It's seen as these people who were kind of insiders within, let's say, the CIA, FBI, Pentagon.
They maintain influence regardless of political shifts.
They're there, no matter what.
And the term became popular in discussions with covert actions.

But it dealt with covert actions against political leaders.
Like, for example, the set of federal judges, the judiciary, the old DOJ, that's the deep state.
That's operational.
Those are the people who were there, the people who were appointed, the people who are nominated, the people who basically provide this.

This overlaps with the concept of deep state, but it focuses more on external influences that control or steer government actions behind the scenes.
Lobbyists, special interest groups, NGOs, private corporations, intel contractors, media elites, they manipulate the government.

Those are the type.
The shadow government is described as having ties to, normally, financial institutions, credit institutions, and the like.
