They're going to be really wanting that information and they're going to be laying it on pretty thick.

Even if she's passed away, you better tell us right away.

So, did Pima County Sheriff's Department of Deputies detain a subject during Travis Off south of Tucson?
The subject is currently being questioned in connection to the Nancy Guthrie investigation.
Live to our Chief Justice and National Affairs correspondent, Kelly O'Donnell, who is joining us now.
And Kelly, obviously, there's not a press conference that we know that has been scheduled, at least not yet from Pima County.
It is getting into the later evening there where you are in Tucson.
And as you've heard our law enforcement experts and analysts lay out, there is a potentially lengthy questioning ahead of these officials with this individual who was detained.
Yes, I think the Pima County Sheriff's Department, in saying there would not be a press conference, it's really a response to many questions and inquiries, probably from the media, because the presence of media here is very significant.
We have seen people from all the major outlets, lots of regional outlets.
There's even an international component to this because of the attention around it.
So they've probably been flooded with questions, and this is a way for them to put out a statement to give people some facts, some information, traffic stop, questioning, and also saying there isn't going to be anything to say right away.
They need time to do this work, as our experts on the panel have real-life experience with these situations.
And there may be intense questioning, there may be rapport building, there may be trying to buy some time by talking about various things, bringing in something to eat or drink, and trying to keep that individual who is being subjected to questioning, participating, cooperating.
We don't know those details.
So our viewers should not have an expectation that there's going to be some short-term next step.
This may take some time.
And if it is something leading toward a very significant answer, then that will also take time.
The span between when we knew that there were images today and when they actually became public was, in and of itself, several hours, because so much is invested in this of wanting to be sure they're checking all of the important issues that might be at play, dealing with all of the stakeholders local in terms of the county, federal officials there's.
The family has to be informed when there are developments.
So this will likely take some time and certainly in this community this is of high interest and people are concerned about not only the well-being of Nancy Guthrie but also, is there someone who is a threat in the community?
All of those kinds of questions are very real and very understandable in Tucson and in the Catalina Foothills community where Nancy Guthrie has made her home for a very long time.
What really stands out today is that after so much waiting, there were important developments today.
There were some significant new pieces of information and that's what is holding our attention tonight and it's causing us to ask a lot of good questions.
And it will take more time to get answers to those questions, but our experts on the panel really laid out a lot of what would be happening behind the scenes and what law enforcement would try to elicit through this process and, as this is happening now, there might be other tips coming in.
Of course, after one person is taken into custody, someone might feel like they have a piece of information that could be worth pursuing as well.

Somebody in a mask, somebody in gloves, somebody who is tampering with the camera at Guthrie's doorway, putting what appeared to be at one point flowers or plants over the camera.
You see that backpack on this person's back as well.
It is still not clear if the person who's been detained for questioning is the individual that you're looking at here.
I want to bring in our National Law Enforcement and Intelligence Correspondent Tom Winter, who's been among the tips of the spear here in the investigation.
Tom, tell us what you're hearing from your sources.

