This is certainly, without any doubt, the Hour of the Time, and may eventually turn
into another day of infamy.
That's right.
You see, it appears that we have taken on the role of world policemen, just as I've always told you that we would.
We have to stand united with our allies for peace.
By acting now, we are upholding our values, Protecting our interests and advancing the cause of peace.
Tonight I want to speak with you about the tragedy in Kosovo and why it matters to America that we work with our allies to end it.
First, let me explain what it is we are responding to.
Kosovo is a province of Serbia in the middle of Southeastern Europe, about 160 miles east of Italy.
That's less than the distance between Washington and New York.
and only about 70 miles north of Greece.
Its people are mostly ethnic Albanian and mostly Muslim.
In 1989, Serbia's leader, Slobodan Milosevic, the same leader who started the wars in Bosnia and Croatia and moved against Slovenia in the last decade, stripped Kosovo of the constitutional autonomy its people enjoyed, thus denying them their right to speak their language, run their schools, shape their daily lives.
For years, Kosovars struggled peacefully to get their rights back.
When President Milosevic sent his troops and police to crush them, the struggle grew violent.
Last fall, our diplomacy, backed by the threat of force from our NATO alliance, stopped the fighting for a while and rescued tens of thousands of people from freezing and starvation in the hills where they had fled to save their lives.
And last month, with our allies and Russia, We proposed a peace agreement to end the fighting for good.
The Kosovar leaders signed that agreement last week.
Even though it does not give them all they want, even though their people were still being savage, they saw that a just peace is better than a long and unwinnable war.
The Serbian leaders, on the other hand, refused even to discuss key elements of the peace agreement.
As the Kosovars were saying yes to peace, Serbia stationed 40,000 troops in and around Kosovo in preparation for a major offensive and in clear violation of the commitments they had made.
Now they've started moving from village to village, shelling civilians and torturing their houses.
We've seen innocent people taken from their homes, forced to kneel in the dirt and sprayed with bullets.
Kosovo men dragged from their families, fathers and sons together, lined up, and shot in cold blood.
This is not war in the traditional sense.
It is an attack by tanks and artillery on a largely defenseless people whose leaders already have agreed to peace.
Ending this tragedy is a moral imperative.
It is also important to America's national interest.
Take a look at this map.
Kosovo is a small place.
But it sits on a major fault line between Europe, Asia, and the Middle East, at the meeting place of Islam and both the Western and Orthodox branches of Christianity.
To the south are our allies, Greece and Turkey.
To the north, our new democratic allies in Central Europe.
And all around Kosovo, there are other small countries struggling with their own economic and political challenges.
Countries that could be overwhelmed by a large new wave of refugees from Kosovo.
All the ingredients for a major war are there.
Ancient grievances, struggling democracies, and in the center of it all, a dictator in Serbia who has done nothing since the Cold War ended, but start new wars and pour gasoline on the flames of ethnic and religious division.
Sarajevo, the capital of neighboring Bosnia, is where World War I began.
World War II and the Holocaust engulfed this region.
In both wars, Europe was slow to recognize the dangers, and the United States waited even longer to enter the conflicts.
Just imagine if leaders back then had acted wisely and early enough.
How many lives could have been saved?
How many Americans would not have had to die?
We learned some of the same lessons in Bosnia just a few years ago.
The world did not act early enough to stop that war either.
And let's not forget what happened.
Innocent people herded into concentration camps.
Children gunned down by snipers on their way to school.
Soccer fields and parks turned into cemeteries.
A quarter of a million people killed, not because of anything they had done, but because of who they were.
Two million Bosnians became refugees.
This was genocide in the heart of Europe.
Not in 1945, but in 1995.
Not in some grainy newsreel from our parents' and grandparents' time, but in our own time, testing our humanity and our resolve.
At the time, many people believed nothing could be done to end the bloodshed in Bosnia.
They said, well, that's just the way those people in the Balkans are.
But when we and our allies joined with courageous Bosnians to stand up to the aggressors, We helped to end the war.
We learned that in the Balkans, inaction in the face of brutality simply invites more brutality.
But firmness can stop armies and save lives.
We must apply that lesson in Kosovo before what happened in Bosnia happens there, too.
Over the last few months, we have done everything we possibly could to solve this problem peacefully.
Secretary Albright has worked tirelessly for a negotiated agreement.
Mr. Milosevic has refused.
On Sunday, I sent Ambassador Dick Holbrook to Serbia to make clear to him again, on behalf of the United States and our NATO allies, that he must honor his own commitments and stop his repression or face military action.
Again, he refused.
Today, we and our 18 NATO allies agreed to do what we said we would do, what we must do, to restore the peace.
Our mission is clear.
To demonstrate the seriousness of NATO's purpose, so that the Serbian leaders understand the imperative of reversing course.
To deter an even bloodier offensive against innocent civilians in Kosovo.
And if necessary, to seriously damage the Serbian military's capacity to harm the people of Kosovo.
In short, if President Milosevic will not make peace, we will limit his ability to make war.
Now, I want to be clear with you.
There are risks in this military action.
Risks to our pilots and the people on the ground.
Serbia's air defenses are strong.
It could decide to intensify its assault on Kosovo, or to seek to harm us or our allies elsewhere.
If it does, We will deliver a forceful response.
Hopefully, Mr. Milosevic will realize his present course is self-destructive and unsustainable.
If he decides to accept the peace agreement and demilitarize Kosovo, NATO has agreed to help to implement it with a peacekeeping force.
If NATO is invited to do so, our troops should take part in that mission to keep the peace.
But I do not intend to put our troops in Kosovo to fight a war.
Do our interests in Kosovo justify the dangers to our armed forces?
I've thought long and hard about that question.
I am convinced that the dangers of acting are far outweighed by the dangers of not acting, dangers to defenseless people and to our national interests.
If we and our allies were to allow this war to continue with no response, President Milosevic would read our hesitation as a license to kill.
There will be many more massacres, tens of thousands more refugees, more victims crying out for revenge.
Right now, our firmness is the only hope the people of Kosovo have to be able to live in their own country without having to fear for their own lives.
Remember, we asked them to accept peace, and they did.
We asked them to promise to lay down their arms, and they agreed.
We pledged that we, the United States and the other 18 nations of NATO, would stick by them if they did the right thing.
We cannot let them down now.
Imagine what would happen if we and our allies instead decided just to look the other way as these people were massacred on NATO's doorstep.
That would discredit NATO, the cornerstone on which our security has rested for 50 years now.
We must also remember that this is a conflict with no natural national boundaries.
Let me ask you to look again at a map.
The red dots are towns the Serbs have attacked.
The arrows show the movement of refugees, north, east, and south.
Already this movement is threatening the young democracy in Macedonia, which has its own Albanian minority and a Turkish minority.
Already Serbian forces have made forays into Albania, from which Kosovars have drawn support.
Albania is a group minority.
Let a fire burn here in this area, and the flames will spread.
Eventually, key U.S.
allies could be drawn into a wider conflict, a war we would be forced to confront later, only at far greater risk and greater cost.
I have a responsibility as President to deal with problems such as this before they do permanent harm to our national interests.
America has a responsibility to stand with our allies when they are trying to save innocent lives and preserve peace, freedom, and stability in Europe.
That is what we are doing in Kosovo.
If we've learned anything from the century drawing to a close, it is that if America is going to be prosperous and secure, we need a Europe that is prosperous, secure, undivided, and free.
We need a Europe that is coming together, not falling apart.
A Europe that shares our values and shares the burdens of leadership.
That is the foundation on which the security of our children will depend.
That is why I have supported the political and economic unification of Europe.
That is why we brought Poland, Hungary, and the Czech Republic into NATO and redefined its missions and reached out to Russia and Ukraine for new partnerships.
Now, what are the challenges to that vision of a peaceful, secure, united, stable Europe?
The challenge of strengthening a partnership with a democratic Russia, that despite our disagreements, is a constructive partner in the work of building peace.
The challenge of resolving the tension between Greece and Turkey, and building bridges with the Islamic world.
And finally, the challenge of ending instability in the Balkans, So that these bitter ethnic problems in Europe are resolved by the force of argument, not the force of arms.
So that future generations of Americans do not have to cross the Atlantic to fight another terrible war.
It is this challenge that we and our allies are facing in Kosovo.
That is why we have acted now.
Because we care about saving innocent lives.
Because we have an interest in avoiding an even crueler and costlier war.
Because our children need and deserve a peaceful, stable, free Europe.
Our thoughts and prayers tonight must be with the men and women of our armed forces who are undertaking this mission for the sake of our values and our children's future.
May God bless them and may God bless America.

