically, it gives him a barrier with NATO.
Although he has a NATO border with Finland, and it doesn't seem to matter very much to him.
