And they've decided to do almost nothing.
And so we're going to explore that.
Also, as we say in a very somber way, not in a celebratory way, the rule of law as we once knew it is unfortunately over and dead.

I want to begin today by talking about the rule of law.
The rule of law is the bedrock of American society and a free society.
The promise of human equality as articulated in the United States Constitution is that all people will be treated the same under the law regardless of your skin color or your background or your need.
That we are not going to make need-based arguments under our constitutional republic.
Special accommodations will not be given if you are able to make a more emotional plea.
Now, we know that's not the case.
We know that throughout history, the rule of law in our constitutional republic has disappeared.
It's evaporated.
It's vanished.
It's actually been vaporized.
And so the question then becomes, what will govern you?
What are you going to live under?
Are you going to live under the rule of law or live under the rule of man?
The rule of law, by definition, which is the written constitution that we have, the written constitutional republic, means that you are being governed by things that do not change.
It is in writing.
It's a reference point.
People know what to expect.
People know that if you burn down a building, you go to jail, unless you're protesting for St. George Floyd during Floyd-Palooza.
You assault a police officer, you go to jail, unless you're doing that during Floyd-Palooza.
You see, the idea of the rule of law is that if you do something, you're going to have to pay for it.
This creates incentives, and this creates penalties, this creates consequences for action.
The entire constitutional system that we live under is a series of agreed-upon laws, measures, and principles that make sure you, as the citizen, which means co-ruler in Greek, co-ruler of this country, know what to expect, that you're not going to be living in a sea of uncertainty, chaos, or confusion.
It's supposed to be built on universal truths.
The United States Constitution being the greatest political document ever written and the longest-lasting constitution of its kind, it stood the test of time because it was not written for the times.
It was written to stand the test of time.
It was an analysis of human behavior.
And as we see this breaking news over the weekend, we ask ourselves the very serious question: Do we still have the rule of law in America?
Do we still have the rule of the written universal truth?
Do we still have the rule of the eternal principle?
Well, this weekend, the head of Department of Homeland Security, Alejandro Mayorkas, admitted on Fox News Sunday that 10,000 to 12,000 Haitians have been released into the interior of the United States.
He said it could even be higher.
The number that are returned could even be higher.
We do follow the law as Congress has passed it.
We know that's not true.
Mayorkis is saying, oh, we're following the law.
No, you're not.
The Secretary said the administration will make determinations whether they will be returned to Haiti based on our public health and public interest authorities.
But it says here that 12,000 have now been released into the interior of the United States.
And 12,400 have been given a little certificate saying, you got to go see some immigration judge.
You think they're going to come back and do that?
They're going to come back and see the judge for their hearing.
Mayorkas said on Fox News, I wouldn't call this a flood.
Now, statements like that do violence to the English language to say that 12,000 Haitians is not a flood.
You see, if we were governed by the rule of law, not the rule of man, if we were governed by the universal principles that if you break into a country, you will be deported quickly, this wouldn't even be a question.
And of course, if the southern border was filled with 12,000 Hungarians, Biden would have scolded them and said, go back to where you come from, go back to Budapest.
Instead, we are governed by carve-outs, exemptions, and special treatment.
We have this new way of looking at immigration policy in our country of open border immunity.
If you are a potential Democrat voter in a category that is preferred by this regime, you'll get preferred and perpetual legal relief.
But if you're Cuban, Mayorkis says don't even try coming here.
Why?
Because Cubans vote Republican, obviously.
80 to 90% of Cubans are voting Republican as they come here.
They get less Republican as they get older.
Biden wants to make sure the political demographics are in alignment with the future of the country that he and his regime want.
Department of Homeland Security continues by saying in this article that at any point there could be as many as 30,000 migrants coming into the country.
Governor Greg Abbott responded saying the United States Constitution itself requires that the President and the federal government secure the sovereignty of the United States of America, including the states in the United States of America and the Biden regime has abandoned any pretense of securing the sovereignty of either Texas or the United States by having these open border policies that you so well articulated.