That's what this is all about, ladies and gentlemen.
He is concerned about humanitarian measures, about people being killed, and he always has to throw around that word, ethnic.
What is an ethnic Albanian?
Is there an ethnic American?
Is there an ethnic Englishman?
Where did this come from?
Remember, ladies and gentlemen, this is the man who ordered the massacre, the murder, the burning of over 86 men, women, and little children, including babies, over half of them black.
And if that's not ethnic, By any definition of the word, I don't know what is in Waco, Texas.
People who had done nothing.
People who were innocent.
People who were not wanted by anybody.
People who only defended their home against an armed attack by a bunch of teenage, ninja, turtle, jack-booted Nazi thugs.
This is an attack upon a sovereign nation.
A nation that has not attacked any other nation outside its borders.
A nation that has not committed any act of war.
It is not called Serbia.
There were a lot of lies told by the President tonight.
A lot of lies.
It's not Serbia.
It's not Bosnia.
It's not Herzegovina.
It's not Kosovo.
It is a nation, ladies and gentlemen, called Yugoslavia, which has existed for many years.
For many years.
Mr. Milosevic is the head of the legitimate government of the nation of Yugoslavia.
Not long ago, all of the so-called ethnic guerrillas The separatists, who are the ones really responsible for the war in that country, every one of those terrorist organizations were on the United States list of terrorist organizations until it became in the best interest of the New World Order to use them.
They are terrorist guerrilla forces who rose up to fracture the nation-state of Yugoslavia.
Milosevic has tried his best to keep his country intact.
That's his job.
I find it incredible that President Clinton and all of the communist news networks keep
touting the so-called persecution of the ethnic minorities.
Do you have any questions?
If you take a census of the country of Yugoslavia, you will find, ladies and gentlemen, that the Serbs are the minorities.
The Serbs is the minority.
The Serbs have been persecuted for hundreds of years because they have been the minority.
It is amazing!
that not one single news media source has reported any of the atrocities and mass murders committed by these so-called ethnic Albanians and ethnic Bosnians and ethnic-ethnics against the Serbs.
William Jefferson Clinton is one of the biggest liars that has ever lived upon the face of this earth, and yet you are still listening to him, ready to believe what he says.
And you all know he's a liar.
He lied about sending our troops to Bosnia.
He told us.
He got on television and told us a bold-faced lie after he signed the Dayton Accords.
He said our troops would only be there for one year, and then they would come home.
I got a copy of the Dayton Accords, ladies and gentlemen.
In the Dayton Accords, it clearly stated that we were committing American troops for not less,
not one day less than five years, and he knew that when he lied to us
with that silly little grin of his.
That night, when he told the American people we were sending troops to Bosnia.
And that ain't all. Russia has pledged military aid to Milosevic, to the legitimate government of Yugoslavia.
The Russian military have moved tactical nuclear weapons into Belarus so that they can be in place to be used against NATO forces should it become necessary.
They have withdrawn their representative from NATO and withdrawn from the Peace Alliance.
They called a special emergency session of the United Nations Security Council, where Russia's authorized representative warned the world that, if necessary, Russia will reserve the right to use military force in defense of the legitimate government of Yugoslavia.
At this moment, Russia is moving supplies, ammunition, and weapons across the border
into Yugoslavia.
The so-called NATO attack, which was not a NATO attack at all, because NATO comes under
the United Nations.
The United Nations did not order this attack.
Do you know what that means, ladies and gentlemen?
The President of the United States ordered an international organization to attack a sovereign nation.
And he has no authority or power to do that.
This is very serious.
It is a blatant, overt act of war against a nation who has done us no wrong.
In fact, has done no one any wrong.
They did what Abraham Lincoln did when the South withdrew from the Union.
They're trying to keep their nation together.
I find this is absolutely incredible.
I find it incredible that Americans are parroting the Germans.
In World War II, when they said, we must support our fighting men.
No matter what they're doing, we must get behind them.
I tell you that my country, right or wrong, is wrong.
Is wrong.
Remember what the Nazis used as an excuse in the Nuremberg Trials?
We were ordered by our superiors and we were just following orders.
We were acting in the best interest of our nation.
We were supporting our troops when they went into harm's way.

