And also, if you have just stumbled onto this video and you've not watched our content before or aren't familiar with some of the things that we're going to be talking about, I'm going to be talking about, like I say, some of the amendments the World Health Organization is going to be making to one of the major documents that forms international law on health preparedness and solutions to health crises that happen.
In the member states of the World Health Organization, which makes up about, I think, 194 member states there.
If you hear this, if you hear any of these proposals, and just think to yourself, well, that doesn't sound too bad.
I mean, they just want to keep us safe.
Please remember that these proposals will not remain in the abstract.
they will not be administered by unthinking robots and computers.
There will be actual people administering these decisions from top to bottom, and those people will have their own agendas, they will have their own biases, they will have their own opinions, and they will have their own ideas on how things should be done.
So please remember, no matter how nice something sounds on paper, when it comes out into the real world, the likelihood is it will not resemble that original abstract idea at all.
Anyway, let's move on to it then.
So what are they amending?
What is the World Health Organization amending?
And I do also have to thank Vicky for sending me through some of this information.
Vicky's one of our behind-the-scenes people.
She sent me through a lot of this and said we should probably talk about it, so thank you to her.
So the International Health Regulations Provide an overarching legal framework that defines countries' rights and obligations in handling public health events and emergencies that have the potential to cross borders.
They are an instrument, it says here, of international law that's legally binding on 196 countries, including the 194 WHO member states.
It says, it continues to say here that they create rights and obligations for some countries, well, for countries involved, including the requirement to report public health events.
So, for instance, this would be like COVID from three years ago.
Bloody hell, it's three years ago now.
Can you believe that?
Feels like it's just gone like that, doesn't it?
Turn the world upside down.
The regulations also outline the criteria to determine whether or not a particular event constitutes a public health emergency of international concern.
At the same time, the IHR require countries to designate a national IHR focal point for communications with the WHO to establish and maintain core capacities for surveillance and response, including designated points of entry.
So that would be designated points of entry to countries like airports and such.
Additional provisions address the areas of international travel and transport, such as health documents required for international traffic, and they also introduce important safeguards to protect the rights of travellers and other persons in relation to the treatment of personal data, informed consent and non-discrimination in the application of health measures under the regulations.
I doubt that.

So it says as well, it's the governments are responsible, including all of their sectors, ministries, levels, officials and personnel for implementing IHR at the national level.
And the WHO plays a coordinating role in IHR implementation and together with its partners helps countries to build capacity.
So for the time being...
Right now, the WHO, as far as I'm aware, is basically like an advisory body.
They can advise countries to do certain things, but the countries don't actually have to.
Obviously, during the COVID pandemic and the crisis that went around there, it became very clear to most people that the WHO was...
Played a much bigger part in the global affairs than just that of an advisory board.
And what we're going to see as we go along is that a lot of the changes they're going to be making to the documents that we're going to be looking at are basically just going to be formalizing the changes that were informally put in place during the COVID-19 pandemic, which will make it so that the governments are basically completely subordinate to the World Health Organization.
And it's going to lead to things like...
Social credit scores, I would imagine.
It's going to lead to digital IDs because they outright explicitly say that that's what they want to implement in the documentations.
But I'll carry on here just to finish off.
In the preparedness, they talk about how the WHO's support focuses on the priority needs identified by the WHO regional and country offices in order to help each country meet its IHR commitment.
So each country involved in this has their own WHO regional and country office, which means that within each of these countries, even if they don't want to do something and wanted to keep the information away from the World Health Organization, because they know the World Health Organization is going to force them to do something they don't want to, they've basically got organizations already set up there who can spy on they've basically got organizations already set up there who can spy on them, communicate with all the other member states, yada yada Let's carry on.

