There's been some reporting that the framework of a deal is being hammered out, one in which you would renounce NATO ambitions, declare neutrality, not allow foreign militaries to base on your land.
Can you confirm any of that and update us on the status of negotiations?
The negotiations are still in progress.
The negotiations are fairly difficult.
And the current conditions of negotiation, I would say, it continues.
Any war could be finished at the table of negotiations.
Ambassador McFaul, what do you make of all of that?
I mean, you've written an op-ed saying, hey, the best negotiations are give them more military stuff.
Well, I'd say two things.
You know, wars tend to end in two ways.
Either one side wins or there's a stalemate.
And right now there's not a stalemate.
You were discussing earlier that 10% of their forces, I think were mentioned in the last segment, might have been destroyed.
That's a fantastic victory.
But 100% minus 10 means that 90% of Putin's forces are still at his disposal, right?
And as he continues to attack and make incremental gains, there's not a stalemate on the battlefield.
And so I'm not optimistic that there will be a negotiation until there is a stalemate.
There's another very important point to remember about what is going on here.
They are saying these things about negotiations so that they stop us from giving more weapons to Mr. Zelensky, right?
Because we don't want to escalate, right?
Maybe we better not give them those weapons right now because peace is going to break out.
And I would say until that gentleman, Mr. Putin, says that he's interested in negotiations, this is all premature for now.

Do you, do you, I'm not asking you obviously to do the White House's bidding here, you would never do that, but do you at least understand the stakes are so momentous when we're talking about whether we get it right or get it wrong could end up in a nuclear war?

Of course, and that's why I've said I'm not in favor of declaring a no-fly zone, because you don't get a declare a no-fly zone, you have to enforce one, and that would mean putting American pilots in the air and getting into a direct shooting war with Russia.
I'm not advocating that.
But I am saying that you can't let Putin say, because he has a nuclear weapon, every other thing he does can cause us to self-deter.
There are 44 million Ukrainians, something like 6 or 7 percent of the population has already fled.
If Putin moves forward with targeting civilian populations for months or years, if the resistance could last that long, are we saying that at every point he can escalate to this, he can escalate to death camps, he can escalate to that, and we'll just constantly say, well, because Putin has nuclear weapons, at no point can we do more.
We can do more.
Ukrainians are fighting not just on behalf of their kids and their future, but they're fighting on behalf of the whole free world, as you mentioned.
And so, there's both idealism and realism at play in this moment, and we need to be doing everything we can to help the Ukrainians not simply lose more slowly, but actually have a shot at winning.
The world needs the Ukrainians to win.
And that means the Ukrainians need to be able to kill Russians.
And to kill Russians, they need more weapon systems.
They've got a will to fight.
We know who Zelensky is.
We know who the Ukrainians are.
What he asked us yesterday is, who are the Americans?
And who is the Biden administration?
He has the courage of his convictions.
Do we have ours?
We should.
We're a superpower.
We should act like it.
There are so many acts of defiance being played out on these streets.
One soldier and his flute and the national anthem.
We won't be ruled by others, it goes.
In so many ways, he speaks for his country.
Artisan columnists at America's largest newspapers agree.
And most of the mainstream media reporters are begging for a no-fly zone.
Not even Republican hawks are calling for that.
The most trigger-happy people in this country seem to be journalists.
President Zelensky in his remarks to Congress today again made his request for a no-fly zone.
Is there any scenario in which President Biden would change his mind?

Jesse, the only observation I would make is that the most trigger-happy people are not a journalist, and it's not even the left-wing Democrats anymore.
It's elected senior Republicans.

And what Ben Sasse is saying is dangerous, and it's most dangerous to the innocent women and children in Ukraine.
This is power politics on a global scale, and they are the pawns that the world is using.

