This is a Trojan horse for a U.S. ground invasion, and it mimics the strategy, the colossally failed strategy that the U.S. employed in South Vietnam under John F. Kennedy, in which U.S. advisors were placed in behind the cover of the South Vietnamese puppet army, which couldn't fight for itself.
