Now it's time for Jeff to give his thoughts on who might have been responsible for the 2020 election fraud.
Please remember that this is just one scenario that happens to fit the facts Jeff has uncovered, and the roles displayed may be different or perhaps even changed over time.
Also, it is entirely possible that there are other individuals and organizations who played a major role.
To develop suspects, Jeff used the standard model used by investigative agencies all over the world.
To determine the viability of a suspect, there are three key things to consider.
First, did they have the means to commit the crime?
Did they have access to the specific knowledge and skills required?
Secondly, did they have the opportunity to commit the crime?
Did they have access to the crime scene?
Did they have a clear role to play in the commission of the crime?
Thirdly, did they have a motive to commit the crime?
This can be based on attitudes and beliefs, or financial or power benefits to the individual or organization.
Suspects who fall into all three categories are well-qualified suspects who warrant further investigation.
One more consideration has to be added in order to fully qualify a suspect.
Is there evidence that they committed the crime?
This can be direct evidence, such as fingerprints on a gun, or circumstantial evidence, such as record that the individual owned a similar gun and was seen fleeing from the scene.
Both direct and circumstantial evidence is legitimate proof that someone committed a crime.
In fact, they are common in all state and federal criminal courts.
Here is the organizational chart of the American Mafia, created during the famous prosecution of the five families in New York City in the 1970s.
At the top was the boss, the ultimate authority and decision-maker.
Below him was the underboss, the powerful second-in-command who made sure the plans of the boss were carried out.
Below that level are the capo regimes, essentially the officers who commanded soldiers below them.
The soldiers themselves were respected members of the organization who carried out orders at the street level.
People at the associates level aid the organization but are not fully trusted but commit crimes under the instruction and protection of the soldiers.
Finally, consulieres act as advisors to the boss and underboss.
As in New York, there can be many families, and those families compete, cooperate, or go to war with each other as the situation warrants.
Putting all the various pieces of evidence together, Jeff decided it was useful to
express the grand conspiracy to defraud the 2020 election using this model.
We're at an unprecedented moment in American history. A moment that I'm not sure even our
founding fathers ever really considered. That our country and other countries
would join together with organizations inside of our country to commit election fraud on a national
scale.
I don't know how they could have imagined that happening back then.
So I did turn my thoughts towards whodunit.
It's only natural.
I and others who have been working so hard for the last three years have found mountains of evidence.
Evidence is not our problem.
The problem is the judges who will not look at the evidence.
When judges look at the evidence, as has happened in about 30 cases, most of them have actually been found in the favor of election integrity.
So not only do we have to be our own Justice Department, because our Justice Department is broken, I mean, consider The ramifications of election fraud the way that it happened.
Every elected official in this country that was elected in 2020 and afterwards, well, they have a conflict of interest whether they got their seat fairly or not.
Every judge who won an election.
Every DA who won an election.
Everyone who was appointed by anyone who won an election.
They cannot be considered to be fair.
They have a conflict of interest.
So what this means is that we the people have had to be our own Justice Department.
We've had to investigate this ourselves, and we have.
And we have found, as I said, mountains of evidence.
So now we have to put the pieces together and come up with some scenarios of who did this so that they can be properly investigated at the point where we have people who are willing to do that investigation.
And I believe that that will happen.
And we've got to do as much work for them now as we can.
So, when I was looking at all the different parties involved, it really started to look like a organized crime organization, your classic one like you just saw.
So I went through the ten or so biggest players and tried to decide where they would fit In the organized crime hierarchy.
So here is my opinion of these people and organizations.
I'm not saying it's 100% correct.
It's quite possible that I've flipped a few of the roles.
It's possible that there are a few people or organizations that we aren't entirely aware of yet.
that we're involved in this.
I do say, though, that if you have someone in mind that is not in this list, first consider if they report to someone on this list.
If someone on this list controls them.
Because if so, then I think you know where they fit in this hierarchy.
So we're going to go through these one by one.