Right, and to connect it again to capital markets, Steve, because I think this is important.
Not that we ever slavishly follow markets, and not that markets always get things right, but you're exactly correct that markets are a really important real-time barometer of where serious people and serious institutions are willing to wager on the course of events.
And let's look at crude oil right now.
So crude oil, which shot all the way up to $130 a barrel, As the fighting commenced over there in the Black Sea region is now back to 100.
Now, that's still massively too high, of course, and that's because of Biden's policies.
But the point is it went from the 90s to 130 pretty quickly back to the 90s.
Why?
Because capital markets and at least the energy markets are getting more confident that a deal can be reached.
So at the very same time that we have charlatans like Ben Sasse trying to escalate, as we have the American media just clamoring breathlessly for continual American involvement and intervention and escalation.
Thankfully, there are more dispassionate voices and thinkers on both sides of the actual belligerence in this conflict.
And Russia and Ukraine continue to signal to the world, we don't know what will happen, but they continue to signal to the world that a detente is possible.
Where there is a neutrality of Ukraine, where it is a buffer zone, as it probably should be by all logic.
But that decision shouldn't be for us to make.
That's another point I want to make here, Steve, is that these folks like Ben Sasse and Lindsey Graham and Sean Hannity All of them, in their arrogance and their condescension, they very much view the world as this chessboard, and they fashion themselves as chess masters.
Of course, they're not even capable of playing checkers, and when they disastrously fail at playing this game of globalist chess, inevitably, the pawns are the citizens of the United States.
who always pay for their mistakes.
So we are saying enough, and we're winning converts over.
We're winning over people like Jesse Watters and everyday people that you run into.
More and more Americans are waking up to the reality of, wait a second, we've waged war and we've engaged in nation building for 20 years in this country, except for the four years of Donald Trump.
The consequences were disastrous for this country.
We are no longer trusting these so-called elites, people like McFaul, who we showed there, or who you showed during your introduction.
We're no longer trusting them.
We no longer believe they have our best interests at heart.

Right now, I don't understand why you're not saying there should be some declaration of the War Powers Act, or there should be some come to Congress.
I don't need Zelensky talking to Congress.

But we need Joe Biden talking to Congress.
We need to find out what the Constitution says.
This thing of, you can put black and white photographs on this and it looks like 1939.

They've got this system of KGB, FSB, and military around Putin that control the country.
So what they're doing, they want regime change.
And the regime change, they're going to break the central bank of Russia.
They're going to destroy the currency.
They're going to sweep the reserves.
They're going to make sure Switzerland's not neutral.
All things we didn't do against... I'm going to throw in a couple of random names.
We didn't do it against Hitler.
We didn't do it against Mussolini.
We didn't do it against Tojo in the military junta in Imperial Japan.
We didn't do it against Mao Zedong.
We didn't do it against Stalin.
We didn't do it against the Soviet Union when they had nuclear weapons and were three seconds from launching each other in 1983.
I don't even think we did it to Pol Pot.

But we're doing it against the Russian people now.
Oh yes, the Russian people that gave 25 million of their lives, I think, 25 or 30 million in combat, or in siege of St.
Petersburg, of Leningrad, and Stalingrad, and Moscow, and all fighting all the way back.
That allowed us, in the heroism and valor of our troops, that we could land less.
There's 186,000 illegal aliens coming across the southern border this month.
Only 156,000 troops landed at D-Day, at Normandy.
If it hadn't been for the Russian people, not their communist overlords, if it hadn't been for the Russian people, we would have had to land 2 million people at Normandy.
Remember, the reason Churchill held off for so long on the Western Front, and they kept saying, you gotta have a Western Front, is all the brutality of the Somme and all the casualties in the First World War.
He knew the British people couldn't take another massive land war with those type of losses.
That's why they went to Italy.
That's why he wanted to fight North Africa.

He did not want to land in Normandy.

She said, quote, the stakes could not be higher.

The stakes could not be higher?
For whom?
For the United States?
If we were simply dispassionate about this, if we would simply be logical instead of emotional, we actually have very small stakes in this regional skirmish.
Over the eastern border of Ukraine.
That is the reality.

And then from there, because I don't believe that, first of all, despite the propaganda they're putting out.

I would argue you cannot make that case.
And that's why they're not bothering to, but they need to have at least that respect.
George W. Bush, as terrible a president as he was, and as awful as the Iraq War was, he at least had the respect to try to make the case to the American people.
Now, it was garbage intelligence, and it was illogical thinking and strategy, but at least he had the decency to say, I need to make a serious presentation to convince the people.
That we should risk American blood and treasure.
We see none of that right now.
It is pure emotion and guilt and castigation that if we disagree, if we actually want to try peace over there, and if we don't think there's a vital American interest, that somehow we're a puppet of Putin.
And the deplorables out there need to know the Republicans are every bit as awful on this point, the elected office holders, as are the Democrats.