And of course, I am just part of a large team here, including our colleagues Andy Blankstein, who's in Tucson right now, covers law enforcement for us there, as well as my colleague Jonathan Deanst here in New York.
And what we're hearing tonight, as you've laid out there, is that a person has been detained for questioning.
No arrest warrant has been signed out.
It is possible this person could be released, ultimately not charged, and ultimately not believed to be tied to this case.
What they're doing is they're reviewing a host of information and potential evidence at this hour, including obviously that video, trying to see if this is the person in the video.
They're going to want to look for some of the things that are seen in that video.
Is it on this person?
Now that they have a person that they can question and a potential name, what they want to do here, Hallie, is they want to see, okay, did this person ever purchase these types of gloves that we're looking at on screen?
Did this person ever purchase this mask, that backpack, that jacket, that shirt, anything else, the gun, for sure?
Find all of that.
See if any of those things, excuse me, see if any of those things were actually located on this person in their vehicle, in their home.
We're trying to get all of that information.
All of that needs to be properly done through legal channels.
And so some of that can take some time.
There are exigent circumstances because we are talking about the life of our colleague, the mother of Savannah Guthrie, obviously Nancy Guthrie, but it all needs to be done correctly because if this is the person that is ultimately arrested in charge, there will now be a trial.
And so there is a complex kind of legal process that needs to be followed here.
This investigation has been rapidly unfolding throughout the day.
Started, we believe, yesterday afternoon.
We're trying to get some clarity on that as more information has come forward.
And as NBC News first reported last Friday night, investigators were looking for a vehicle to see whether or not it was connected with the case and actually had been able to get video from a local business.
In the course of doing that work, they came up with a specific vehicle description.
That description we have withheld up until this point.
We'll continue to uphold to hold back that information until this individual is charged, just in case this is not the person that is ultimately charged in the case.
But there are some similarities we are starting to hear between the two things.
So we're trying to get some more information tonight, trying to figure out all the pieces of the puzzle that may have gotten to this point in getting this person into custody.
But obviously, this investigation is robust, has been ongoing, and certainly their analysis of the video started before 1250 when the FBI director released it today.
Of course.
And I think it's worth noting here, Tom, the accelerated pace of the investigation here, because what we don't know, while we can't definitively say based on you and the team's reporting that the person we're looking at here is the same person who's being detained for questioning, you could potentially, it seems, draw a line between the release of this video,
the fact that the FBI made a concerted effort to get this out in a very public, very high-profile way, and what we have now, which is word that somebody has been detained for questioning, you know, after nine and a half basically agonizing days of having very little information.
That's exactly right.
And one of the things you want to do in an investigation like this is when you get evidence like don't worry, guys, I'm going to give some commentary after.
I'm going to let all the news kind of play out, and then I'm going to give you guys some commentary right after this.
This, they can push a suspect.
Do you want to see if there's anybody that you're looking for, if this is ultimately the person that's charged?
Did they start to get on the move?
Did they start to travel?
Did they start to do anything in the course of whatever they were up to at the moment?
Is there anything that they do at that time that helps kind of corroborate your theory or leads you to believe that it is now the time to make an arrest?
So I'm just using historical examples.
Whenever we've seen these types of videos go out before, whoever's in that video now knows: one, that video exists.
Two, that video exists of me.
And so maybe I need to do something, change it up.
Do I get on a phone I hadn't been using?
Do I start to, if somebody's under surveillance, start to act in a way either electronically or in person that would get investigators a pause to then dig deeper or perhaps take somebody into custody.
Again, all questions, we'll see if they apply to this case.
We don't know yet for sure if that will work in this case, if that is something that's been occurring, but that's the basics of what we know at this hour.
Admittedly, very little.
We just know that there's a person being questioned, and we don't know whether or not they'll ultimately be charged.
There's a lot of different facets of this investigation.
We're kind of waiting to see if those become true.
And I appreciate that, Tom, because I think it's important context here that this is a piece potentially of the puzzle.
It is not the whole puzzle because obviously we still don't know anything about where Nancy Guthrie is, Tom.
And I wonder in the course of the many conversations that I know you and the team have been having, is there anything that stands out to you, something that you've heard, let's say, again and again from law enforcement experts or analysts about the video that we're seeing here?
In other words, is there a particular thread or clue or hint that they have keyed in on throughout the course of the evening here that could be important?
I don't know because this has all happened so quickly this evening.
I mean, we got a sense.
It's currently 10.06 on the East Coast.
I would say approximately 5:30 p.m. tonight, we started to detect that there was a lot of movement in law enforcement in the greater Tucson area, that there were a number of things that we needed to start to pay attention to.
We continue to make our calls, discuss with who we needed to discuss the types of information that would get us to the point where we would report this news if it were true.
And so you're talking about five-ish hours, less than five hours when this really kind of kicked into gear.
What it is about this video that may have been helpful or not to get to a point where you feel comfortable taking somebody in for questioning, it's not immediately clear.
To me, what would be most important, just based on my experience of covering these cases and the dinners, the cheeseburgers, the hours on the phone, what was it that made the case for you?
It's if they could find on this person any of the things that we're looking at.
The multiple sets of gloves.
I think everybody thinks there's multiple sets of gloves.
That gun that sticks out so very clearly.
Is the mask there?
You're looking at the gun there on the photo.
The backpack.
If it's all together that's there, that's going to be incredibly powerful evidence.
It will obviously give them confidence that they're keying in on the right person.
If they've found that, how much they've found of that, we just don't know, Hallie.