He was talking about the interview that he was in.
They've created a magnet that led to these massive groups of Haitians, Haitians, as well as other groups that are coming here for one reason.
They're going to allow them across.
12,000 Haitians are now your fellow citizens.
Did they earn it?
Did they come here the right way?
Did they apply?
Did they wait in line?
No, they were given a special exemption of open border immunity because Biden and Mayorkis, Harris, Valerie Jarrett, Ron Klain, even though Valerie Jarrett's not technically in the government, we all know she's calling the shots, Ron Clain, what they see is political upside.
300 to 400 pregnant women, potential people to get on government assistance, bring them all in.
Rule of man or rule of law.
So what's that to say for the next 100,000 people that are coming into the country?
Let them all in.
And rough estimates show that Biden has added 1 million new illegals into the country since he has become president.
A tough realization for people to hear that they don't want to hear.
And I said this at an event in Texas in Houston last week.
I said the rule of law is dead in our country.
And some people disagree.
They say, Charlie, the rule of law will always be alive.
So you think that our leaders are actually following what's written in the Constitution?
It's become a laughable reference document that will be used at their ease and their convenience when they want it and ignored at every other turn.
We are no longer a nation of laws.
We are a nation of political will.
What does that mean?
20 years ago, our world changed.
Regardless of your views, the fact remains that we lost thousands of lives that horrific morning on September 11th and over the past 20 years since.
Brave men and women in our first responder communities answered the call and rushed into the unknown as we watched in horror as the morning unfolded before our eyes.

Special exemptions, carve-outs, and favors.
Immunity is given if you are a third world citizen and you want to come into America to potentially vote for Democrats.
Democrats will do whatever you possibly can to let you into the country.
And so let's go to cut seven, where Mayorkas says, look, 10,000 or 12,000 Haitians have been released into the United States and more could follow.
Basically, to the whole third world, we want you here unless you're Cuban.
Now, if you're Cuban, don't you dare come here, even though Mayorkas himself is a Cuban.
Maorkis does not want Cubans because they could be Republicans.

You say that 12,400 will have their cases heard by an immigration judge, and another 5,000 are being processed by your department.
Mr. Secretary, of those 17,400, how many have been released into the U.S. and how many more potentially could be released into the U.S.?
They're released on conditions, and approximately, I think it's about 10,000 or so, 12,000 have been released.
Yes.
So they're released on conditions.
What does that mean?
They're given a piece of paper that says show up to a court date in 2037 to some judge that they don't even speak the language for.
And here's the other thing.
He is not executing deportation raids of these people, so there's no enforcement of it.
And then for the pregnant women, they have anchor babies.
And so once the anchor babies are born, they're tied to the land.
Well, you can't deport an illegal woman with one child.
The child didn't choose that future.
Do you see how this works?
Instead, they should be deporting on the Port-au-Prince, which they, of course, will not do.
Now, if I have to go to a major event, they force you to be tested.
They ask for a vaccination card.
But again, since the rule of law is dead and has been dead for quite some time, and it's been this, quite honestly, distraction of a fixation by so many people to act as if what judges actually say matter, which the left knows that's not true.
They know that it's a nation of political will, which means you must create action to change the law.
So in cut five, American citizens must be tested for the Fauci virus, but Haitians, they're not tested for COVID because we want them here, Mayorkas says.
Cut five.
Do we know who has tested positive if people got sick, any kind of symptoms among this group of 15,000, you said?
Yes, so we did not, we do not test that population of individuals.
We do not know.
I do not know, I should say, if I may be perfectly accurate, I do not know whether anyone was sick with COVID.
Yeah, don't test the migrants, but your three-year-old in school has to wear a mask.
Continues by saying, actually, let's go to cut.
Actually, we'll play cut three in a second.
I want to build this out a little bit.
And so this regime is salivating at the opportunity to be able to remake the demographics of this country.
Now, we've been calling for Texas to secure the border, to find the Haitians and deport them themselves.