And I know that some of you are going to think that there are things missing from here.
Others are going to perhaps think that there are things here that shouldn't be.
This is my best guess at this point.
I don't have subpoena power.
I do not have the ability to compel testimony.
Therefore, all I can do is make the best guess I can based on the data that I have seen.
First, county-level officials.
Now, there's over 3,100 counties in the United States.
And as I was once told by a friend who was in Homeland Security, when you're investigating something, especially a conspiracy, and you have competing theories, the theory with the least number of conspirators is probably the right one.
I cannot believe that there would be a conspirator in each of the over 3,100 counties.
However, I do believe that in some of the larger, more important counties, more important to the people who were perpetrating the election fraud, that in some counties, that some officials in the election office, some judges, some DAs, most likely, had to be involved in this.
So, I would give their position in this as a soldier.
They are just taking orders and they're also controlling associates below them who don't have to be read in on the whole big picture.
Now, Edison Research and Seidel.
I've talked a lot previously on this movie about Edison Research, and of course the Edison election night reporting shows algorithmic control and unexplained anomalies.
So, I believe that they're involved, at the very least, at a soldier level.
I have a question mark beside it though, because there is the possibility that a person at Edison Research was involved in the formation of the master algorithm.
So, I'm going to put a question mark there because they potentially could have played a larger role than just being a foot soldier.
Now, the voting machine companies.
Now, I've shown that the signs of the algorithm are common among the five major companies in use in the United States.
Therefore, I believe that they are just, again, soldiers in this operation, following orders to allow vote manipulation by multiple means.
You know, if you ask what the motive is, it could for some be ideology, but it also could be a profit motive as well.
Innocent until proven guilty in a court of law or military tribunal.
Next, we'll look at community organizers.
Those are the people who are... I call them the old term useful idiots.
They're recruited by the non-governmental organizations that can be controlling people like the ballot mules who are going out and doing it.
Next, I'm going to look at state-level assets, state-level officials.
Now we're getting to the point where I believe that many Secretary of State offices, a person at least in the office, may be involved, along with some governors, judges, DAs, etc.
It's the only way to explain the setup, the cover-up, So even though I say some here, I think that most, if not all, of what we consider battleground states would have had to have had a couple conspirators in them to grease the skids.
And I put them at capo, capo regime level.
They are high up in the organization because they control a lot of organizations below them.
Next, we're going to look at US NGOs, NGOs, non-government organizations.
That means they're not tied to the government, but things like CTCL, Voter Home Institute, ERIC, I could go on and on.
These are the big hitters in terms of money, putting money into different counties across the country to facilitate the voter fraud.
So as I said here, provided critical planning resources and ground troops to the effort.
And I put them at a capital level also, because they are higher up in the organization.
They control a lot of organizations below them, and a lot of people.
And I believe that they are well-versed on the plan of what is going on.
I also put them potentially in a consigliere mode, because some of them, I believe, advise the higher-ups the best way to do things.
Foreign intelligence agencies.
I'm talking about the Five Eyes type people.
I'm talking about countries from everywhere, really, that provided critical planning digital resources to the effort.
I've seen evidence of this.
We've seen evidence from China.
We've seen evidence from Italy, Great Britain, Australia.
The list goes on.
Iran, don't forget them.
They are extremely important to this operation, in my opinion, which is why I'm putting them at an underboss level, a very high level.
Now we have the DNC and RNC, Democrat and Republican National Committees.
They organize the actions of the NGOs, and they also aid and cripple candidates as they please.
I believe them to be very important in this effort, and I think they probably were equally important in this effort.
They shared the common motive, of course, of trying to get rid of Donald Trump.
So, I put them at a very high level, an underboss level.
Now, US federal agencies, you know who I'm talking about.
Coordination and coverup activities required by them and for them.
They have all the power and resources and frankly motive, again, the motive to get rid of Donald Trump.
It is my opinion that they are at a boss level, meaning if you're looking for the top of the chain, there it is.
