Ukrainian tanks on the front lines are running out of ammunition.
Commanders say stocks are so low, they now only shoot when they can see their enemy.
We use as little ammunition as we can, but still it's disappearing, says a battalion commander codenamed The Saint.
Can you stop this Russian offensive?
Now we can only hold them off, he says, but nobody knows how long we can keep doing it.
Their equipment is just too old.
Get in now. This tank, like most Ukrainian tanks, is about 50 years old, and spare parts are a problem.
Ammunition is a major problem, because Ukraine isn't making ammunition for these old tanks anymore.
They are using the stockpiles that they already have, and those stockpiles are quickly running out.
Russia still produces ammunition for its Soviet-era tanks and has huge reserves.
But here in Ukraine, tractor mechanics are keeping the old machines running and scavenging from destroyed Russian tanks until help arrives.
And it's not just tank rounds.
NATO is now warning Ukraine is using so much ammunition of all types.
That Western allies cannot provide it fast enough, with new orders taking up to two years to deliver.

Joining us now, NBC News Chief International Correspondent Keir Simmons on the Belarusian side of the country's border with Ukraine, where tensions are high this morning as Ukraine prepares for a new Russian offensive.
Keir, what are you seeing there on the border?

Well, Willie, we're right here on the Belarusian side, as you mentioned.
The Ukrainian border is just a little way that way, and I'll show you that in a moment.
Effectively, we're on the Russian side, if you like, of the front line with Ukraine, albeit in Belarus.
But, you know, remember that President Lukashenko ultimately probably owes his position to President Putin, here in Belarus.
This is a part of the world where Belarusian observers say around 600 Russian missiles have been fired from, where Russian troops have been training, where Russian equipment is based, and of course where that initial offensive back in February It was launched from here in Belarus.
Let me just show you what we're seeing.
We're on the border. There in the distance, you can see this is the Belarusian border control using dogs.
What they're trying to show us is that they are defending, protecting their border with Ukraine.
Effectively, as you can imagine, the whole border is closed.
Just take you back around this way, Willie, and just walk with me a little bit in this direction.
The Ukrainian border is about...
Less than half a mile down along this road in that direction.
It doesn't feel tense, but it is a tense border, of course, albeit we are along the western side.
The Ukrainian city of Lviv is about 150 miles over there.
Action, if you like, is expected in the East.
Russia is in that direction.
And of course, really, the big question right now, and Richard Engel has been reporting that a renewed Russian offensive is underway.
The big question is whether when that offensive gets underway in earnest.
It happens from the east or whether, again, Belarus will be part of that.
Now, one of the important things about being here, of course, is to try to see whether there is any sign of that.
We haven't seen any sign of that.
The Belarusians are showing us around.
In another sense, they're not showing us very much.
There are reports of Russian troops on Belarusian territory over towards the east, but it could be.
That some of that is about trying to persuade the Ukrainians that there will be an offensive from here to try to kind of dilute their forces, if you like, make it harder for them to mount a defense.
Russia has lost. They've lost strategically, operationally, and tactically.

Every decision-maker in the world reads this paper every morning.

And I want you to see today's Financial Times headline, Russia masses aircraft within striking range of Ukraine targets, Wes warns.
Okay? You see that big headline?

You see that from the Financial Times, what's really going on as the West Panic?
The geniuses of milling these guys didn't think through the World War I type tactics where the Ukrainians are using 6,000 rounds a day to put up a wall of lead to protect themselves from this kind of rejuvenated Russian army.
And they don't have the ammo.
They don't have the basics right now to defend themselves in the Russians regrouping.
Martin Wolf, who just wrote this big book on democracy and how bad Trump is and Trump's a barbarian and Trump's a savage.

You may well be Secretary of Defense or head of the CIA or DNI under President Trump in the third victory second term.
Would you say as a professional that Millie and I don't know where the Republicans are and I'm bringing this guy back for open testimony right now.
What is the insanity that he's talking about that the Russians are losing?
They've lost tactically operationally when the Ukrainian people are getting mauled in the charnel house that is eastern Ukraine, sir.

