New York City implemented congestion pricing charging $9 to drive in the lower half of Manhattan.
It was congestion pricing. They're charging people $9 to drive in the lower half of Manhattan. Like, from 60th Street on down, like, I call it, this is an economic Chaz Chop Zone.