Lastly, international entities.
I'm talking about socialist-leaning individuals and organizations, such as Open Societies Foundation, or pretty much anything George Soros touches, anything Karl Schwab touches, the World Monetary Fund, the World Trade Organization, etc.
They will all benefit from a weakened and more socialist United States of America.
Now, one thing you'll notice here is there's two bosses, two underbosses.
That doesn't happen in a crime family, and for that reason, I was having a little trouble putting this together.
And then, during one of our planning meetings, my security head, Phil, with the tremendous idea What if there's more than one?
There were five in New York, right?
That broke the logjam, and I was able to express this in two families.
So based on what I've just shown you, here is my best guess, my best opinion.
of a possible hierarchy chart of the 2020 election fraud.
The first family, as it were, was the domestic family, which consists of people who are largely Americans.
The motives for them committing election fraud are permanent control of elections, permanent control of citizens, Destruction of Trump, MAGA, and nationalism in general in this country.
And let's not forget that we need to keep forever war going for our military-industrial complex.
Then we have our international family.
Four motives for them as well.
Weakening of American influence.
It's a tightrope for them because they want to keep our economic system helping them.
But they want to limit the amount of influence and control that we have over them.
Furthering the world socialist agenda would be the second one, which is shared by many of the organizations.
And then we have destruction of Trump, MAGA, nationalism in general, and forever war for military-industrial complex worldwide.
You'll note that two of those motives appear in both lists, and that is what ties this together.
Now, I want to state right now that in this international family, you could probably extend that to numerous sub-families within different countries, different spheres of influence.
For instance, in the international family, not only do you have As I said, European influences, some of which have never gotten over the fact that we won the Revolutionary War.
And you have people like China, and you have elements in a lot of countries who were more than happy to join in, who hate us.
And never forget Iran, who I believe played a huge part in this also.
All right, so, taking what I just did, I applied it to the hierarchy of the crime families, and this is what I came up with.
In the domestic family, as it were, you have the boss being the U.S.
intelligence agencies.
I believe that they had the most motive, resources, opportunity, whole nine yards.
I believe we have enough evidence to also make a case against them.
Now, I believe that these intelligence agencies were weaponized by Barack Obama.
And I believe he still has extreme influence over them and what they are doing.
Once again, if you're seeing this and you're disagreeing, that's fine.
Let's have a discussion about this, because if we don't figure it out, well, our current Justice Department certainly isn't going to.
So it's up to us!
The underbosses underneath them would be the DNC and RNC officials.
At least a few people in those organizations.
So under that, you have your capital regimes, which are taking orders and giving orders.
Your U.S.
non-government organizations like CTCL, Vote at Home, ERIC, etc.
And you have, at that point, your state-level assets, whichever secretaries of state and DAs and whatever are compromised or willing participants as well.
And the ones that fit into the soldiers category in the domestic family would be your voting machine companies, Edison and Seidel, socialist organizations operating in America, Judges, DAs, legislators who are compromised.
Your county level assets in some larger counties.
And DNC, RNC supported organizations.
There's a number of organizations below them that are doing the will, perhaps knowingly or unknowingly, that they are actually helping to commit the crime.
Now, your international family.
I put at boss level the international entities that I spoke of.
The Open Societies, World Monetary Fund, your Soros organizations, your Klaus Schwab organizations, your Chinese-controlled organizations.
Strange bedfellows, yes, and that's why I say that this is actually probably more complicated than this.
But I think that it at least fits coherently and understandably.
Underneath them, under bosses, would be the foreign intelligence agencies.
They supplied so much help for them.
The capital regimes in this situation would be your international organizations operating in America.
And that is a very wide net.
Any liberal, international, socialist organization that is operating here in the United States was certainly available to help this effort, this conspiracy.
I mean, from the beginning, you had your international organizations pushing the COVID scare, pushing global warming.
The cause-based organizations are the ones that I'm talking about.