They say here is secret negotiations for pandemic treaty have been taking place this week.
So they've been taking place through the 9th through the 13th of January, so today is the very last day of the negotiations of the proposed pandemic treaty, and the document that I have access to Is the one that's going to be looking at the different proposals for changes in the documents that they already have from the 2005, like I say, the International Health Regulations 2005.
That's the document that they're changing.
I'll read a bit of what's going on here and then look at the document to confirm that what they're saying is true.
Yeah, the International Health Regulations Review Committee of the World Health Organization is planning to meet in secret from Monday, January 9th, 2023 to Friday, January 13th, 2023.
The IHRRC will be working to finalize what is now a 46-page document that includes proposed amendments to the International Health Regulations.
The proposed amendments would, and this is where we get some of the very dangerous changes that are going to be made to it.
But basically, like I say, the sad thing is, as bad as all of these changes are, they will just be formalizing changes that have been going on in the way that the world is governed, because we have increasingly been working towards globalization.

And looking through the document, that is something that has gone all the way through it.
Every single change that you see in relation to where they've crossed out a public health crisis has been changed to say potential to impact public health or potential to have a public health crisis, which means we can just make it up.
We can just decide.
People have started to get the sniffles.
This has the potential to impact public health.
Literally anything could have the potential to impact public health.
For instance, climate change, at least the way that they advertise climate change to us, could have the potential to impact public health if it's starting to get sunnier.
Oh, we don't want people going outside as much because there's a greater risk of skin cancer, etc., etc.
Going to have to lock you down for safety precautions.
That's how it's going to go.
Number three, it will seek to remove respect for dignity, human rights, and fundamental freedoms of people, which is included in Article 3.
Now, once again, human rights as understandable organizations governed by the UN, like the World Health Organization, is basically just a post-hoc explanation for why they're allowed to go into foreign countries and invade, like Afghanistan and Iraq, where you need to protect dignity, human rights, and fundamental freedoms of people, whereas really what we want to do is put down...
Organizations and governments that aren't happy with America, etc., etc., but it's what they're replacing it with that I think is the important part here, because, as you can imagine, a lot of this language is going to get changed from the idea of human rights, which, as much as they don't really exist, at least are paying lip service to the idea that governments have certain barriers that they're not able to cross, right, when you're dealing with them.
Governments aren't allowed to do this.
The whole point of rights is the truth.
Government can't do that.

Well, they're replacing it with dye.

Number four, it will give the general director of the WHO control over the means of production through an allocation plan for health products to require developed states' parties to supply pandemic response products as directed.
That's in Article 13a, which, looking through the document, is a completely new article that has been added in there, basically just to say that if you, as a member state, have productive capabilities to be able to send off all of these resources to foreign countries, you're going to do it.
Whether or not you actually have the resources spare, no, you've got the capability to do it, you're going to do it.
Number five, give the WHO authority to require medical examinations, proof of prophylaxis, proof of vaccine, and to implement contact tracing, quarantine, and treatment.
Number six, institute a system of global health certificates in digital or paper format, including test certificates, vaccine certificates, prophylaxis certificates, recovery certificates, blah, blah, blah, blah.
So, alongside a few weeks ago, I covered with Stelios, we covered the online harm safety bill, which is basically just saying you're going to need your digital ID to access certain websites and go on the internet, because otherwise there's a chance that children could be harmed, which sounds like a nice idea on the face of it.
The same as all of this sounds like a nice idea on the face of it, but it will be how it's applied that is going to really count, and I do not trust anyone.
Anybody that we have at the moment to apply this fairly or in any kind of objective way, it will always be in the case of promoting elite interests.
Number seven, redirect unspecified billions of dollars to the pharmaceutical hospital emergency industrial complex...

Number eight, allow the disclosure of personal health data.
Number nine, greatly expand the World Health Organization's capacity to censor what they consider to be misinformation and disinformation.