Let me bring in our NBC News law enforcement analyst, Evie Pomporis, who's joining us now.
Evie, you heard Tom lay out a myriad of things that law enforcement analysts and experts have been looking at that investigators would presumably be looking at.
So I'll put the question to you: what stands out to you from this?
And as you have capably sort of brought us inside what that questioning would look like of this individual, what would the next step be?
Well, look, let's kind of build a little bit of the framework of what the questioning would look like.
Local authorities take them into custody.
Now, typically, if it's being done, I don't want to say right, but a certain way, you would want to have a representative from the local authorities.
Also, maybe an FBI law enforcement official.
You want a primary and secondary in the room.
You typically don't want to do criminal investigations by yourself because your secondary is going to pick up things that you miss.
It's actually a lot of work to interview someone, to read them, to assess them, to ask questions, to note: are they telling me the truth or not?
Did they actually answer my question?
Or am I going through a list?
So it's a lot of work.
So having a secondary in there is going to pick up the things that you miss and you play off.
I also want to highlight that the first interview is the most important interview.
A lot of times people think, oh, you can go back again and again.
And I will tell you through my own experience, that first one is where you want to try to get the bulk of information.
When you go to the second, or third, or fourth, your chances of getting good information go down.
I mean, it tanks.
So we're looking at potentially: is this person a suspect or are they somehow connected to the suspect?
In addition, we were talking about warrants before.
You know, there's something simple you can do sometimes as an investigator: consent.
Hey, do you mind if we look through your house?
Do you mind if I look through your home?
Do you mind if I look through your computer?
They can give you consent.
And you know what?
Sometimes they do.
So that's not lost on me as a former interviewer.
Now, if they don't, you want to work those back channels if you can, if you've got enough probable cause to get those warrants, to get those search warrants, because I want to be looking through your devices, through your search history, through your home while you're being interviewed, because then we can corroborate information.
I don't want to do it after the fact.
So hopefully, I would suspect that these two things are happening simultaneously.

That way, the interviewers in the room can take breaks, take a walk out, find out if any new developments happened, go back in there.
And again, the other thing is: is that person there voluntarily or not?
You know, are they going to stop that interview?
But if you can build rapport, keep them talking, create an environment that's low-key and low-stress.
Although, as investigators, you're high-stress, right?
You want to find Nancy.
But at the same time, if you've got a person and you think they're correlated or tied directly to this case, you need to keep them in that room.
You don't want game over once they walk out or once they say they're walking out or they're done talking to you.
It really shuts everything down.
So it's really, really important that you handle this carefully.
You can't just go in there and just bombard people.
And then it can completely blow the case up in your face.
Evie, I'm going to ask you to stand by as well as we bring in our Chief Justice and National Affairs correspondent Kelly O'Donnell, who was live in Tucson for us, Kelly, where we had seen, as expected, a fair amount of activity.
Federal officials, Pima County, have suggested, hey, they'll have folks going out door to door.
The investigation would be continuing.
Then earlier today, we obviously got the drop of images that we have seen that we have been playing here.
That individual in the mask, in the gloves, going up to the camera.
Give us a sense of what it's like on the ground tonight at this hour evening, obviously, where you are.
Well, obviously, there has been a lot of that activity after the images were made public.
The outreach to the public is a big part of this.
Putting together a website to give people access at their fingertips, on their phone, on their home computer, the office tomorrow.
They can look at the information that is assessed by the FBI as a way for the public to learn what's happening in the investigation and a way to contribute tips or information.
Obviously, a lot of that centers right here in Tucson because that is where the crime happened.
That is where Nancy Guthrie has had her life and family.
This is home for them.
Is it a case where whoever is responsible for this is from this area?
We don't know the answer to that yet.
There's also been a broader outreach across several states with billboards going up with information, her photo, the phone number.
That's been a part of this.
And now there is work that's happening involving a few officers or sheriffs, deputies at a time going to areas where there might be an opportunity to learn something.
Commercial businesses in the area that is not too far from where Nancy Guthrie lives.
To describe her home as we have as being particularly desert-like in the sense that it is so dark here at this hour of night, no streetlights, none of that.
There's also a lot of vegetation that blocks some of the visibility for neighbors around this.
But she is not far from a thriving business area where there is a lot in terms of bright lights and shops and gas stations and all of those things.
So she's tucked into.
And guys, just so you know, I'm getting ready to, I'm going to give you guys a very in-depth analysis of this conflict.
We're going to cover it.