Then the soldiers on that would be those socialist and liberal useful idiots operating in America, community organizers and the like.
These are the ones that have their ties actually to international organizations, international companies.
And by the way, anyone who says, well, how can you put Soros into international, my reply to that is, I do.
I am convinced that there were in-country intelligence assets from these other countries which were helping the effort, helping the fraud along.
A person, including an election official, who in any election for federal office, knowingly and willfully deprives, defrauds, or attempts to deprive or defraud the residents of a state of a fair and impartially conducted election process, by a. The procurement or submission of voter registration applications that are known by the person to be materially false, fictitious, or fraudulent under the laws of the state in which the election is held, or B. The procurement, casting, or tabulation of ballots that are known by the person to be materially false, fictitious, or fraudulent under the laws of the state in which the election is held, shall be fined in accordance with Title 18, or imprisoned not more than five years, or both.
Whoever, in any matter within the jurisdiction of an examiner or hearing officer, knowingly and willfully falsifies or conceals a material fact, or makes any false, fictitious, or fraudulent statements or representations, or makes or uses any false writing or document knowing the same to contain any false, fictitious, or fraudulent statement or entry, shall be fined not more than $10,000 or imprisoned not more than five years, or both.
If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to affect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both.
If two or more persons in any state or territory, or in any place subject to the jurisdiction of the United States, conspire to overthrow, put down, or to destroy by force the government of the United States, or to levy war against them, or to oppose by force the authority thereof, or by force to prevent, hinder, or delay the execution of any law of the United States, or by force to seize, take, or possess any property of the United States contrary to the authority thereof, they shall each be fined under this title or imprisoned not more than twenty years, or both.
If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any state, territory, commonwealth, possession, or district in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same, they shall be fined under this title or imprisoned not more than ten years, or both.
whoever utters or publishes as true any such false, forged, altered, or counterfeited writing
with intent to defraud the United States, knowing the same to be false, altered, forged,
or counterfeited, or whoever transmits to or presents at any office or officer of the United
States any such writing in support of or in relation to any account or claim with intent
to defraud the United States, knowing the same to be false, altered, forged, or counterfeited,
shall be fined under this title or imprisoned not more than 10 years, or both.
I'd like to address those of you watching who have been working for years, perhaps for decades,
trying to undo the creeping tyranny that has been taking our country from us.
And over and over and over again, You try your best, and it seems that you fail.
I'm sorry.
I really am.
And that is happening to all of us, really, on some level.
But I've made the statement before that we only lose if we give up.
If we haven't won yet, then we're just not done working.
And I encourage you to reach inside for your faith in America, for your faith in God, which hopefully you have.
I wouldn't be on this journey if it wasn't for my faith.
And when I get discouraged, and no matter what I do, people aren't listening, time and time again.
They're not listening.
They're not responding.
I think of a story from the Bible.
And if you don't mind, I'm going to share it with you right now.
Then Jesus told his disciples the parable to show them that they should always pray and not give up.
He said, In a certain town, there was a judge who neither feared God nor cared what people thought.
And there was a widow in that town who kept coming to him with a plea.
Grant me justice against my adversary.
For some time he refused.
But finally he said to himself.
Even though I do not fear God or care what people think, yet because this widow keeps
bothering me, I will see that she gets justice so that she won't eventually come and attack me.
I will see that she gets justice so that she won't eventually come and attack me.
He is protecting Megan Wolfe, the administrator of the Wisconsin Elections Commission, who implemented illegal drop boxes, allowed outside money influence, and ballot harvesting in the 2020 elections.
Regular Joe here, when President Trump was recently on my show, even he was confused why Voss is protecting Wolfe.
I've heard so much about Megan Wolf and it's, like, unanimous she shouldn't be there.
And Robin Vos is allowing her to be there.
I don't understand it.
No, she should be gone.
But Vos doesn't care what President Trump thinks.

Well, I'm going to start by doing everything in my power to make sure he's not.
Voss is bad for elections, bad for Wisconsin, and bad for America.