And number 10, create an obligation to build, provide and maintain IHR infrastructure at points of entry.
Once again, this is basically so they can have their own little organisations, their own little outposts in each country to keep an eye on people.
And we'll see as we go through the document just how intrusive that will end up being to nation's sovereignty.
But anyway, let's go into the document itself.
And we can see here, like I say, it's the article-by-article compilation of proposed amendments to the International Health Regulation 2005.
And let's read through some of this.
So if we scroll down, so the proposed amendments are struck through if they're removing it, emboldened, underlined, if it's something they're adding to it.
The first one that I noticed was in the Article 1 definitions.
For the purposes of the International Health Regulations, the term standing recommendation means, and you can see they've crossed out non-binding advice, is no longer non-binding.
Which suggests to me that this is just purely a document that is not advice anymore.
This is just, you're going to get your orders handed down to you from upon high by the World Health Organization.
If you are a member state of the World Health Organization in the UN, you are going to have to adhere to this, or you're probably going to face sanctions, you're probably going to face fines, all sorts.
I think that's everyone except North Korea?

Therefore, like I say, they're giving themselves carte blanche to do whatever they want.
They will, of course, sell it to you under the auspices of keeping you safe, Keeping you healthy.
But I contend that safety and health and other such things are not the only virtues that we should be living by.
They are not the only metrics by which to judge human happiness, human well-being, and human flourishing, etc., etc.
And therefore, the idea that we have to centre the entirety of society around keeping you safe and keeping you healthy...
And not even you keeping yourself safe and healthy, the government, a large global organisation doing that, is ridiculous, unfair, and I also just think it's partially demonic when really we all know that this will be massively abused, and it's basically just being put in place to formalise the system that we're already living under, sadly.
And they also say that they will avoid unnecessary interference with international traffic and trade, livelihoods, human rights, and Equitable access to health products and healthcare technologies and know-how.
So they are once again formalising the idea of equitable access to health products.
So you've seen it.
I've seen it.
We've all seen it.
Lots of articles, lots of documentaries talking about the inequitable ways that certain health practices are distributed among populations of different ethnicities and genders and such.
Black people have to spend this much extra time waiting for appointments than white people, etc., etc., This is, once again, just a formalisation of can't have that, need to change your entire system, turn it upside down.
Well, they tried to change it in, what was it, the Boston Heart Disease Unit.
They decided that too many black people had heart disease and were dying of it, so they just stopped treating white patients more commonly.
This will solve the problem.

And like I say, Article 3 on the principles, we can see right there, the implementation of these regulations shall be crossed out with full respect for the dignity, human rights, and fundamental freedoms of persons, and instead replaced with, based on the principles of equity, inclusivity, coherence, and in accordance with their common but differentiated inclusivity, coherence, and in accordance with their common but differentiated responsibilities.
So it's just, we're going to, taking into account their social and economic development.
So the ESG score type management, where everything has to be sustainable in one way or the other, and inclusive, governed properly, etc., etc., is just going to, this is just once again formalization of woke principles so that they have an extra room to control you.
Because this is not respecting people's freedoms, this is not respecting people's cultures or way of life, this is just forcing in the extremist, leftist agenda, as always.
If I wanted to show someone how extreme these people are, I mean, that would be it.
That bit where they're just like, cross out human rights and fundamental freedoms of persons and replace it with die.
Once again, as I say, with the UN and other such organisations, these principles have never been anything but lip service in the first place, but at least they felt that they had to pay lip service.

But, I mean, my only hope with documents like this is that either if you are watching this and you have any kind of institutional power to be able to try and fight back against it, that you're able to, to mount legal battles against it, or just the very practical basis of being able to apply all of this in a realistic time frame and within realistic...
Just being able to realistically and practically apply all of this I hope is beyond the capabilities of any human being or organised group of human beings, but if this all passes through then I guess we'll just have to see, because this could fundamentally change the way that our society is structured.
And they've added number two, the state's party shall develop and maintain capacities that implement the regulations in accordance to their common blah, blah, blah.
So once again, we're just going to make sure to implement plenty of infrastructure in there that means you can never escape this paradigm.
And this is the part where they introduce digital IDs, because as you see here, actually, no, if we carry on, number three, where was it?
No no no, I'm just looking through my own document.