Ladies and gentlemen, I served for over 15 years.
Not just two years or four years or six years like most people do.
I served my country over 15 years.
Not in just one military service, but in two.
I served in the Strategic Air Command of the United States Air Force.
And I served in the United States Navy.
And I fought in a war.
I fought in Vietnam as a river patrol boat captain in some of the worst, most terrible battles that you can imagine.
Where you can't dig a hole in the ground and hide in it.
There are no trees to get behind and you stand on an open deck where all can see you in the middle of a river.
You must stand and fight.
So I know about war.
I know all about war.
I know about right and I know about wrong.
During my First few weeks of training when I arrived in country in Vietnam, I was assigned to go out on a boat with an experienced boat captain who hailed a sandpan with three fishermen in it and made them pull alongside.
They had nothing in the boat except fishing gear.
He took a piece of electrical wiring with a core with a plug on the end and began to
beat them with it for no reason at all.
For no reason at all, ladies and gentlemen.
And they wondered why the Vietnamese people became Viet Cong and fought against us.
I put my foot in the middle of his butt and I pushed him over the side, over the top of
that sandpan into the water.
I apologized to those three Vietnamese fishermen and let them go.
And I apologized to those three Vietnamese fishermen and let them go.
And I would do it again tonight.
If President Clinton were standing in front of me, beating the Serbs, trying to force
them through coercion to sign a treaty they do not wish to participate in, I would put
my foot firmly in the middle of his butt and shove him right over the side.
You see, that's what the Mafia does.