So now we're down to it.

All right.
I've spent a lot of time here outlining the problems and giving you the evidence.
I have taken my best shot at who the perpetrators are.
Now we need to discuss ways that we can fix it.
These are my suggestions, based on what I've seen.
I believe in all of them.
Not everyone else is going to.
This slaughters a few sacred cows for some people.
If it does, I hope that they engage in a public discussion rather than an angry decryal like has happened all too often.
Some of these are going to be fairly short-term that hopefully we can put into place by November.
Others are long-term solutions.
Ultimately, what is going to fix all of these problems is you.
And me.
We have placed a tremendous amount of pressure on the government since the stolen election of 2020.
At all levels.
School board meetings, county commissioner meetings.
Everything, really.
And we have made much headway Well, we need to continue that and we need to ramp up what we're doing.
The one way that we don't fix this, and I want to be very clear about this, is violence.
The public cannot commit violence because we'd be playing, I believe, right into their hands.
Now, lawful civil disobedience is a whole other On another subject.
And that is up to each of you and your conscience.
But keep it arguably within the law.
That's my advice anyway.
If you're watching this movie, you've probably seen other information as well that has been developed by other researchers that are working.
This is all ammunition for you.
Ammunition for the front lines.
And who's on those front lines?
Your friends, your neighbors, your co-workers, the ones that haven't completely drank the government Kool-Aid and won't listen.
Any of them are your target, and you've got to get this information to them.
It is very similar to evangelism.
We have news we need to spread, and it is entirely critical and crucial news.
So, activism is going to be a necessary part of this.
The information has to go out, it has to be spread, and the message has to be sent to the government at all levels, that we know what is going on, and we are not going to stand still for it.
If you're not part of an election integrity team, or you are part of one and it's not being effective, Start your own.
Find some people who think like you do.
Or, make some people think like you do.
Might be easier than you think.
Come up with plans.
Bounce those plans off other people.
Ways that you can get this information out to the people who need to see it.
Ways that we can make the other side, and by other side I mean the ones who committed the steal, we can make the other side see that we know.
The more people that they see who know what they did, the more difficult it's going to be to pull this off in November.
We need to fix the Help America Vote Act of 2002.
While there were lofty ideals behind it, it was given no teeth in terms of enforcement.
The enforcement was left to the Attorney Generals of the states, and in my view that simply has not happened effectively.
I did a search and could find only 13 times HAVA has actually been used to do anything real.
And those were all dealing with language issues, accessibility issues, and while those are important, they do not come close to rising to the level of election fraud that we've been looking at here.
Hava needs to be given teeth.
There needs to be minimum requirements.
And there also needs to be requirements to take all sections of it equally seriously.
And that is not being done right now.
In Arizona and other states, you shouldn't even be able to certify an election unless all parts of HAVA were met by that election.
That's written into their laws.
And there are many cases where that is simply not being done, yet the elections are certified anyway.
And everyone just looks the other way.
That cannot continue.
And it's up to everybody to make enough noise to make sure that that does not continue.
The Help America Vote Verification System that I talked about earlier obviously needs completely revamped or replaced.
It's being abused.
We need to stop that abuse any way possible.
And we do that by making the system, or a new system, completely transparent.
I don't mean just how many transactions there are.
I mean who's making them.
What are the rules for making them?
Why are they being made?
We need to have a system where citizens who do not have a state-issued ID in those rare cases, we need to allow them to register to vote.
But that system has got to not only say whether they have a valid social security number, it needs to indicate if they are indeed a citizen or have been disqualified from voting for some other reason.
Without those, the system is essentially useless in what it set out to do.
Our voter rolls in the long run are going to be the most difficult part of this to fix.
The reason being, there is no way that we can keep them without using computers.
But I think from what I've shown you, I hope you agree that the way we're doing it now is not working.
It's not transparent.
It's not trustworthy.
It has way too many fake people or inactive people who find their way onto the rolls.