Yeah, so basically a lot of this is going to be implementing digital IDs.
If we go on to Article 4, which is the responsible entities, so they say each state party shall designate or establish an entity with the role of national IHR focal point and the authorities responsible within its respective jurisdiction for the implementation of health measures under these regulations.
The WHO shall provide technical assistance and collaborate with states parties in capacity building of the national IHR focal points and authorities upon request of the state party.
So there we are.
We're establishing a new centralized power within your country, whether you want it or not, because these guys are going to be ones handing down orders from on high.
And if we skip to Article 12 as well, we can see this is the part where it talks about the determination of public health emergency of international concern.
And they say here, if the Director-General considers, based on an assessment under these regulations, that a potential or actual public health emergency of international concern is occurring, the Director-General shall notify all states' parties and seek to consult with the state party in whose territory in the event, blah, blah, blah.
And may, in accordance with the procedure set forth in Article 49, seek the views of the committee established under Article 48, here and after the Emergency Committee.
So they're going to set up an Emergency Committee, which will presumably be set up entirely with yes-men, so they can make it seem as though this Director General has some kind of democratic mandate.
The people want to be able to do this, and I can prove that because I have a committee of people, the Emergency Committee, who care about you, the people out there, Who all agree with me.
It's the idea of, you know, trust the experts as always.
And in paragraph 6, they've added a new paragraph 6, they say here, and this is really scary, where an event has not been determined to meet the criteria for a public health emergency of international concern, but the Director-General has determined it requires heightened international awareness of a potential international public health service,
the Director-General, on the basis of information received, may determine at any time that So this just says we can set up safety precaution lockdowns.
Whether or not we have any evidence to say that it's justified, if it doesn't meet the criteria, but I feel like it.
I feel like it could be dangerous.
Therefore, lockdown.
And the guy that they're saying would be in charge of as Director General, isn't that the guy?

And in Article 13, where it talks about the public health response, there is a particular part in here under Section 4, if you want to scroll down to it, where it's talking about how, you know, we're going to set this up so that if we say that there's an alert, we're going to send it through all of the states and they're going to have to go ahead with it.
And they say here, this is a new added part, where they say, when requested by the state party, the WHO shall provide information supporting such an offer.
The state party shall accept or reject such an offer of assistance within 48 hours.
And in the case of rejection of such an offer shall provide to the WHO its rationale for the rejection, which the WHO shall share with other states' parties regarding on-site's assessments in compliance with its national law.
A state party shall make reasonable efforts to facilitate short-term access to relevant sites.
But what that part is saying, if you don't want to do what we say you have to do, you have to write us up a grovelling apology for why you can't do it, and then we're going to send it to all the other states' members where they will scrutinise it.
So we are going to struggle session sovereign nations into doing what we want if they don't want to.

If we go to Article 13a, which is the WHO-led international public health response...
They say on part four of that, upon request of the WHO, states parties with production capacities shall undertake measures to scale up production of health products, including the diversification of production technology transfer and capacity building, especially in the developing countries.
So, we just get to dictate what you do with your productive capabilities.
If you have the means of production, you will be forced to do what we want, because remember, from Article 1, none of this is no longer...
all of this is no longer non-binding.
This is binding, if you are part of this organisation.
There's the digital vax passes are introduced in Article 23, if we scroll down to that please, John, wherein it says the health measures on arrival and departure, and this will be between states.
So, number one, subject to applicable international agreements and relevant articles of these regulations, a state party may require for public health purposes, and this is where they've added the new part in, whether in paper-based or digital format on arrival-departure, information concerning the traveler's destination so the traveler may be contacted, information concerning the traveler's destination so the traveler may be contacted, and information concerning the traveler's itinerary, blah, blah, blah, if they are required under these regulations, Once again, this is the new part that's been added in.
Documents containing information for a lab test in digital or physical format, including documents containing information on a laboratory test for a pathogen and or information on vaccination against the disease, including those provided at request of the state party in digital or electronic form.
