And they'll admit, this is for the US, this is for emergencies, they're going to bring foreign troops in, we have the Army War College, we have the Associated Press, this has been set up since 99.

Major John Pullum, a NATO exercise commander, confirmed that the complaints had been made and immediate action had been taken.
Major Pullum said all troops involved have been given clear instructions not to engage civilians at any time.
This is just part of acclamation.
I think, in this case, we had a situation where we had some troops that were unfamiliar with the surroundings and possibly became overzealous in their application of what they were required to do, he said.
We subsequently followed up by speaking to the commanding officer of the unit concerned and reiterating those instructions that were in place.
Entirely unacceptable.
He added that full review of the incident was underway.
Alex Ferguson, the MSP for Yalloway, an upper Netsdale said that he was deeply disturbed by the incident.
This must have been a terrifying ordeal for some people who were simply enjoying a drive in the countryside, especially for young children involved, said Mr. Ferguson.
I think it's unacceptable that this sort of thing should happen, and I think there are urgent investigations within the armed forces and MOD, and indeed NATO itself, that is entirely acceptable in any type of form.
Now that's the whitewash.

The most obvious solution is to put some sort of a communication port on the voting machine by which a blind person could hook up a computer to it to do his voting that way.
He could actually communicate with the machine and submit his vote.