They come in and tell you that unless you pay so much money each month, the hoodlums in the neighborhood are going to burn up your store and they will protect you to make sure that that does not happen.
What if somebody came to your door and told you that you're going to buy a brand new tractor-trailer truck that costs $250,000?
And you told them you didn't have $250,000, couldn't make the payments, and you're not going to do it.
And they put a gun to your head and said, you are going to do it.
And then they started exploding pieces of your house.
This is no president.
This is a two-bit little street hood who is trying to force his will upon a sovereign nation that is trying to handle their own problems in their own way.
And since they wouldn't let him play, he's going to force them to play.
It's about world government.
It's about building a central world government with a world police force.
That will make every nation in the world toe the line.
It's about the disarmament of every nation and every people upon the face of this earth.
ultimately the American people included.
And you had better wake up.

It was placed there intentionally as symbolism.
There's only one thing wrong with it, ladies and gentlemen.
Mr. Melissa Beck is the Abraham Lincoln trying to hold his country together, trying to fight
against separatist guerrillas who are tearing his country apart.

William Jefferson Clinton is the cheap neighborhood crook.
The hood, the thug, who asks you for your lunch money, you say you're not going to give
it to him, so he beats you up and takes it anyway.

It's not who makes you then back upon to leave the bed there.
And the entire history of this nation, ladies and gentlemen, our military forces have never,
ever been called upon.

To commit such a blatant, overt act of aggression against another sovereign nation in its entire history.
I have never in my life felt compelled to say that our military are doing the wrong thing,
but I must say it tonight.
And what's more, from the reports I get...
from our people in the military service, they feel the same way.
I hear that when the missiles are launched and the bombs are dropped, there's no witty patter going back and forth over the airwaves.
On our ships, when the cruise missiles are launched, there is no cheering as there was in Desert Storm.
There is grim silence as men carry out their orders, orders that they really wish had not been given.
And it has nothing to do with going in harm's way.
It has everything to do with being wrong.
It's just plain flat wrong.
It violates the United Nations Charter, a charter that I don't subscribe to, but nevertheless, since they're going to banter that around, it violates the United Nations Charter, it violates NATO's Charter, it violates the international law.
It is an overt act of war, unprovoked, against a sovereign nation-state,
using overwhelming military force against a small population.
I find this absolutely incredible.

have always been the best chess players in the world, we're being drawn into a trap into
the Balkans here. We have our Sixth Fleet sitting out there in the Mediterranean Sea
in a big pocket. You can't even get out of it. There's no way to get out of that place.