And now, what I will say when it comes to kidnapping cases, right, just to give my little two-piece on this, from what I understand, at least from what I last reported, the family was trying to get signs of life and they didn't get that.

Anytime you don't get signs of life, that's a big problem, right?
You can make the argument, well, she could be alive.
It could be that just the kidnapper is worried about being traced, being identified.
We live in an interconnected world.
You know, just because they didn't get proof of life doesn't necessarily mean that she's dead.
But just from my experience and me understanding how kidnappings typically go down, unfortunately, most of the time, you are not going to get the person back alive.
As much as I hate saying that, this is just one of the ugly realities about kidnapping.
Very rarely do kidnappers kidnap people to actually get a ransom and stick through to it, right?
And the reason why, simply put, is because when you kidnap someone, you bring a lot of law enforcement attention to you.
We're talking the FBI is going to be on the case automatically.
We're talking about the state police is going to be involved in the case automatically.
We're talking about the local police from which you kidnap the person are going to be involved automatically.
We're talking about the county sheriff's office is going to be involved of where you kidnap them from immediately.
So cases like this automatically draw an all-hands on deck approach, okay?
Because kidnapping overlaps with so many different jurisdictions.
That makes sense.
So like the reason why the feds get involved is because there's, you know, whether it covers state lines or not, you can reasonably infer that state lines are going to be crossed just due to the nature of trying to evade law enforcement during the process of kidnapping.
So a lot of the times kidnapping cases, though, most, okay, so a lot of kidnapping cases, they'll start at a state level.
So like the state police or the sheriff's office will be like the lead, kind of, and they'll rely heavily upon FBI resources, right, to assist.
And the FBI will be involved as well, a lot of times from the onset because these cases tend to be high profile.
We know the FBI is with cloud chasing.
And we also know that there's a high likelihood that it's going to affect interstate nexus.
And there's a high likelihood that they'll be transported somewhere else.
Also, in this interconnected world that we have with the internet and phones, et cetera, all of that can be used to justify interstate nexus as well.

The reason why murder for hire cases go federal a lot of times is because you utilize a phone a lot of times to conduct a conspiracy.
So state or local sheriff's office or local PD typically leads it from the beginning.
And then the FBI is involved in the entire process, giving their resource, giving manpower, et cetera.
And then if there's a angle, right, to take it federally, nine out of 10 times, the state will give it to the feds to take.
Because at the federal level, we're talking about A higher likelihood of getting convicted.
We're talking about an AUSA that's not going to be as overworked as an ADA.
We're talking about stiffer penalties.
We're talking about these guys doing 80% of their time bare minimum.
There's no parole in the federal system, right?
So this is why these kidnapping cases are worked this way between all the different agencies.
And when the smoke settles and the guy's captured, that's when they all get together and figure out how are we going to charge this?
What's the best way?
And if there is a federal opportunity, most of the time the state will be totally cool with the feds taking it.

Unless you got a very aggressive ADA that's going to push and go hard.
But most, you know, jurisdictions won't have an issue with giving it to the feds if it gets to that point.
But going back to my original point here, there's going to be a very slim chance that this woman is going to be found alive.
She's been gone for about damn near two weeks now.
I don't know if proof of life has been established from the last report I saw roughly a day or two ago.
They had still not received proof of life.
And a lot of times, you know, these guys that are kidnapping, right, if your goal was to get money, you can get money in far more discreet ways.

