I think it's clear and obvious for everyone watching this hearing today that Hunter Biden is terrified of strong, conservative Republican women, because he can't even face my words as I was about to speak to him.

Dr. Fauci fully believed in creating or enhancing viruses using the gain-of-function research or that capability in order to create vaccines.
And this is a shocking thing to think about.
The average person or most doctors practicing, you know, every day in their doctor's offices are blown away at the fact that you would create or enhance a virus in order to create a vaccine to fight it.
The risk is so high.
And what's shocking to me is back in 2012, he actually wrote a paper about it and wrote about the scenario that a pandemic could get released upon the world.

Turning now to the funding fight that you mentioned, there's a lot of frustration.
Members, you have raised concerns about the deal that was cut.
The deal, of course, cut between Speaker Johnson and Chuck Schumer.

And the reason is, is that we have an emergency.
And the emergency is that we have a Speaker of the House that has lost his way.
And there are many people on the right that are trying to help him out and assist him.
But if that assistance is not taken, then, hey, we may be under new management here shortly.
Honored to have Marjorie Taylor Greene in as Congressman from Georgia.
Congressman Greene, and by the way, we're going to do two things here.
We've got Congressman Greene.
Russ Vought's going to join us to talk about his Twitter thread on the one-year CR.
We've also got Rosemary Jenks, and Rosemary Jenks has a brutal analysis of what Lankford and the Republicans over the Senate have been done about this.
I just wanted, before I go to Russ, a couple things we're going to go through today.
You've led the interrogation or the questioning of Fauci under oath behind closed doors for two days.
You have a vaccine injury committee meeting you're holding tomorrow with McCulloch and others.
You have been, started the impeachment of Mayorkas.
You, yesterday, Hunter Biden ran from you about the contempt hearings for oversight and the oversight meeting was amazing.
You've been the leader right now on not one penny for Ukraine.
Not gonna happen, fight that.
You've also been, hey, either shut the border down or shut the government down.
And now you're in the middle of the speaker fight because yesterday you joined, I think, the other 11 or 12 to stop the rule.
So you've thrown down hard on, we've got to get serious about this, we have to have a change of management.
Let's get Russ Vought in here for a minute.
Russ, I've got Congressman Green here, and I know she speaks for a lot of folks right now.
They're quite upset.
You've got either a middle way or... Remember, this audience, the Warren posse, the guys on our side up in the House, we hate the word CR.
We hate it, right?
It's emblematic of all the problems we've got now.
And so when someone like you that people revere come out on a Twitter thread last night and say, Hey, I think the only solution we've got here is a one year CR.
Can you walk us through that?

Sure.
And I just want to be very clear.
I hate CRs too.
And that's because almost all CRs, except what I'm proposing, is to take the previous year's spending level and just continuing it.
But we have an anomaly right now in the situation that we find ourselves in.
And that is that we are under a debt limit deal that was negotiated by the Democrats and Kevin McCarthy.
And as a result of that, there are caps in place that if you extend the current loss spending and there's the final appropriations bill of the year.
So it has to be a full year bill.
It can't be one of these short term CRs.
That will trigger a $73 billion cut to non-defense spending, and non-defense spending alone.
And there's a reason why that is.
It's because they were generally trying to hide spending that both parties had agreed to.
And so to make the bill, the debt limit, look artificially lower from a fiscal responsibility perspective, they set the cap too low.
Now, that wouldn't have been an issue if Kevin McCarthy was still the speaker for them, but he's not.
And as a result, think of it as a light switch.
This light switch would trigger a 9% across the board cut to non-defense spending and non-defense spending alone.
And right now, I'm one of the biggest critics of Mike Johnson right now.
He is bowing to the fear of a government shutdown within his own ranks.
I think he should stand up to that fear like Congressman Green would have him do, but he's not.
Right now, the only thing that you could probably get passed in a small, slim majority is something that would be called a continuing resolution, but would have the effect of a $73 billion cut across the board.
And the Democrats know this.
This is why they were so desiring to sign onto the bill that Johnson has put forward, which, by the way, would be $100 billion more Then what was agreed to by Kevin McCarthy.
And so that is a hundred billion dollars more than a continuing resolution.
So you get a sense for why the Democrat, this is the main threat that the Democrats know and are preparing for.
And if we can get conservatives comfortable with it, it would be a major coup d'etat and it would give him a chance to, to, to go in a totally different direction.
But I understand where people.
I hate the notion of a CR, but this is a different CR.
It is also, to be clear, it is not the Thomas Massey 1%.
They're totally different.
This is a full year unlocking of an across-the-board $73 billion that trigger is already in law for a set of historical, recent, contextual reasons that I've already discussed.

Let me just do some math so people can understand this, if I'm correct.
If you've got the discretionary spending, you've got the defense budget, I think it'll be at $800 billion around there, the non-defense, $73 billion would roughly be a 10% cut in discretionary non-defense spending, roughly, is that what you're saying?