Hey, it's great to be with you, Steve.
And look, let me just unpack this for a second.
Mark Milley used to work for me when I was chief of staff at DOD. And I served with him when he was a military officer that we needed and that acted on intelligence and the best interest of America at heart.
I was in the Situation Room when we did the Baghdadi raid.
And on that evening with myself and President Trump and others assembled there, Mark Milley did his job, which was protect America, the politics be damned.
Now, the reason I bring that up is because I know he's capable of doing it.
But when you look at the speech he just gave, you now see that Mark Milley is what I call the kraken of the swamp.
He makes Nancy Pelosi look like a goldfish when it comes to political swamp monsters because all he cares about is the next headline to make himself look good.
Remember, this is the same guy that apologized for walking across Washington, D.C.'s Lafayette Park with President Trump with a sidearm because the media was in an uproar.
It was the right image to subdue the fires that were going around the country.
This guy, Mark Milley, has failed in terms of advising the President of the United States on intel-based reporting to defend this country.
Instead, he's going to politicize base reporting to say false things like the Ukraine is winning and Russia is losing.
And oh, by the way, no one's talking about the fact that how did Mark Milley and his entire operation, the Joint Chiefs of Staff, underestimate the amount of ammunition and money the Russians had to fight this war?

The Financial Times are all talking about the Ukrainians saying, remember, when they talk about the 50-year-old tanks, those are Russian tanks.
That's Russian ammo because they were part of Russia.
How could they not plan?

Forget the politics. Just the stand and fight against the Russians.
How did they not plan Kash Patel?
We spend a frickin' trillion dollars a year over there.
How did the planners not get it right on the logistics that these people were gonna...
What they're doing now is they're shooting 6,000 rounds.
Here's what they're doing. They're in a trench and they're putting up a wall of lead.
They're not even firing at targets.
They're just sitting there going, hey, if I put up a wall of lead all day long, maybe these crazy maniacs in the Russian army won't come and overrun us.
How did the Pentagon not have the logistics down, sir, to make sure these people could defend themselves when that's all they talked about?
How did that happen? Simple.

The Pentagon, at least under the Trump administration and us, used to base its positioning and concept of operations and planning methodology based on facts, facts on the ground, facts from our allies, and intel matters from our reporting around the world.
We didn't base it on politics.
This Pentagon, under Milley and Austin and President Biden, has continuously based decision making to defend the United States of America and all the participation we have in the Ukraine based on politics because they want to wear the yellow and blue pin.
They want to invite Zelensky to the well of the Capitol.
They want these headlines so the American people, or at least half of them, will cheer them relentlessly.
For a job well done.
But what they're not doing is acting based on the needs and the landscape of the shifting war that is the Ukraine battle against Russia.
They could have simply investigated that, we have the knowledge and the manpower to do so, and then come back and reported it to our chain of command and say, we need X, Y, and Z to arm ourselves.

The president met with President Xi at Bali at the G20. The whole purpose of that discussion was to move this relationship forward in a better way.
Most consequential bilateral relationship in the world.

And Secretary Blinken was dang near wheels up trying to head to Beijing to have those kinds of conversations to get some of these communication vehicles and venues back on track, whether it's climate change or military.

And you bet our bottom dollar, at least in the Trump administration, we prioritize against collecting our number one enemy, which is the CCP. And the second these objects leave mainland China and headed direction towards America, they are detected.
Now, why we are, we're lied about and have not been informed about that and why the senators yesterday did not receive that information In the briefing is a whole nother investigation that Congress has to perform.
Because this guy, Joe Biden, is prepackaging intel falsely to stuff it down our throats to get past this narrative.
And oh, by the way, remember when Joe Biden said, oh, we, the U.S., don't have any collection over mainland China.
And I said on your show, I hope to God he's lying.
Because if we stop collecting over mainland China, we got a whole nother problem that's ten times the size of this red balloon.

What Kash Patel told you last week and what the CBS News broke last night because the timeline, remember, get them on a timeline and that's when you expose their lies.
The timeline, Kash, how is he going to be able to look to the American people in the eye and have that whole phony story about the calls they had around the first and the second, knowing that we knew this thing launched from mainland China and we had it tracked a week before it hit the Aleutian Islands, sir? How is he going to explain that?

