| We're going to dive into the continual coverage around Russia and Ukraine. | |
| That's not the only thing we're going to cover today. | |
| There's a lot of other news stories that I think that are being, let's say, covered up because of the fixation on Russia and Ukraine. | |
| And don't get me wrong, Russia and Ukraine, the story matters. | |
| When a superpower invades a small country, that should be something that we talk about and that we dive into, especially the ramifications and the implications here domestically. | |
| But there's inflation. | |
| There's questions about domestic markets. | |
| There's questions about our porous southern border. | |
| There's a lot going on here. | |
| We're also going to dive deep into the preview of Biden's State of the Union address tonight as he gives his first State of the Union address. | |
| But I tried to find some commentary of what Joe Biden has been doing the last couple of days. | |
| Now, we know he's not a leader. | |
| We know he's no Teddy Roosevelt trying to broker peace as Teddy Roosevelt did between the Russians and the Japanese in the early 1900s, which won him a Nobel Peace Prize. | |
| But where is Joe Biden exactly? | |
| There's a very simple solution on the table that is almost a stars aligning once-in-a-generation solution that is almost too good to be true. | |
| And it's not just a solution to the Russian-Ukrainian situation. | |
| No, rarely do you get an opportunity to end a war, punish your enemies, help your own country, create jobs, prevent future wars, all without firing a shot or providing a missile. | |
| Now, what would that solution be to end a war, punish your enemies, help your country create jobs and prevent future wars? | |
| So it's very simple. | |
| If Joe Biden was a leader, which he is not, if Joe Biden loved the country, which he does not, if Joe Biden was competent and his group of people around him were not environmental fanatics, he'd be in Paris right now. | |
| He'd not be in Paris touring the Louvre or having a nice time with Emmanuel Macron. | |
| He'd be having an emergency meeting, and the emergency meeting would be very simple. | |
| This is what a leader would do. | |
| This is what a Churchill would do. | |
| This is what a Maggie Thatcher would do. | |
| This is what a Reagan would do. | |
| Biden is none of those people. | |
| He'd have a meeting and he'd say to every European country: listen, we are going to be your sole provider for liquid natural gas, LNG. | |
| You can count on us. | |
| Turn off the pipelines to Russia, buy it from us. | |
| We have the Permian Basin, the Marcellus Shale, and the Bakken Shale in our country, amongst many other deposits, depositories. | |
| We will open up offshore drilling. | |
| We will allow hydraulic fracking. | |
| We are going to open up what we in America have. | |
| We're going to sell it to you as a discount versus what Russia is giving you. | |
| Turn off the pipelines of Nord Stream 2. | |
| And instead, we're going to focus on energy dominance. | |
| Energy dominance is our peace card. | |
| Joe Biden has a peace card in front of him. | |
| He has a card he can play that can broker peace. | |
| It's very simple. | |
| He can say to the European Union and NATO allies, we can provide it for you. | |
| But why is he not doing that? | |
| Why are we still buying 500,000 barrels of oil a day from Russia? | |
| We're sanctioning Russia and we're trying to crush their economy. | |
| Okay, you invade a country, there should be a cost for that. | |
| But why wouldn't we do the thing that also helps our own country? | |
| You see, sanctions, by definition, hurt the recipient, but they could also hurt the person that is brokering it. | |
| But a rational question and a logical question should be: why are we not using the card at our disposal that could also create jobs here at home? | |
| Well, here is why. | |
| Radical left-wing environmentalists are to blame. | |
| It's that simple. | |
| And guess who is funding the radical left-wing environmentalists? | |
| Russia. | |

| Lawmakers cite evidence that Russia colludes with U.S. green groups to block fracking. | |

| So Vladimir Putin is giving money directly and indirectly to the very same forces that keep him strong. | |
| Everything about Vladimir Putin's strategy hinges on the strength of the United States environmentalist movement. | |
| Everything. | |
| Putin knows that as long as there are people in Congress that do not want to use our amazing assets at our disposal, he has leverage and he has power. | |
| Now, Putin made a little bit of a strategic miscalculation. | |
| And there's a lot of that kind of narrative on cable TV, which is Putin is not doing as well as he wants to do. | |
| That's probably true. | |
| We don't know how deep that is. | |
| But here's what we do know: we do know that Putin thought Germany would remain somewhat neutral because of Nord Stream 2. | |
| There is an opening right now for Biden to put aside his ideology and be prudent and prioritize the well-being of the nation. | |
| There's an opportunity right now for Biden to look at things as they are, not as he wants them to be. | |
| Solar panels everywhere and wind farms in every backyard. | |
| No, no, no, no. | |
| Right now, we have the technology. | |
| We have the assets. | |
| We have the oil and natural gas. | |
| Use it. | |