Governor Abbott of Texas says his state is now implementing a policy where anyone crossing the border will be arrested and jailed for trespassing.
Now, these are two different things.
First of all, with all due respect, Governor Abbott, if you now say you have this authority, you said you did not have this authority nine months ago.
So what changed?
I'll tell you what changed.
Political will change.
You want to get re-elected?
That's what changed.
You want to get re-elected, so now all of a sudden you are willing to do what we on the Charlie Kirk show have said for quite some time because we are living in a post-constitutional America.
We don't celebrate that.
We don't enjoy that.
We don't want to live in a post-constitutional America.
I wish I lived in the free society I grew up in.
That society is dead.
We are now in a society of political will.
Are you going to do what is necessary to save the country, or are you going to sit idly by and act as if the Constitution is still valid, which has been invalidated by half the country, aka Democrats?

As opposed to catch and release, Texas has imposed a policy where we are going to arrest and jail people who come across the border for trespassing into areas into the state of Texas.
Not good enough.
Deport them yourself and find every single one of these Haitians and get them out of the country.
Create a confrontation with the federal government.
Make the federal government march in federal agents, which they will not do because the agents do not have the will themselves to go confront the implementation and the enforcement of the law.
While I'm pleased to hear that Governor Abbott is implementing a policy where anyone crossing the border will be arrested and jailed for trespassing, what he's basically saying, he's admitting that every single illegal that has crossed into the country since January is on his watch and his responsibility.
He was not doing this in March.
He was not doing this in April.
He was not doing this in May.
He's doing this now because he's up against some very serious threats in the Texas gubernatorial primary, where political pressure is making him now do the right thing.

I'm going to dive into this just a little bit more.
Just to give you an idea of how planned this invasion is of our country.
Biden is planning to bring in about 10 times as many refugees as he will brought last year, the State Department confirmed.
So for in 2022, he wants to bring in 40,000 refugees from Africa because we don't have enough Elon Omar energy going on here.
15,000 East Asian refugees, 10,000 Europe and Central Asian refugees, 15,000 Latin American and Caribbean refugees, 35,000 Near East and South Asian for 115,000, 125,000 total.
Not to mention the 1.3 million green cards we give out automatically, plus the 1 million, plus anywhere between 1.5 to 1.8 million people that are let into our country illegally.
And according to Brandon Judd from Breitbart.com, Biden has added nearly 1 million criminal illegals to the United States in eight months.
The massive catch and release operation ensures that border crossers and illegals are released into the United States with only notices to appear in an immigration court or notices to report to the immigration and customs enforcement.
Brandon Judd writes that 600,000 border crossers are in addition to the more 300,000 illegal aliens the Department of Homeland Security says.
And of course, as we've said, anywhere between 12 to 15,000 have now been released into the United States, Haitians, and they've just been given preference.
Remember, we played this last week, and boy, did the media hate this.
Oh, my goodness.
They were coming after us like crazy.
Connor texted me, Charlie, you're trending, LOL.
I said, yeah, it feels the same as if Cut 18, we're going to get to it in a second.
This feels exactly the same when I'm not trending, or when I am trending, I'm not trending.
I don't have Twitter.
Connor has Twitter, and so it works out nicely.
And so Julian Castro, remember Julian Castro, one of the Castro brothers from Texas, not the Castro brothers from Cuba.
I know it's easy to confuse them.
He brags that because of this refugee, because of the open borders, because of the changing demographics, Texas will change.
Now, if you dare say out loud what the other side says out loud, they call you a white supremacist floating a white replacement theory.
But Julian Castro himself says that Texas is going to become a blue state because of the changing in racial demographics.
Now, this is not going as planned because Texas Democrats have now lost the Rio Grande Valley, at least temporarily, because legal Hispanics are really upset with the flow of illegals coming into their country.
With that being said, though, there is some truth to what Julian Castro is saying, where he says, look, we just need to make Texas basically Nicaragua, and then we get to be in charge.

In a couple of presidential cycles, you'll be on election night.