Like, because, okay, if you're going to kidnap someone and your goal is to get ransom, right, which is basically just making money illicitly, like most crimes, there's other ways that you could go about it that aren't going to bring national fucking attention to you and the full brunt of U.S. law enforcement, right?
So if you're kidnapping someone, there's going to be a very, and this is why they end up dead most of the time, because it isn't about the ransom.
It's not about the ransom a lot of times.
It could be, I just want to kill this person.
It could be the thrill.
It can be a multitude of different reasons.
But what I'm saying is, it's typically not the money, like they might say, right?
So that's what leads me to believe.
Well, that's why most of the time in these kidnapping cases, the person is not brought back alive because it was never about the money.
Even though the criminal will lie to police and say it is about the money.

Also, crooks will often say, I want a ransom to cover the real intent because it buys them time.
Because typically they'll say, ask for some crazy amount, and the family has to go through the process of getting that money.
That buys them time to, you know, get rid of the body, you know, move somewhere, you know, travel interstate, whatever.
You know, and I don't want to be like the bear of bad news or whatever, but I'm giving you guys a more, I guess, pragmatic look at the situation where if it was about the money, this is one of the stupidest ways to go about it.
And a lot of the times, saying that they want a money or a ransom is just a cover to give the kidnapper more time to either A, evade detection, or B, dispose of the corpse.
Because when you have a murder case, right, not having a corpse or a weapon makes it significantly harder to prove murder.
Significantly harder.
Outside of some like crazy forensic file type shit, not having a body or a murder weapon is extremely difficult to solve.

A police-initiated public alert was issued as officers responded.
The alert was canceled at around 5:30 p.m.
Once police determined there was no outstanding suspects and no ongoing threat to the public.
As part of the initial response, officers entered the school to locate the source of the threat.
During their search, police located multiple victims.
The individual believed to be the shooter was also found deceased from what appears to be a self-inflicted injury.
Okay, so the shooter killed himselves as usual with these suicide, with these mass shooters.
Six additional people, not including the suspect, were found deceased inside the school.
Two victims were airlifted to hospital with serious or life-threatening injuries, and a third victim died being transported.
All remaining students and staff have been safely evacuated, which was about 100 people.
Police are working closely with the school district to support a coordinated reunification process for families.
Approximately 25 others are being assessed and treated at the local medical center for non-life-threatening injuries.
As the investigation progressed, officers identified a secondary location believed to be connected to the incident.
Two additional victims were located deceased inside a residence.
Police are conducting further searches of other homes and properties to determine whether anyone else may be injured or otherwise.

It covers actually quite a large area.
Tumblr Ridge, a small community.
In addition to that, Chetwin, Dawson Creek, also included in this RCMP saying that all of these areas, particularly Tumblr Ridge, is in a shelter in place.
Do not leave your homes and do not go to the school unless directed to do so.
There are two schools in Tumblr Ridge.
There is the secondary school as well as the elementary school.
And according to the school district website, there is a lockdown and a hold and secure in place for the two schools.
What we know from the latest RCMP press release, they are saying that the original suspect is believed to have been found dead.
They are right now working to confirm whether or not there is a second suspect in this.
And according to the initial active shooter alert, that active shooter was described in that alert as being a woman, brown hair, wearing a dress.
They are also working to determine whether there are injuries, whether there are victims in this.
We have confirmed with a Stars Air Ambulance out of Grand Prairie that they have dispatched an air ambulance to Tumblr Ridge, but there is no word yet at this point whether or not there has been anybody airlifted.

Well, that, you know, just talking about Tumblr Ridge and the fact that I say it's a small community, we're talking about a population of about 2,400 people here.
So it is very small.
There are just the two schools here that we're talking about.

So in terms of one person being dead, has that been confirmed by the RCMP?
That is confirmed that this suspect in this is believed to have been found dead, yes.

They're working to confirm that as well, working to confirm whether there have been injuries in this victims in this.