He can't and it's an embarrassment and we're losing across the board.
When he says he's continuously lying by not providing us the intelligence that shows the initial point of collection detection, which we had after it left mainland China.
He continues to lie to the Senate.
He continues to lie to the oversight committees and China won't even take the phone calls of the secretary of defense and the chairman, a chairman who said he would warn his counterpart in the Trump administration should we attack him.
These guys are laughing at us.
And they're saying they're going to take decisive action.
My concern, let's put the balloons aside, is the fact that China and the CCP have probably conducted a dozen cyber intrusions while we've been looking up at the air and gasping for leadership from our commander in chief, which is why I don't think it's a coincidence you have railroad switches and electric grid accidents across America at this time.
They are all interrelated, in my opinion, and Joe Biden will not address them.
Because he knows it is a tectonic failure of leadership, and if were he to go to the camera, he would be destroyed.
So they are, of course, hiding him in his basement.

How does that sit with you, particularly as you look at the American economy for working class people, sir?

Right. Well, you know, it's a study in contrast, a very unfortunate contrast about where are the priorities of permanent Washington, because we have an economy in shambles right now, particularly for the middle and lower income folks in this country.
And I think we're gonna get into some of those details about just how dire things are economically.
But at the same time, rather than focusing here, rather than focusing on crumbling infrastructure, In places like Palestine, Ohio, the focus of Permanent Washington, of the ruling class, of the managerial class of this country, is on Ukraine, is on a war that is five and six thousand miles away that is immaterial to our national security.
And yet it has become priority number one, it seems.
of this feckless Biden administration, rather than focusing, when it comes to foreign affairs, we can't ignore the world, when it comes to foreign affairs, focusing on the actual existential threat to the United States, which is the CCP. And by the way, it's important for us to note, the more that we antagonize unnecessarily Russia, okay, and when I say unnecessarily, Not that Putin's a good guy.
No, he's a thug and a gangster, okay?
But again, that regional battle in Ukraine has nothing to do with the United States.
But the more we antagonize unnecessarily Russia, the more we push them into a very close alliance with the CCP and with China.
It is the antithesis, it's the exact opposite of what Richard Nixon very astutely did 50 years ago when he drove a wedge between those two countries, right?
To make sure that the two communist powers of the world could not unite.
We're doing the exact opposite now under Joe Biden.
In his 50 years in Washington, D.C., he learned exactly nothing.
And Steve, to your point about the FT finally coming, sort of coming clean about the reality of the situation in Ukraine.
Here are the people who suffer most of all, the citizens of Ukraine.
Steve, this is a humanitarian disaster, what is going on right now.
What we are fomenting, what we are stoking, what we are financing right now.
The Ukrainian soldiers are being absolutely slaughtered, okay?
And it is clear that contrary to what white rage Millie says, they are not winning.
Okay, and here's the point, though.
It's not that we want Russia to win, either.
If we stop financing this unnecessary war and get to the negotiating table, a settlement absolutely can be reached.
And I've said it before, there would be no better person.
It's never going to happen, but there would be no better person to negotiate that truce and that settlement than Donald J. Trump.
If we got serious, though, about using U.S. diplomatic and economic power to force a settlement, a settlement would be reached.

We continue to test the water.
And we've done that really since the beginning.
And before we told them they could go back, you know, we had readings that indicated the air was just pretty much what it was before.
It was what it was before the train wreck even occurred.
As far as the water, we continue to test the water at different stages as it goes out towards the Ohio River.
We've told the residents most people are on the village system.
Those are deep wells.
We think that they're very safe.
But until we get the test back, we've told them out of an abundance of caution they really ought to just drink water.
We've got our first test back from one of the wells last night.
The test was fine.
We would expect today or tomorrow to get the other well tests back.
And as soon as we get those back, we'll make that available to the public.

The release was to get the liquid out of the tanks, to get it into this ditch.
Then they had all these different options, which they just decided to burn it because Norfolk Southern wanted to open up the train line.

No, I think you're right. And of course, if you talk to the locals in East Palestine, they have a different view about what the environment is like there right now.
Of course, you have so many people there that are talking about problems that they're having personally with rashes and with a problem with eyes and headaches and with pets having problems, fish dying, chicken dying.
And of course, there's no mention by the governor of the potential long term effects there.
Now, I will say this, Steve.
He did admit that, quote, the collective WE ordered the controlled burn on February 6th, three days after the derailment.
The WE was really Governor DeWine in Ohio, and he basically assumed the right to do that.
Assistant Attorney General Jeffrey Clark on this program yesterday said, no, the law says it's the on-scene coordinator of the EPA who has that authority.
We reached out to the EPA and this morning they got back to us.
And they confirmed that there was an on-scene coordinator there.
We don't know exactly the days that on-scene coordinator was.