It feeds the algorithm.
It feeds the fraud.
So how do we fix this?
Well, I think we are unfortunately going to need some federal guidelines for minimum standards for software that holds our voter rolls.
Again, they've got to be transparent.
And by transparent, I mean completely transparent.
Right now, most states do allow citizens to request and see voter rolls and voter histories.
Some charge an exorbitant amount for that.
Thousands and thousands and tens of thousands of dollars.
That has to end.
Also, as any system which is keeping track of people and its data, There needs to be a transparent log available to the public of any time a voter is added, any time a voter is changed, any time a voter is purged.
That has to be available.
I have written systems like this in the past.
CRM systems are sometimes known as.
And when I do it, it's just a matter of course that any change that gets made gets logged.
What that change was, what it was changed from and to.
And that information then can be used for a variety of troubleshooting and such.
We need to have that.
It needs to be public.
There is no reason that it should not be.
The only thing that can make the states adhere to something like that,
I believe, is a federal mandate, perhaps in addition to the Help America Vote Act.
I don't think it will surprise you.
I think it's important to remember that we need to eliminate voting machines,
computers of all types, in our vote count process.
Thank you.
They can't be trusted.
Instead, we need to go to single day of voting, paper ballots, hand counted.
I know there's a lot of people out there who say, oh, they don't trust that we can count anymore, or they don't think that we can do it as accurately as a computer.
Well, I refute that utterly.
There are a few things that will need to be adjusted.
We have a few precincts, and really, compared to how many there are in the country, it is a few precincts that are too large to be effectively counted in one night.
Those precincts need to be broken up.
They should be broken up anyway for a lot of other reasons.
I would like to see no precinct more than 2,000 voters.
Actually, I'd like to see it 1,000, but I'm trying to be reasonable here.
If we do that, then we can hand count them in one night.
And if nobody remembers how simple the process was, I'd like to turn the clock back to the early 60s.

When we read about elections, we usually think about the obligation of citizens to vote.
At least that's what Mary Carter is thinking about.
She's moved and has to re-register if she wants to vote in the coming election.
The following morning, Mary arrives at the registration place for her precinct.
There's usually one registration place for every two or three hundred voters.
The purpose of registration is to make sure that only those people vote who are legally entitled to vote.
Is Mary a citizen?
And will she be 18 or over by the next election?
Has she been a resident of her state for one year?
Does she meet the requirements of residents in her county and precinct?
These are some of the voting requirements in Mary's state.
She is asked to swear or affirm the truth of her statements.
The registrar asks her to sign registration cards.
She signs the cards with the same signature she will use on the day of the election.
This completes her registration.
Mary is now entitled to vote in the coming primary election.
Mary votes at the same place she registered.
Voting procedures are specified by law.
Election judges and clerks are in charge of the polling place to see that all voting is properly done.
Once again, Mary must sign her name.
This signature is checked against her signature on the registration records to be sure she is qualified to vote.
Then the card is passed along to the election judge.
Thank you.
There are two ballots, one for each party.
Mary is given one of these, the ballot of the party she has chosen.
In the privacy of the voting booth, Mary will vote for the candidate she wants to represent her party.
Meanwhile, party watchers look for irregularities to prevent possible voting violations.
When Mary has indicated her choices for party nominees, she presents her ballot to an election judge and her vote is cast.
When voting hours are over, the polling place is closed and the election officials prepare to count the votes.
The box is unlocked and the ballots are taken out.
Generally speaking, only the election officials and party watchers are allowed to be present when the votes are counted.
Election officials are the only ones permitted to handle the ballots.
The election clerks mark the count on their official tally sheets.
Because regulations vary among the states, it is very important that a voter mark his ballot correctly to meet the exact requirements of his state.
When all the ballots are tallied, the votes are totaled.
The tallies from paper ballots are sent to city or county election headquarters.
Here they are added to the returns from other local polling places.
These figures are then sent to state election officials who make the final count and declare the candidates with the highest number of votes winners in the election.