You'll be announcing that we're calling the 38 electoral votes of Texas for the Democratic nominee for president.
It's changing.
It's going to become a purple state and then a blue state because of the demographics, because of the population growth of folks from outside of Texas.
Because of demographics.
He says it out loud.
So basically, he's saying in a celebratory manner, he's predicting, he's trying to tell the host on CBS, this is back in 2013, right, Connor?
So this is eight years ago.
He is saying that Texas will change because demographics will change alongside of it.
Now, I will say, many of their demographic projections have proven to be wrong, not just politically, but otherwise.
But there is some truth.
There is a moving average of truth.
And this matters so much because a Republican can never win the White House again without Texas.
We know this, obviously.
It's self-evident in a variety of different ways.
And so you take Arizona, for example.
Arizona has changed dramatically because of the flow of illegals that continue to come into Arizona, that continue to domicile themselves, specifically in Tucson and then in Phoenix as well.
But if an election is determined by 10,000 votes in Arizona and 9,000 votes in Georgia and 60,000 votes in Pennsylvania, yes, the 12,000 Haitians that then have children, that makes a significant difference.
These things add up and they add up quickly.
And so a million votes is an enormous Democrat advantage.
And you want to know why California continues to go in a death spiral?
Immigration has played a massive role in this.
Did you know that only 27% of people in the state of California, 27%.
So in a state of 36 million people, that would be, let's see how good my math is.
That would be about almost 9 million people.
Fact check me on the math, Connor.
That 9 million people in California, 8 or 9 million people out of 37 million people in California were not born in the United States.
As Victor Davis Hansen says, do these people believe in the American story?
Do they know what Iwo Jima is?
Do they know who Abraham Lincoln is?
Do they even speak English?
Probably not.
I was just flying out of Houston Intercontinental Airport this last weekend, and I heard more Spanish kind of announcements than English.
And I'm not saying that people that speak Spanish deserve any less human dignity.
That's dignity.
That's, of course, not the point.
That's a sloppy, stupid accusation that they throw at people that actually want a unified language, where English should be the official language of the United States.
Do you know what it creates?
It creates more segregation, not less.
It creates more confusion.
And all of this goes into this war, this persistent and dare I say, pathological war on white men in this country.
And there is a clip that we're going to get cooked up here, and I want to play the entire clip.
It's a two-minute clip, and it happened at Arizona State University, where at Arizona State University, there were two white men, one with a Bass Pro Shop hat on, one with Don't Blame Me, I Didn't Vote for Biden shirt, that were approached by a black woman harassing them relentlessly for being in the multicultural space for simply being white men,
demanding that they leave the multicultural space, saying that whites do not have a culture, that your whiteness is infecting this campus.
And these white men handled it rather well.
But the most incredible part of this entire segment that happened is that it was the black activist that recorded this and posted it as if she was proud of the fact that she was harassing two white male students at Arizona State University based solely on their skin color.
Julian Castro says that Texas is going to change because the demographics are becoming less white and more Hispanic.
That's him saying that.
That's not us.
Joe Biden said something very similar in a speech a couple years ago.
Now, never would I say that a specific skin color correlates to a specific political outcome.
Some of the whitest states in America are actually some of the most liberal states in America.
For example, Vermont is one of the whitest states in America, and it's one of the most liberal states in America.
Let's be fooling ourselves where all of a sudden you bring in people from a completely different culture, regardless of skin color, that do not share your language, do not share the idea of what it means to be an American.
So I want all of you to listen to this clip very carefully.
Is this the whole clip, Connor?
Because when you send your child to college, first of all, this is the type of nonsense that they have to experience, and where people being harassed simply for not looking a certain way.
You see, the bargain of the Civil Rights Act was that, hey, if we pass the Civil Rights Act, we are going to be colorblind.
We are going to be no longer caring about race.
And what happened as an opposite of that was that we became more race conscious, not less.
And so here's Majorkis saying that we're going to have 12,000 Haitians released into the interior of the United States, and more could follow.