And the key to the Balkans or the key to Europe has always been that territory in there.

It's a mixed population.
The Serbs are actually the minority.
Against everything that you're hearing, the Serbs are the minority and have traditionally, over hundreds of years, been the scapegoats and have been persecuted and subjugated and tortured and murdered by the surrounding population and invading armies.
And they're sick of it.
During World War II, that small population kept over 20 divisions Do you know how big a division is?
Yes.
Of the German army occupied.
So that they couldn't fight anywhere else.
Yeah, that I think was one of the ingredients to the defeat of the Germans was getting tied up in the Balkans.
Everyone who's ever been tied up in the Balkans has been terribly defeated.
And we're going over there.
We have a ravenous Much of Zionists that are running the government also, trying to enforce their view of the world on everyone, and they're calling it U.N.
They're masking it behind the U.N.
Oh, but in this instance they can't do that.
The U.N.
had absolutely nothing to do with this.
Yeah, I know, but what they tell the Americans is that it's about the U.N., about the U.N., but what it is is American foreign policy.
Being instigated by these Zionists that have overrun our government today.

The Russians that I've talked to and the Serbians that I've met here in Houston, I've been talking to them here recently in the last couple of days in the coffee shops where I see them around, and they're all saying, you know what?

The problem is Washington, D.C., and they've said matter-of-factly, y'all have lost your country a long time ago to the Zionist element.
Well, it sounds like they've been listening to the Hour of the Times.
No, they've never heard of you.
They don't even hear a short way, but they have not been so brainwashed with, you know, this deal about the six million Jews that were killed over in Europe and all of this other garbage.
Did you hear Clinton use that tonight?

He said that Bosnia was responsible for the Holocaust.
I mean, the Yugoslavian Balkan area was responsible for the Holocaust.
I mean, he threw everything in there that he possibly could to manipulate the minds of the people.
These guys might think that they have been able to prostitute the Russians with this worthless green paper we call dollars that we keep shipping over there to supposedly buy off the Russians.
But Russia, and even though it's divided up into the separate republics right now, is still a sovereign nation.
Russia is.
And all of the adjoining republics.
And you know what?
They don't need our money to operate over there.
No, they don't.
Because this whole deal about perestroika and what are we in our number six or seventh perestroika?
They've always made these overt claims to the West of peace and unity and let's go fly to the stars together and let's dance together in our utopian world hand-in-hand blah blah blah and they get everybody to buy into this crap here in the West.
They suck down trillions of dollars And if anything, this is going to be the linchpin that breaks the camel's back, you know, for the whole phony baloney crap that's coming out of New York.
You know, the stock market, everything is totally overvalued.
Yeah.
And most of these companies that we see, your Kmarts and your Walmarts and all these other companies in the United States, are existing not on the profits they make, but on the money that they sucker out of the investors.
That's true.
Well, let's let somebody else get in here.

just told him to go argue with somebody else and hung up.

I had a chance to go to Yugoslavia about back in 97, early 97.
I'm a musician and I was traveling over there.
We were in Slovenia for a couple of days.
There were a lot of Slovenian people who came to our shows and a lot of people from even Albanian people who came and I got to meet.
I have friends in Europe who are Serbian, who live in Germany, and I agree with you that it's a sovereign nation.
And I want to ask you, Bill, what is the significance, do you think, that we've got these two military actions going right now?
One in the Middle East is kind of UN-sponsored, and this one going in Europe is NATO-sponsored.
That really strikes me as odd.
I don't hear anybody in the media talking.
It's establishing, or attempting to establish, The authority of an autonomous force as the world police force that can exert its will on other nations whether or not they're invited, whether or not the nation is sovereign, whether or not anybody else concurs or disagrees or anything.
That if they say it will be thus and so, that it will be thus and so or somebody's going to get killed.
That's what it's all about.
It's about world government.
I need you to talk a lot louder.
The Serbians, for the most part, are Christians.
Is that not true?

When the reporters say they heard jet planes overhead, what they heard was cruise missiles flying overhead toward their target.
Cruise missiles are launched from many, many miles away.
And until they send airplanes in there that are actually carrying bombs to drop those bombs on targets, they won't use their precious number of missiles against targets that they probably can't hit.
You know, what they have in there, what I've read, is supposed to be a lot better than what the Iraqis have.