It's really putting the finger in whatever emotional wounds there are from history to make the point.
So as you say, he goes to Germany, he talks about the Berlin Wall, he talks about the generation that might still remember the never again commitments that people will make every year.
And it's really laying on the emotional identification that Ukraine's problems are Germany's problems existentially. And he also says explicitly that very thing. He says that Germany, with its trade with Russia, which it hasn't ended, that is to say the fuel trade, is financing Russia's war on Ukraine. And he makes it absolutely explicit,
which is an interesting thing for him to do, Steve, if you think about it.
Because we made this point on The Wall Room about two weeks ago, and we were widely pilloried for doing it, but we said exactly this thing.
That Russia had been financing the Green Lobby throughout Europe, throughout the world, To lobby governments to reduce its reliance on its own energy producing capacity and therefore, obviously, to increase its reliance on Russia, which has been doing that deliberately to make us enfeeble ourselves in order to not be able to resist a maneuver such as that Russia has done now.
Now, that would be a real thing for Zelensky to say, to spell out, to say, As we did, as we had the courage to do, we said Greta Thunberg is directly responsible.
She may be an innocent party to this, she may not have intended this, but everything that she has been doing, don't forget that the Deputy Chancellor, I think it is, in Germany right now, is a member of the Green Party.
The Greens are dominant in Germany, they have been for a couple of decades.
Well, the Greens are basically a fifth column.
for Russian interests, for being financed by the ruble.
They may be innocent, they may be passionate about the environment, but they have done, they have acted to serve Vladimir Putin's interests.

Let's look at what Ukraine really has meant to America.
I would argue the eastern border of Ukraine has no strategic significance United States Ukraine does matter to us though in two ways.
The first is economic because you talk about that economic war that we're now waging against Russia and it is unprecedented.
Those risks are not only for Russian citizens, though.
They're feeling it most immediately already.
But those risks are also for the United States because I believe King Dollar is being dethroned right now, which is going to have decades-long consequences for American citizens.
And right now, as we speak, crude oil, which is at $100, it's better than 130 where it was in recent days, but it's still at $100.
Wheat is over $10 a bushel.
Those are economically devastating prices, not just for the United States, but for the entire world.
So we have the economic risks.
And then I would also point out, because I think when you were talking about the comeuppance from people who admit that we were right all along, didn't get much notice, of course, but the New York Times overnight, believe it or not, now admits that the laptop from hell was authenticated, right?
The New York Times admits it took them a year and a half, a year and a half too late after lying to us forever that it didn't matter and it was Russian disinformation.
Here's why that story is relevant to today.
Ukraine, and this was largely revealed by the laptop from hell, Ukraine has been a piggy bank for the worst characters in American politics For years.
From the Clintons to the Bidens.
We learned a lot of those details because of the laptop from hell, which we said all along was authentic.

So in that regard, Ukraine does matter to us.

Outside of those negotiations, we can sort of speculate to a certain degree.
As we've been mentioning over the last few days, there's this issue of neutrality, which is where I think the conversations, which had been a sticking point, are now sort of tending to resolve themselves.
But that term itself, neutrality, has evolved over three weeks.
Back at the beginning of the war, it referred to keep no membership for NATO or the European Union.
Now neutrality is being referred to as no foreign military installations.

Overall, now let's look at the gubernatorial race.
In 2018, DeSantis lost Miami-Dade by 21 points.
But right now, brand new polling as presented by the Miami Herald shows that DeSantis is leading by 7% in Miami-Dade County for an astounding four-year swing of 28 percentage points.
Now, what accounts for this?
I think a lot of it is the terrific leadership of DeSantis over the state of Florida taking on Big corporations and using actual reason and science rather than narrative to guide that state through COVID.
Another huge reason is Hispanics.

Right now in Miami-Dade, majority of Hispanics there disapprove of Joe Biden.
