I don't think they're ever going to have a dome in Chicago.
Outdoor football is a tradition there.
Secondly, aside from that aspect of it, Soldier Field is a monument of Chicago, but she wants to take taxpayer dollars to build a football stadium.

They really don't even need a new stadium, despite the problem Soldier Field is having.
They spent like a half a billion dollars renovating it just like 20 years ago or so.