Correct, it would be a 9% cut.
And defense, because what they did was, you know, they set the cap for defense higher, And so you're, if you extend defense and obviously you and I would like to go lower on defense, but if you extend current law for defense, that's going to come in below their statutory cap.
That is not the case for non-defense because in non-defense they had this, this, this cap that they set because they wanted it to appear low.
So they sent it at $704 billion and they had this whole plan.
We call it the side deal.
that they were going to spend outside the caps and that was going to be able to be secured in the presence and person of Kevin McCarthy.

They never thought they'd be here, so what they did on this, they didn't really think Okay, one thing I gotta make sure the audience understands, because this is going to get to the heart of the problem with Speaker Johnson.
You just said something that I think is shocking people.
Walk us through the math of why Johnson's proposal he signed on is a hundred billion dollars more.
He's been so played by the Democrats, it's shocking.
How did he get to a situation, and show me the math, And back to the $100 billion increase.

$100 billion more than the continuing resolution, not $100 billion more than the agreement that McCarthy negotiated.
Right.
Right.
So again, it gets back to this.
They set the caps.
Their design was to set the caps so that they could appear to their conservative members that they were doing some historic deficit reduction.
They weren't.
So he has agreed to this arrangement with Schumer that is $100 billion more than a continuing resolution would be in terms of the across-the-board cuts.
So that would be $1,564 trillion.
He has agreed to a spending level of $1.659 trillion.
So again, you hate CRs, I hate CRs.

This isn't really the same type of CRs that we all hate, but he's doing something else $100 billion worse than that.
And that's his solution without even considering that this might be approached.
Now, I think as a result of yesterday with a number of the members getting his attention by bringing a rule down, these conversations are probably happening, but it's going to be vital that we all have kind of situational awareness.
And my view always, Steve, is I care about substance over form.
I hug substance tightly, and I'm loose with form.

And you hug strategy tightly, and we'll use the tactics we've got to use.
A couple things.
Am I to take it that the difference then between your, to go back to the one year CR, and what Johnson agreed to, is $173 billion difference?

What about just approving DOD and DHS for the 19th and then shutting the government down saying, hey, we've got to play hardball here.
Everything else shuts down until you secure the border.

What about that strategy?
In terms of trying to navigate these different fights that are going on, I would time this, but I'd have the fight to secure the border, I'd pass what you can pass, but do not pass a massive Chuck Schumer spending agreement with Mike Johnson when you have this on the table that you could do to leverage long-term cuts.

But on this one, I just adamantly disagree right now.
It's quite simple.
First off, this budget's outrageous.
The show's budget's got significant, massive cuts, and even in defense, And you must close the border or shut it down.
Here's the problem with Johnson and these guys.
They're taking off the table the leverage we have.
Congressman Green, you've been, and I'm going to get to all the other stuff you're fighting on, but I've got to get back to this, particularly the border.
In the conference, why are other members in the conference so afraid of a government shutdown?

Well, they find it embarrassing.
The press runs around the Capitol every single day and puts this great threat in front of them.
Republicans, House Republicans, will be blamed for a government shutdown.
When all reality outside of the bubble of Washington, D.C., regular Americans could care less about a shutdown because they view the Capitol, they view this town as the exact complete cause of all of their woes.
This government has put them in $34 trillion in debt.
This government has ripped our border wide open.
We have a daily invasion that is not going to stop with a deal about $60 billion for Ukraine.
That is an absolute lie.
This town has caused all the problems for the American people.
They don't care if it shuts down.
They don't care if federal employees are not receiving a government-funded, taxpayer-funded paycheck.
They want the government to get out of their lives.
What we should be doing is we should be going to a limited functioning.
This is a corporation on the verge of bankruptcy.
I'm a successful business owner, Steve.
When you get into trouble like this, When you are bleeding money, when you are losing your value in your customers' eyes, when your customers are ready to just say, screw you, I want nothing to do with you anymore, and that is where we are right now in U.S.
history, you shrink down to a limited level.
We can keep our air traffic controllers going.
We can keep our border patrol going.
We can keep very limited parts of the government going, but let me tell you something, we don't have to fund all of this garbage.

And then I tell Chuck Schumer in the Senate, it's your job now, buddy.

But right now, Mike Johnson is getting rolled in meeting after meeting after meeting.
When he is talking to Jake Sullivan and Chuck Schumer every day and impressed with these Four Corners meetings, but he's not talking to me and other important members in our Republican conference at all about any of the negotiations and any of the plans and exactly what we want to see done.
He's failing on the job.
But the biggest red flag for me, Steve, right now that has me livid is this deal with Ukraine.
This is a losing war.
It is a losing issue.
The American people do not support it.
Our border security is not a negotiating tool for the Ukraine war that the Pentagon loves and Joe Biden loves and the Democrats love and that these rhino neocon Republicans and Nikki Haley is frothing at the mouth over because her donors support it.
No, no, no, no, no.
Mike Johnson should not be going in there with Chuck Schumer and saying, oh yeah, yeah, we're going to make this deal where 5,000 illegal aliens, not migrants, cross the border every damn day so you can get $60 billion over to Zelensky, the most corrupt president in the world right now, because Ukraine is not the 51st state.
Every day Mike Johnson gets closer and closer to this deal brings me closer and closer to vacating the chair, because I have absolutely had it.