| She served in the Trump administration. | |

| And it's an open secret in America for decades. | |
| Environmental groups have funded the campaigns of Democrats and pressured them to ban fossil fuels. | |
| These same environmental groups relentlessly attack President Trump as anti-science and enemies of the EPA. | |
| So we have Russian-funded green groups that have captured the entire White House. | |
| Now, we would call that Russian collusion, but that just sounds a little bit too cliche. | |
| When Jensaki was asked directly, and by the way, Biden is not answering any direct questions about this. | |
| If this was Trump, he would be out there directly answering questions. | |
| For better or for worse, he'd be out there. | |

| There's two pieces of tape here that I want to play. | |
| Let me play the longer one. | |
| Okay, so let me do a little bit of a lead up before Cut 39. | |
| It's her on George Stephanopoulos. | |
| And you can imagine the kind of calisthenics, the kind of, let's say, linguistic sort of dodging she has to do because she has to try to hate Vladimir Putin while also pandering to the far left-wing environmental groups that are funded by Vladimir Putin. | |

| Senator Tom Cotton is coming up on the program next. | |
| He says the United States should be doing more to crack down on the Russian energy sector. | |
| Here's what he had to say. | |
| How about we impose those sanctions, but we lift all those restrictions on the production of American oil and gas so we can start drilling on federal lands again and putting out new leases so we can reopen the Keystone Pipeline, which would bring more oil into America every day from Canada than we import every day from Russia. | |
| President open to those proposals? | |
| Well, first, George, I think on the energy sector, the way that the President Biden has approached sanctions is we want to take every step to maximize the impact and the consequences on President Putin while minimizing the impact on the American people and the global community. | |
| And so energy sanctions are certainly on the table. | |
| We have not taken those off, but we also want to do that and make sure we're minimizing the impact on the global marketplace and do it in a united way. | |
| I would say that the congressman's recommendations there, the Keystone Pipeline, was not processing oil through the system. | |
| That does not solve any problems. | |
| That's a misdiagnosis or maybe a misdiagnosis of what needs to happen. | |
| I would also note that on oil leases, what this actually justifies in President Biden's view is the fact that we need to reduce our dependence on foreign oil, on oil in general, and we need to look at other ways of having energy in our country and others. | |
| One of the interesting things, George, we've seen over the last week or so is that a number of European countries are recognizing they need to reduce their own reliance on Russian oil. | |
| So I'm not sure we agree with that assessment of what needs to happen, but energy sanctions remain on the table. | |
| What the heck was that? | |
| I mean, first of all, Tom Cotton's a senator. | |
| Yes, the Keystone XL pipeline is an oil pipeline. | |
| It's not a pipeline just the, yeah, we're going to transport air. | |
| No, actually, it's an oil pipeline. | |
| And if you completed it, it sure would help our energy dominance and our partnership with Canada. | |
| And she's all over the place here. | |
| She's like, well, energy sanctions aren't off the table, but we want to make sure we protect the consumer. | |
| So what is she really saying here? | |
| She's saying that temporarily, oil prices will go up if we put energy sanctions on Russia. | |
| She's correct. | |
| But that's only if you don't do the second part of the dance, which she doesn't want to do. | |
| Well, we want to help the American consumer. | |
| But we also want to stop having dependence on foreign oil, but we really don't want to actually have dependence on American oil because I don't want to make the Sierra Club really mad at me and AOC might tweet something mad at me. | |
| I'm just going to keep on saying random words until I filibuster and I'm Strom Thurman, actually Jensaki. | |

| A lot happening in the world right now that we want to get to, and actually a lot happening in our country. | |
| There is a report that Russia is contemplating carpet bombing parts of Ukraine. | |

| There are some reports today that the Ukrainians could consider targeting inside the territory of Belarus since many of the missiles and fighter jets are taking off from there. | |
| Now, if this happens, Lukashenko, the leader there, says that carpet bombing is a possibility, not only in this city, but across Ukraine. | |
| The devastating toll on civilians would be incalculable. | |
| Play cut 41, Kaylee McEniny reacts to the report that carpet bombing threats, and there are reports that Putin is losing his mind. | |
| So we have presented the binary choice yesterday, and we're going to do it again. | |
| It's either Putin has a strategy here of allying with China or he has completely and totally lost it. | |

