What you are hearing from Senate Democrats that this is dead on arrival. That's what Senator Patty Murray had to say and sees the chair of the Senate Appropriations Committee Ben Cardin says it's a poison bill, but more importantly Tom Senate Minority Leader Mitch McConnell yesterday was in Louisville at the University there standing next to Oksana Makarova the Ukrainian ambassador to the United States and he has been staunch forthright emphatic about the fact that it cannot just be aid to Israel | ||
It must be aid to Israel, Ukraine, Taiwan, as well as the southern border. | ||
So you're going to see a massive amount of Republican infighting over the course of the next week. | ||

Yeah, it is pretty extraordinary, Joe, and now you have to wonder if, well, three weeks of them doing absolutely nothing, so we finally got a speaker after five tries, and now what are we going to do? | |

So even though they're technically functioning, the House doesn't seem to be functioning at all. | ||
And yeah, as I argued in this book, this was a long time in coming, going back to, you know, you remember those days of Newt Gingrich and the beginnings of the shutdowns in the House and the beginnings of this sort of constant daily warfare. | ||
And this has built. | ||
over a period of time and now you've got sort of a critical mass of people in the house who are all about creating this warfare. You know as Jake was just pointing out there's no logic to what they're doing to try to offset the Israel aid. It's simply to throw some red meat to the Fox crowd if they even care about it. So tell us about this proposal that doesn't include Ukraine, but definitely includes billionaires getting some breaks. | ||
I can tell you, Mika, there's a deep, not a deep divide, but certainly a divide in House Republican leadership over the way this has been handled by Speaker Mike Johnson, who is new. | ||
This is his first full week on the job, but Republicans have decided to slash $14.3 billion from IRS funding that was in the Inflation Reduction Act to pay for this Israel funding. | ||
Let's talk about this from many levels. | ||
Number one, emergency aid. | ||
like this is usually not paid for. Whether that's good or bad, other people could decide, but it's usually not paid for. Number two, it's very difficult to argue that this is urgent aid when you put a pay-for, an offset, into the bill that has no chance of passing the Senate. The Senate Democrats are not going to go to for this. This is a non-starter. Now the Ukraine issue, Republicans have argued for a while that it should it should be separate and Johnson, to his | ||
credit, Ukraine supporters say, has opened the door to more Ukraine aid. He has been much more bullish on passing Ukraine aid than previously thought. | ||
I don't understand this play. | ||
I think a lot of people think it's pretty silly. | ||
And it will just delay aid to Israel. | ||
There's no other way to say it. | ||
If they can pass it. | ||
I'm not sure they can pass it in the House. | ||
But if they can pass it in the House, it'll go to the Senate. | ||
The Senate's going to change it. | ||
And then we're going to have more delay on critical aid to Israel. | ||
So, Jake, that can't be said enough. | ||
This will delay aid to Israel. | ||
You just mentioned how this has no chance of passing the Senate, even if it can get through the House. | ||
Talk to us, though, about this emerging divide between Speaker Johnson and Minority Leader McConnell. | ||

Republicans who are on very different sides of this issue. | |
Yeah, this is a, I mean, listen, Mitch McConnell has made very clear that he wants Ukraine aid and Israel aid to ride together. | ||
It's the smoothest way to passage. | ||
There's no question about that. | ||
And it would pass the Senate quite easily, I would think. | ||
And there might be some hiccups, but, but listen, Republicans have made the argument for months now that Ukraine aid should get a separate vote. | ||
And I think, listen, to be honest with you, if you, if you're somebody who wants Ukraine aid, you're going to have to be okay with it in a separate vote in the House because Mike Johnson could not put it on. | ||
I don't think it would pass on the floor if it were together. | ||
But I will say this, though. | ||
I mean, this move on offsetting the Israel money really, really complicates everything across the board. | ||
It complicates Israel aid. | ||
It complicates Ukraine aid. | ||
It complicates the entire mess of funding that House Republicans and the Senate have to get around in the next couple of months. | ||
It's quizzical. | ||
I haven't been able to figure out who is clamoring for this Israel aid to be offset because it would have to be an incredibly small pocket of the House Republican Conference if it exists at all. | ||
I mean, I know Tom Massie, Chip Roy, Marjorie Taylor Greene have been critical of spending more money, MTG, and Tom Massie said they will vote no simply on the Israel aid. | ||
But I don't hear a big uprising of people who are suggesting that this aid needs to be offset. | ||
You know, the title of your book is so appropriate. | ||
It's a deconstructionist, because I always tell the story of my family, which, you know, from the South, lifelong Democrats, became, you know, Republicans when, you know, people were trying to levitate the Pentagon and, you know, burning draft cards and attacking all of these institutions. | ||
And, you know, The deconstructionists reminds me Edmund Burke quote I love of Edmund Burke's that I think applies unfortunately tragically to these Republicans. | ||
Burke the founder of modern conservatism said institutions that took centuries to be built up can be torn down in a day and you look at the you know the attacks From the far right on the, quote, woke Pentagon. | ||
You look at the attacks on the far right on the FBI defunding the FBI on the Department of Justice. | ||
They are going after the institutions, the American institutions, and trying to tear them down. | ||

And then having gone after the Pentagon, after the FBI, after DOJ, after the IRS, they are also bringing down the very institution in which they're serving by bringing the House of Representatives to its knees. | ||
And unfortunately, it's a perfectly logical thing for the Chip Roy's and the Matt Gaetz's of the world to be doing because the vast majority of these guys, overwhelmingly safe red districts, the only risk to them is getting bumped out in a primary. | ||
So there's just no downside to being the most obnoxious person you can be on the right wing, so nobody can outflank you. | ||