You were a big supporter of McCarthy, but you went along with this.
You said originally last week, hey, we don't need to vacate the chair.
We don't need to do this.
It's just more chaos.
Let's just power through.

In fact, you were one of the 13, I think, that blocked the rule yesterday, which was really the throwdown to say, dude, if it's not going to be serious, nothing's going to get done.
Essentially, Gates and company seized the floor.
What has changed your mind from saying, hey, I supported McCarthy, but let's go with this guy, if that's what it's going to be, we don't want any more chaos, we don't want the media on us, to saying, no, you either get this stuff done now, grow a backbone, or you're out.

That's right, I started this Congress in full faith, really wanting to work and get something accomplished.
Because that's my background, Steve.
I come from the business world, where you work with everybody for the goal.
That is, customer is king and you serve your customer.
And you run a good business, you run it right, you take care of your employees, and you make a profit, not a loss.
So that's how I started this conference.
Now I supported Mike Johnson, but this thing is steamrolling downhill faster than I could ever imagine.

These people, their hearts are bleeding Over our government serving every other country in the world, but the American people last these are people have watched their jobs Flee overseas for decades now, which which is so important to me.
It's so important It's the first chapter in the book.
I wrote Steve as our jobs going overseas.
These are people that do not They don't want to see our government continue to fail them, and they don't want to see our Republican Speaker of the House going in there, buddy-buddy with Chuck Schumer, helping Joe Biden pass his agenda faster than Nancy Pelosi did.
And that is literally what is happening.
And my constituents are sick and tired of it.
They want accountability.
That's why when Hunter Biden ran out of the room as soon as I started speaking— Why did he run out when you took the mic?
Because he's terrified of what I had to say.

That's against federal law, just like evading a subpoena is.

What is it about the reps that they're afraid of your logic and say, look, we can do a limited thing, keep defense, keep DHS, keep what you need, the minimum, but force Biden to shut arrest down because no more money.
What don't they?
Why?
Why don't they follow you?
What don't they understand?
Why are they afraid of that?

Because they think their re-election hinges on the lobbyists and the big donors that they think help them get re-elected.
Not at all.
Their people elect them.
Their people vote for them.
And we have so much momentum right now.

He is winning so big right now because of the issues.
And House Republicans could be winning in very much the same way if House Republicans would get over their Trump derangement syndrome and their DeSantis endorsements and their Nikki Haley love affair or their neocon Ukraine foreign war garbage.
We can win this with America first, and the Speaker of the House needs to figure that out.
He needs to figure it out.
Chuck Schumer's not his buddy.
Joe Biden is not his friend.

We have an opportunity and we have had the momentum going into stopping funding for this Ukraine war, the most corrupt country in the world right now where American money is being laundered, literally laundered, through this war.
And our money is going into hands and our weapons are going different places.

I've been against this from the beginning.
You guys have been right.

That's why they can't recruit right now.
Remember, they're essentially press ganging people to fight because they killed, you know, 60, 70, 80,000 young Ukrainian troops.

I put this into three buckets, what I've seen of it so far.
The first one is completely unrelated to border security.
They have provisions to increase What does that have to do with the border crisis?
permanent immigrant visas every year.
Why would you increase legal immigration in a border crisis bill?
I don't know.
They also have work permits for the adult children of H-1B holders.
What does that have to do with the border crisis?
Nothing.
The next bucket is actual incentives for illegal immigration.
They are giving immediate work permits to everyone who is released, every illegal alien who is released from custody.
I mean, so they're acknowledging that they're going to continue catch and release, and they're going to give them immediate work permits.
If you had to come up with a way to incentivize more illegal immigration, this is what you would do.
It's unbelievable.
They have a provision to give taxpayer-funded lawyers to certain illegal alien children and mentally incompetent illegal aliens.
I'm guessing that number is going to grow as they realize that they get taxpayer-funded lawyers.
The third bucket is lowering legal standards.
So just like in California where if you shoplift under $1,000 it's all fine, And of course shoplifting has skyrocketed.
This says if the number of encounters per day on an average over a seven-day period exceeds 5,000 per day, then we get an extra expulsion authority, but that can only be used for a certain number of days.
So under 5,000 illegal aliens per day is just fine.
But over 5,000 is a problem.
It is stunning to me, and I don't know if you remember, but in 2019, former DHS Secretary Jay Johnson said that 1,000 illegal aliens per day overwhelms the system.
So now the standard under this plan is 5,000 per day.
It is insanity.
Instead of talking about fixing parole, they're talking now about capping parole.
So a little bit of parole abuse is okay, as long as it doesn't exceed that.
It's insanity.