| You hear of carpet bombing and just your heart sinks. | |
| And you couple that with what we know: that a veterans rehab facility was shelled, a maternity hospital was shelled, schools have been hit, nurseries have been hit. | |
| And then you couple that with the reporting from NBC that there's a U.S. intelligence assessment that says Putin's been exhibiting unusual bursts of anger and that he might see his only option way out of this is doubling down on the violence. | |
| We certainly hope not. | |
| So there's an important question here, which is why is Putin able to do this? | |
| Well, it's obvious because their structure of government is fundamentally different than our own. | |
| And this is one of the benefits of having checks and balances. | |
| And that's also one of the reasons why I support that if, hey, Americans want to go into war with Ukraine, they want to supply weapons, then have Congress authorize it. | |
| Put forward a clean bill in front of Congress, pass a bill saying how much you want America to be involved in Russia or Ukraine or whatever, whether it be weapons or whether it be supplying Ukrainians' arms, have Congress vote on it. | |
| It should not be done unilaterally. | |
| Now, separation of powers and checks and balances are an insurance policy against a president losing their mind. | |
| Putin acts alone. | |
| He is a dictator. | |
| He is a despot. | |
| Any form of, let's say, any mirage that Russia has, a check and balance, it's all a basically hangover effect from the Soviet Union. | |
| Their democracy is a joke. | |
| It's not a democracy. | |
| It's not even a constitutional republic. | |
| It's loosely a federation. | |
| It's an empire run by one man who's able to do what he wants to do when he wants to do it. | |
| Now, when you have a system of government that has checks and balances, you're supposed to be able to hold those types of people accountable. | |
| And this is something that we actually have in common with Russia. | |
| Russia has a leader that is declining mentally, and America has a leader that is declining mentally. | |
| Thankfully, though, we have two other branches of government that can hopefully hold them accountable. | |
| The issue, though, is the emergency use authorization of the War Powers Act, which I think was 1973, 1974, where presidents can basically get into wars very quickly. | |
| So people are saying, look, the American people want to get involved in the conflict in Ukraine. | |
| And look, I have a lot of friends that are Ukrainian. | |
| Mikey and our team, his fiancé is Ukrainian and their whole family is Ukrainian. | |
| They're like the greatest people ever. | |
| And Joseph Bondarenko, who wrote a phenomenal book, is Ukrainian. | |
| They love America. | |
| They love freedom. | |
| All the Ukrainians I've met are awesome. | |
| They're entrepreneurial. | |
| And so I get that public opinion is moving in that direction. | |
| I am obviously very, very war-wear and do not want to get into a conflict that could entangle us further. | |
| But let's do it the right way. | |
| If you want to get involved in Ukraine, if you're listening to this, you're like, hey, Charlie, it's a moral obligation for us to get involved in Ukraine. | |
| Okay. | |
| Then let's get a clean bill in front of Congress and do it the right way. | |
| Let's have them go stay up all night. | |
| Have Congress go through committees. | |
| What I'm trying to say, though, is let's do this intentionally, constitutionally. | |
| Joe Biden signing a couple papers and doing it unilaterally would be a mistake. | |
| So look, what I'm saying is if you're listening right now, we get a lot of emails from people and a lot of messages from people. | |
| Charlie, we have to help Ukraine. | |
| It's a moral obligation. | |
| I'm not exactly there. | |
| I don't see it that way. | |
| I think Putin is a thug and I think Russia is trying to tempt us into a war. | |
| But you know what? | |
| Maybe you see something I don't see. | |
| Maybe fighting alongside Ukraine, a very corrupt country, albeit clumsily trying to go in the direction of democracy, maybe it's the right choice. | |
| Why is Congress not involved? | |
| That's the question. | |
| Whether it be the supplying of weapons or military reconnaissance or technology, this cannot be done with just one branch of government. | |
| Congress has the power of purse and the power to declare war. | |
| So they have a major war. | |
| To debate in Congress would allow for public debatant input. | |
| Now, this is what I think is hilarious. | |
| Someone said, we don't have time for Congress to act. | |
| Wait a second. | |
| If you can impeach a president in 24 hours or less after what happened on January 6th, you can debate in Congress before we send stinger missiles into a conflict with a nuclear-armed nation. | |
| If you can impeach the 45th president of the United States basically overnight, When there were so many facts that we did not know, there were so many things that were moving, you can have Congress then put themselves into the position we put them as the people's representatives and then go back and run on with their constituents. | |
| Yes, I voted to get into a conflict in Ukraine. | |
| No, I did not. | |
| Justify it. | |
| Congressional authorization is instrumental. | |
| Now, one of the reasons why public opinion is moving is because the Western press has decided to go all in on the cause of the Ukrainian, let's say, government. | |
| Now, I think there's an important distinction. | |
| Zelensky is super corrupt. | |
| Some of the Ukrainian people that are throwing Molotov cocktails, they're so underarmed. | |
| They're so outgunned. | |
| My heart goes out for them. | |
| It really does. | |
| That just kind of the normal everyday Ukrainian citizen that is rising up and trying to fight for what they believe is correct, which is some form of a representative government. | |
| I sympathize with that. | |
| Play Cut 26 is one of the reasons why American public opinion is shaping and moving. | |