By the next day the full election returns are in and Mary is eager to see what they are.
She has fulfilled her first obligation as a citizen by voting and many of the candidates she supported have won.
Mary has done her part in maintaining our democratic system by helping to elect her representatives.
The future is ours.
I showed you earlier that I was going to be a member of the House of Representatives.
I'm going to be a member of the House of Representatives.
I showed you earlier how election night reporting is very suspicious.
Votes going down, votes being switched for no apparent reason.
There are way too many of these to be explained away as operator error, clerk error.
We need an investigation from top to bottom, from when the counties send their interim vote counts, how they get to your TV screens.
The reason this is important is, from what I see, it is possible, given where they are in the vote data stream, that Edison and Seidel and Clarity could be involved in the algorithm The best way to get rid of that is to simply shine light on it.
Demand transparency.
How is this done?
Why is this done?
How did this possibly happen?
I'll make a general plea here.
We need to demand accountability from everyone.
You don't take your bank's word from it when they say you have $100 less than you thought you did.
You investigate.
You look at it.
It should be the same way.
It should be actually more important that we do that with our voting.
We can't take non-answers.
We can't accept deflections.
We can't accept, oh, that was a mistake, because there shouldn't be mistakes.
Would you accept the answer from a bank?
Oh, yeah, you have $100 less and that was a teller error.
Nothing we can do about it.
Sorry.
These things happen.
No.
Our vote is our ultimate right and we need to fight for it.
And that is what I mean by demanding accountability from everyone.
We've been doing a better job of that since what happened in 2020.
We need to keep it going.
We need to educate our voters on what they can be doing to help fight election fraud.
One.
One example I have is if someone comes to vote on election day and they're told that they already voted, then they most likely had their absentee ballot voted for them.
This is actually identity theft.
And if anyone has that happen to them, they should immediately call their county sheriff and report identity theft.
A sheriff might not want to touch voter fraud directly.
But if you claim identity theft, they pretty much have to investigate it.
And also then there'll be a public record of it, which is very important.
This, by the way, is another reason why it's best to wait and vote on election day.
If you vote absentee, your vote can be canceled out by another absentee ballot that has been cast in your name.
And in most cases, you will not know which one got thrown out.
The first one that got there will probably be counted.
I know this varies from state to state to county to county, but in general, it is a problem.
And it's another reason, as I said, to vote on Election Day.
I would like to see signs like this posted in every precinct with the number of the local sheriff or local police department, whichever is appropriate for that area.
Let's shine light on the problem.
And let's let them know that we're going to shine light on the problem.
The second thing I'd like to suggest might seem controversial.
It has been established that the voting machines have the ability to alter the images that are made from the ballots.
If you recall what I said earlier, the ballots are scanned in, and then the judging of the ballots, the votes on those ballots, are then taken from that scan.
If that scan is changed, well, then the vote is changed.
You can see an example here in very slow motion of how this could happen.
The capability is certainly there, and there is circumstantial evidence that it is happening.
Dr. J. Alex Halderman is a computer science professor from Michigan.
He and his students actually discovered this possibility.
They actually developed a software algorithm within the systems that could do this.
However, they noted that if there were any pen marks outside of the oval, that the system will most likely not switch that vote, not switch that oval.
So based on that, what I am suggesting that we do is that when you fill in your oval on a paper ballot, you draw a line from that oval to the candidate you are voting for.
It'll look something like this.
I have spoken with numerous experts in the field, and they have told me that this will not cause the balance to be
sent for manual adjudication.
A gentleman named Clay Parikh worked for many years at a testing facility which tested our voting equipment.
He has since come out to blow the whistle on this process.
I asked Clay what he thought of this idea.
Here's what he said.
The malware demonstrated at DEFCON 27 in 2019 by Halderman's grad students works by using bounding boxes.
The way they evaluate the image and identify the location of the vote cast for a race relies on identifying the selection areas, ovals in the case of your example, for each race with these bounding boxes.