Over a million illegal aliens have come into the United States in just eight months.
And the other side says out loud, well, this is very simple.
This is about politics.
That we need to keep these borders open because it benefits us.
And so I'm going to ask the question I asked again at the beginning, which is: is it the law that's governing us or the man or man that's governing us?
And that's something that Governor Greg Abbott and the people of Texas need to realize, that the federal constitution and their willingness to enforce it is dead and has been dead for quite some time.
Democrats created sanctuary cities in Portland, Seattle, Chicago, and New York.
They ignored federal law when it came to cannabis in Colorado, Nevada, and Oregon.
The enforcing of the law is now going to fall on the shoulders of the states.
The states are now going to have to take their rightful position, no longer be a passive participant in this failed national project.
And it is a failed national project.
It's a failed national project because we have an administrative state, the Department of Homeland Security, that cares nothing to actually enforce our borders.
The states created the federal government.
The federal government did not create the states.
So what does that mean?
It means the states were sovereign well before this federal compact was sovereign.
Start doing something about it.
Find every single one of these Haitians, knock on their door as a, hi, I'm a Texas Ranger.
You're going home.
Find them and do that.
What's the federal government going to do?
Play this out.
What are they going to do?
Write a letter?
Because that's what we've been doing.
They're going to back down.
In fact, you'll have Border Patrol and DHS agents applauding the state of Texas for doing this.
The admission for conservatives to say that the rule of law is largely dead is very tough because the rule of law in a conservative worldview is sacrosanct.
The rule of law is something that we treasure, we hold near and dear.
But instead, it is this question of political will.

Let's go to this right here, Arizona State University.
If you have a child or grandchild you're sending to college, this is what they might be experiencing.
Two, I think it was two black students that came up and started harassing two white students for the color of their skin, where all of a sudden the oppressed, alleged oppressed, becomes the oppressor.
Is that interesting how it works?

You're making this space uncomfortable.
I'm uncomfortable.
But you're white.
Do you understand what a multicultural space?
It means you're not being centered.
White's not a culture?
No.
No, it's not a culture.
It's white is not a culture.
Say it again to the camera.
You think whiteness is a culture?
This is insane.
So anyways, this is the violence that ASU does, and this is the type of people that they protect.
Okay, this white man thinks he can take up our space.
And this is why we need a multicultural space.
Because they think they can get away with this shit.
Every single part of the campus centers you.
This is the only space that you're not centered and you're still trying to censor yourself, which is peak white cis male bulls.
Oh, you're not racist.
You are racist.
Your sticker is racist because police, that's a job.
You can choose to be a police.
I don't choose to be black.
Okay?
No, you can choose to be a cop.
You can choose to kill people with a badge and you're protecting that shit, which means that you're racist.
So Arizona State, that's just a small flavor of the video.
By the way, these two white men were just minding their own business, doing homework.
And these two black women came up and started harassing them, as you just heard, and demanding that they leave the multicultural center based purely on the color of their skin.
So now we have, and just, I know this is a surprise for a lot of adults out there, but there are plenty of black-only dormitories, black-only learning centers on campuses that they want to have their own area to learn.
It's so funny.
Arizona State University, which is such a fraud.
They really are.
They've become so terrible.
And Arizona State University releases a one-paragraph thing.
The dean of students is aware of a disagreement between a handful of students that was captured in a video circulated on social media.
The dean of students' office will be discussing it with all involved.
ASU is a community of more than 100,000 people from all 50 states and 150 opinions.
Differences of opinion are part of the university experience.
The university expects respectful dialogue between students and all engagement.
Oh, I'm sorry.
Wait, first of all, why do you have to discuss it with the white kids?
What did they do wrong?
And let me be clear.
Could you imagine if a couple black kids were just eating and white kids came up and said, blackness is not a culture.
Get out of here.
What is wrong with you?
Get out of our own area.
Do you think that Arizona State University would say, disagreement is a part of the university experience?
What a fraud.
Be very careful when you send your children to college.
You may never see them again.