The reason I'm calling is because I took a course in the Balkan history in the 1960s during my graduate studies at East Carolina.
Uh-huh.
The book I'm going to cite to you is The Balkans in Our Time by Robert Lee, World Harvard University, Press 1956.
First of all, we allowed Yugoslavia to go communist because of a percentage agreement signed on October 9, 1944 in Moscow between Churchill and Stalin.
That's correct.
And number two, the real reason for the split between Stalin and Tito was over the degree of conversion of Yugoslavia to communism.
In other words, Tito wanted to go more gradually than Stalin wanted to do so.
Well, Tito didn't want to lose the loyalty of his people.
That's right.
And so Tito, when he broke with Stalin, set up a sort of a mixed socialist system, where you had some private enterprise, but a lot of it was state controlled.
He didn't get rid of all the collected farms, but he kept some of it.
Now, as far as what we're seeing in the Kosovo situation, nobody has clean hands.
We shouldn't even be in there.
That's right.
It's none of our business to begin with.
That's correct.
It's none of our business, because in the first place, you've got two ethnic groups that are fighting over there, and none of them are working to fight or set up a constitutional republic the way we do in the United States.
And nobody over there, including any of the sides in that business, is willing to work
to establish such a system as we have under a constitutional republic.
So nobody's respecting anybody's rights.
So really we should be thinking about getting out of the United Nations and getting out
of NATO because NATO has in fact tied our hands throughout this whole affair and especially
that the British have acknowledged that the UN law is now superior to their law by keeping
Augusto Pinochet in Britain and preparing to extradite him to Spain.
It's obvious that this world government business is, keeps marching on them, and the Kosovo
thing is there to cover up this marching on of the world government.
Yeah, it's also a part of it.
If they can succeed without being taken to task and paying for it, in invading a sovereign
nation and exerting their will over it, that sets a precedent that's going to be pretty
hard to knock down.
That's correct, and of course, it may precedence in the back to hurt us later on, and already
has hurt us in Waco, we've gone over that tonight.
So I would say that since we don't have clean hands, we've got to straighten ourselves out
first by getting rid of this socialist government we have over here before dealing with what's
going on in the rest of the world.
Yeah, you know, there's something I'm going to try to talk about tomorrow night, and that
is that the world body which takes nations to task for the inhumane treatment of its
citizens has just named the United States as one of the worst offenders of human rights
violations.
I have no doubt about that.
I'm not surprised at that, and especially with the light that Congress wants to pass this international criminal court business again.
They want to bring that thing up out of the woodwork.
So we're going to have to write on that, especially in the light of the imprisonment of Pinochet over in Britain.
Congress does not have the authority to give away the sovereignty of the United States.
They only have the authority that's granted to them in the Constitution, and unless they There is an amendment to the Constitution changing the sovereignty of the United States of America.
Congress does not have the power to approve of a criminal court that will reach into our jurisdictional boundaries and make rulings.

Well, it only seems to be in our interest, because all of the intelligence that I've ever been able to gather on Russia fits Golitsyn's scenario right down the line, I think Alexander Golitsyn is absolutely correct.
I think the fall of the Soviet Union was a deception to disarm the West and help bring about a one-world government, and that that's always been their goal.
What would be the locus of control of that?
I mean, I always... It doesn't matter to the hardcore communists.
If they can get world government, then through political maneuvering they can get control of it.

Because I've tended to think that Washington and London are trying to synthesize a new socialism out of Western governments and what was the Soviet Union, and that it was really being run by Washington and London.
Well, I don't think anybody really knows who's running it, and I don't think anybody's really running it.
I think it's done by consensus.
Of a lot of organizations and groups of people who are communists to the core, who are working for a communist world, and they'll go about getting it any way they can.
Which brings up this.

You see, when they destroyed Joseph McCarthy, and demonized what they call McCarthyism, it allowed the communists to take control of this government.
And that's exactly what's happened.

What more is known, if anything, about the connections with East Germany and Strasmeyer?
Well, you know that Strasmeyer's father was a very highly placed person in the German government and was, in Probably a double agent for both the CIA and the East German bloc.

So, the message is to the general public that they're on their own, that this is being done over their heads.