They admitting to having multiple ways in which they can do this, but all rely on clearly identifying the selection areas for the race.
The mark you show above runs into the candidate's name.
If the malware went to replace and relocate that portion of the image, it would be visibly detectable on the image file.
In fact, their malware skipped these types of marked votes for that reason.
They even stated, quote, we only need to move marks we can confidently manipulate without leaving artifacts, ensure not visibly noticeable that marks have been moved, unquote.
The key to this type of malware being successful is that it can't be easily identified with examination of the image file alone.
The only way to detect it is comparing the image files to the actual paper ballots.
As you well know, most states prevent people from seeing, let alone examine, the actual physical ballots.
Image files are more easily obtained through public records requests.
So it's my opinion that your suggestion could work.
However, as you know, the malware could always be tweaked to adjust the capture area, bounding box, and accept and move those types of casted votes.
That would be more complicated, and I think would make the malware less effective.
I do think your approach is a fast and quick mitigation to this type of threat.
Our poll watchers and poll observers are going to play an extremely crucial role in the November election.

you They have to keep their eyes open for all the things that we've found and identified, and also for things that perhaps we haven't identified and things that might be new.
We know they're going to try to do some sabotage of machines, as happened in Maricopa.
Our observers need to make sure that all of the proper processes are followed to do the testing of these machines before.
We have something called a logic and accuracy test, which occurs before the election, which is supposed to prove that everything is working as it's supposed to work.
We found in Maricopa that that was not done.
And look at what happened in Maricopa.
Our observers need to be informed of what to look for, what needs to be tested, and they need to be firm, to not just look the other way, to be very, very noisy if they see something like this occur.
Then, on actual election day, our observers need to stand their ground.
In 2020, our observers and our poll watchers were pushed around.
They were bullied.
They were made to leave areas they were supposed to be in.
They weren't allowed to see things they were supposed to see.
They were made to leave the building whenever everyone else was staying.
We need to put into our poll watchers a resolve to do their jobs and not let anyone stop it.

I am as against federalizing elections as the next person.
Bye.
But it is going to take federal legislation to enable the transparency that we're going to need to both prevent and to spot election fraud.
Items such as cast vote records, ballot images, files from the tabulators, log files.
These need to be established as public documents that should be provided to citizens from public records requests for a reasonable nominal fee, if any.
The states and counties are not going to do this on their own.
Not all of them.
The only way to force them is to, again, perhaps amend HAVA or do something else with legislation that requires this transparency.
This is not an optional thing.
We not only want to fix our elections, we want to make sure that they stay fixed.
And even when we go to hand-counted paper ballots, We're still going to need the transparency of having all the records available to the public forever.
We can never trust the system again.
I am convinced that if we all do our jobs and we vote on election day in vast numbers, And we are diligent and observant that 2024 will be a lot fairer than 2020 was or 2022.
But we all need to buckle down and we all need to make that happen.
There are going to be attempts to defraud the election and we need to be ready to defend those.
There is often a very short clock for challenging an election.
So we need to be ready.
We need to be ready with legal resources.
We need to be ready with plans.
We need to be ready with the money necessary.
And that is all things that can be prepared before Election Day.
Thomas Paine said that to take away the right of a citizen to vote in a representative is to reduce that person to slavery.
All of our other rights that are enumerated for us in the Constitution are dependent upon our right to a fair election.
It is really the only redress we have from authoritarian government, from fascist government, from socialist government.
It's our vote.
Please join with me and the others to make 2024 the most fair election maybe in a lot of our lifetimes.
We can do it if we work together, if we have a plan, if we're diligent, if we're observant, if we don't take no for an answer when we have the right to have a yes.
This is the civil rights issue of our generation.
This is the biggest threat to our country that we have faced since the Civil War.
And we need to go forward with that mindset.
This is for our children, this is for our grandchildren, this is for generations way down the line who will look back and judge us if we do nothing.