| Well, we were talking with my husband. | |
| What should we do? | |
| And there were two scenarios. | |
| One is to escape and survive. | |
| Another one is to stay and take the battle. | |
| And we decided to stay. | |
| And what is going to happen? | |
| The worst happened to us in both cases. | |
| This is that we can die. | |
| And we decided that we can die anyway. | |
| So let's just use the time that has lapsed. | |
| Now, she's very articulate. | |
| She's very articulate, very persuasive. | |
| Now, I'm sure she's genuine. | |
| However, my skeptical, cynical antennas kind of raise a little bit. | |
| She always has perfect cell reception in the bunker, and sometimes she's holding a child. | |
| But look, maybe it's all legit. | |
| And why am I skeptical for Media Matters watching? | |
| Because in war, the information propaganda side is sometimes curated and designed to elicit empathy and sympathy. | |
| We know that Snake Island and the ghost of Kyiv were largely false propaganda pieces. | |
| Okay. | |
| Why is public opinion moving? | |
| Well, it's because Putin continues to double and triple down. | |
| Let's go to cut 38. | |
| Now, new information from our national security correspondent, Jennifer Griffin. | |
| A senior defense official is telling Fox that 80% of those pre-staged Russian troops are now inside Ukraine. | |
| And the Russian military convoy heading toward Kyiv is not making any real movement at this point. | |
| We can watch this by satellite, obviously. | |
| And that's because of Ukraine's resistance. | |
| And again, we talked about the smog of war. | |
| We talked about the uncertainty behind all of this and how some of this is true, how some of this is not true. | |
| It does seem definitively that Russia has a 40-mile convoy, a 40-mile convoy stretching back from Kyiv. | |
| Ron DeSantis had some pretty sharp words for Vladimir Putin. | |
| Let's play that cut 30. | |
| This is a guy who's basically an authoritarian gas station attendant, okay, with some legacy nuclear weapons from the old Soviet Union. | |
| Their whole society is hollowed out except for that energy. | |
| And so if you want to hit them, hit them at the gas pump. | |
| Hit them with energy. | |
| Hit him at the gas pump is exactly right. | |
| If you want to declare war and supply weapons, go to Congress. | |
| If you want to actually end the war and broker peace, which is an Article II, Let's say responsibility, commander-in-chief, you are responsible for diplomacy and for brokering peace. | |
| Then open up the American energy entrepreneur. | |
| This entire Russia-Ukrainian debacle has exposed the fraud and the quasi-treason of the American green energy movement. | |
| They are literally doing Russia's bidding, literally. | |
| He has an opportunity to create millions of jobs, supply Europe with LNG. | |
| It could be a massive stimulus right now. | |

| Hillary Clinton on Rachel Maddow says Putin has physical or mental problems. | |
| Interestingly, she never says that about our current president. | |

| Whether or not this has turned into some kind of physical or mental problems that he either had or has in some way come down with, we don't know. | |
| But his behavior is dangerous and it's dangerous to the future of Russia. | |
| So in more ways than one, we are seeing the entire bipartisan national security apparatus unite around this sort of talking point. | |
| Let's go to Mitt Romney here, where he says there has never been a clear picture of good versus evil. | |
| Let's play, whichever one that is. | |

| Look, this is one of the greatest demonstrations of good versus evil that we've seen during our lifetimes. | |

| But how anybody, how anybody in this country, which loves freedom, can side with Vladimir Putin. | |

| And it just makes me ill to see some of these people do that. | |

| I don't know who he thinks is siding with Vladimir Putin, but it's no one that I know. | |
| Joe Biden has an opportunity to end this conflict, punish his enemies, help his country create jobs and prevent future wars, all without firing a shot. | |
| Energy dominance is our Trump card, is our peace card. | |
| It would end this thing immediately. | |
| Putin thought he could break up Europe. | |
| He thought Germany would side with him because of Nord Stream 2. | |
| Biden should be in Europe giving guarantees that we will support and supply LNG. | |
| There are millions of jobs and billions of dollars of wealth that could be created in one meeting. | |
| We could be a net exporter of something for once. | |
| But the current regime is uninterested in that because of ideology. | |
